A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF
THE
CITY
OF
HALLANDALE
BEACH,
FLORIDA,
ESTABLISHING THE HALLANDALE BEACH PIONEER
PROGRAM AND ADOPTING SELECTION CRITERIA FOR SAID
PROGRAM AS RECOMMENDED BY THE HISTORIC
PRESERVATION BOARD; AND PROVIDING AN EFFECTIVE
DATE.

WHEREAS, since 1973 to 2014, Broward County has honored individuals who have been
15
living within its cities for at least fifty (50) years and who have contributed and promoted unity and
16
harmony within the community during the annual Broward County Historical Commission Pioneer
17
Day; and

WHEREAS, the City of Hallandale Beach has been a participant in this program since its
20
inception designating a total of seventy-five (75) individuals who have contributed and promoted
21
unity and harmony within the City; and

WHEREAS, the year 2014 marked the final year for the recognition of pioneers at the
annual Broward County Historical Commission Pioneer Day; and
25

WHEREAS, to continue the pioneer tradition within the City, the City Commission on
27
October 12, 2015 directed staff to convene with the Historic Preservation Board to create a
28
program which would continue the honoring of City of Hallandale Beach Pioneers; and
29

WHEREAS, staff and the Historic Preservation Board upon due consideration and
31
discussions recommend establishing a similar criteria, to include an application and selection
32
process as previously established under the Broward County Pioneer program and City
33
Administrative Police 2026.17, with final recommendations by the Historic Preservation Board to
34
be approved by the City Commission. The established criteria shall be as follows:

1. The Hallandale Beach Pioneer will recognize an individual each year that is a living
pioneer within the City of Hallandale Beach; and

2. A living individual who has lived in Hallandale Beach for at least fifty (50) years and who
40
has contributed and promoted unity and harmony within the community eligible for
41
recognition. Nominations for recognition can be submitted by groups or individuals
42
throughout the year to the Hallandale Beach Historical Board by completing the Pioneer
43
Nomination and Biographical Information Form, as may be amended (Exhibit “4”); and
44

3. The Hallandale Beach Preservation Board to engage in a proactive approach to seek
46
nominations for the award. Completed nominations forms must be submitted by the
47
second (2nd) week of May each year; and

4. The Historic Preservation Board to review and rank the nomination forms based on
50
accomplishments, number of residents affected by the accomplishments, and years of
51
service within the community; and

5. The criteria for the selection of the nominees will be based on the discretion of the Historic
Preservation Board; and

6. The Historic Preservation Board to submit final recommendations to the City Commission,
57
through the City Manager, for presentation at the August City Commission meeting; and

7. The award recipient to be honored and recognized at a future City Commission meeting,
60
with a reception to be held prior to the meeting, and to receive a Proclamation.

WHEREAS, Staff recommends City Commission approval for the establishment of the
63
Hallandale Beach Pioneer Program and adoption of the selection criteria as recommended by the
64
Historic Preservation Board.

NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND CITY COMMISSION OF
THE CITY OF HALLANDALE BEACH, FLORIDA:
SECTION 1. Establishment of the Hallandale Beach Pioneer Program and

Adoption of Selection Criteria.

Hallandale Beach Pioneer Program and adopt the selection criteria for said program as
72
recommended by staff.
The Mayor and City Commission hereby establish the

SECTION 2. City Manager Authorization. The Mayor and City Commission hereby
75
authorize the City Manager to take all necessary action to effectuate the Hallandale Beach
76
Pioneer Program.

SECTION 3. Effective Date. This Resolution shall take effect immediately upon its
passage and adoption.
