RESOLUTION NO. 2014A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF
THE CITY OF HALLANDALE BEACH, FLORIDA, AUTHORIZING
THE CITY MANAGER TO APPLY FOR $100,000 THROUGH THE
BROWARD COUNTY-WIDE INTEGRATED WATER RESOURCE
PLAN (IWRP) GRANT, INCLUDING A GRANT MATCH NOT TO
EXCEED TWO HUNDRED THOUSAND ($200,000) DOLLARS,
TO IMPLEMENT A DEMONSTRATION PROJECT FURTHERING
THE CITY’S PURSUIT OF A HYDROSTATIC SALINITY
BARRIER; AND PROVIDING AN EFFECTIVE DATE.
WHEREAS, the City considers the threat of saltwater intrusion into the City’s wellfields to
be an environmental hazard that could affect the City’s current water supply; and

WHEREAS, the implementation of a hydrostatic salinity barrier may protect the City’s
21
wellfield while significantly reducing the cost to the City for meeting the challenge of saltwater
22
intrusion; and

WHEREAS, the City Commission has authorized Montgomery Watson Harza Americas,
25
Inc., (MWH) to perform the first two phases of its investigation into the feasibility of developing a
26
hydrostatic salinity barrier; and

WHEREAS, Broward County is making funding available for feasibility analysis and design
29
studies that support efficient water resource management and alternative water supply
30
development through the Broward County-wide Integrated Water Resource Plan (IWRP); and

WHEREAS, the City would benefit from implementation of Phase 3 of the proposed
33
salinity barrier feasibility analysis, which would entail a demonstration project costing an estimated
34
three hundred thousand ($300,000) dollars; and

WHEREAS, a grant application to Broward county for one hundred thousand ($100,000)
37
dollars, with a two hundred thousand ($200,000) dollar grant match by the City would reduce the
38
cost to the City; and

WHEREAS, the City Administration believes the grant application would be in the best
interest of the City of Hallandale Beach and its residents.
NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND THE CITY
COMMISSION OF THE CITY OF HALLANDALE BEACH, FLORIDA:
SECTION 1. City Manager Authorization. The Mayor and City Commission hereby

approve application for one hundred Thousand ($100,000) dollars through the Broward County-
48
Wide Integrated Water Resources Plan (IWRP) Grant, including a grant match not to exceed two
49
hundred thousand ($200,000) dollars, to implement a demonstration project furthering the City’s
50
pursuit of a hydrostatic salinity barrier. The City Manager is authorized to take all necessary action
51
to effectuate the project.

SECTION 2. Effective Date. This Resolution shall take effect immediately upon its
passage and adoption.
