TREGOLLS PRIMARY SCHOOL
FULL GOVERNING BODY MEETING 7 December 2015.

Walker, Alison Richmond, Judith Smitham, Rowena Osmond and Richard Nice.

Minutes of Previous FGB, RA and B&E Meetings
It was confirmed that the minutes had been sent out previously to this meeting for governors to
approve. All agreed.
Chair’s report
Ms Cadge welcomed the new Head teacher of Penair, Mr Davidson.
Ms Cadge informed the meeting that there had been a meeting at Penair School in September
where local schools were invited. The purpose of the meeting was to look at how local schools could
work more closely together, Ms Cadge stated that schools are looking at how this can be achieved
and more information will be known in the New Year, it was agreed that the principle of local
schools working together is a good one.
Governors asked whether there was one group looking at this idea.
Mr Middlemore stated that all the schools are very unique and therefore we all need to look at this if
possible. However, a working party amongst the primary schools has now been established.
Mrs Cadge stated that the fireworks evening had gone very well and was a great evening, well done
Tregolls.
Mrs Cadge stated that a class from Tregolls had recently attended a trip to perform Shakespeare
(Romeo and Juliet); the pupils were amazing. Mr Watkins led the performance in conjunction with
Royal Shakespeare Schools which was funded by the pupil premium fund.
Mrs Cadge wanted to offer her and the committee’s thanks to Mr Walker and Mr Middlemore for
their recent training regarding Raiseonline.
Mrs Cadge also noted the positive media coverage the school had recently received.
Head Teacher’s Report presented by Mr M Midlemore
Mr Middlemore’s report had been presented to the governors before the meeting so they could
consider the relevant points.
Governors noted that there are a large number of children under safeguarding.
Mr Middlemore stated that progress levels in KS1 and 2 are outstanding. Mr Middlemore informed
the meeting that the previous Raise summary highlights this progress which shows that the school is
above the national level in progress terms.
Governors wanted their appreciation recorded to Mr Middlemore and the staff of Tregolls on a
fantastic achievement.
Mr Middlemore went on to explain the figures in detail to the governors and how these had been
achieved.
Mr Middlemore stated there had been a relentless focus on teaching, all staff are fully committed in
ensuring every child reaches their full potential.
Governors asked what the school was doing about PP?
Mr Middlemore stated that the school had sent a letter out to parents/carers which offered free
school meals and PE kits. This was because a decline in applications since the introduction of
universal infant free school meals.
Mr Middlemore went on to state that there has been a decrease in children attending Tregolls,
children are leaving the school and moving to other parts of the country, the current figures are
unsteady at the moment.
Mr Middlemore confirmed that this term the school would be looking at maths in relation to both
disadvantaged children and advantaged children.
Mr Middlemore stated that during this round of monitoring 50% were outstanding which was the
highest amount in one year; however we are not consistent yet.
Governors asked whether the school was still recording lessons.
Mr Middlemore confirmed that they were.
Governors asked whether the staff is permitted to see this.
Mr Middlemore confirmed there were permitted to see the recordings. Mr Middlemore stated that
where lessons were not outstanding staff had tried too hard this time which will not happen again.
Governors asked why the school could not put a case forward for outstanding, Governors asked Mr
Middlemore to explain why the school could not put a case for outstanding.
Mr Middlemore informed the committee the reason was evidence and the consequences of getting
it wrong, Mr Middlemore confirmed that he would be putting a case for at least good. Mr
Middlemore stated that achieving outstanding is incredibly difficult, but the school is definitely
moving from good outstanding..
Governors asked Mr Middlemore to thank all members of staff.
Building Update
Mr Middlemore confirmed that he Mrs Cadge and Ms Richmond had met with the local authority
and informed them of the school’s concerns, we were asked to submit some designs that the school
would be happy with. The school is now waiting for this to go to planning. The plans look very good
and have been accepted by Sport England with regards to moving the pitches.
Mr Middlemore explained to the governors where the three pitches would be situated.
Governors monitoring visits
Mr Walker informed the meeting that at the last Raising Achievement meeting there were only two
governors attended therefore the school needs to look at every governors position.
It was agreed that Mr Bailey would become part of the RA committee, Mr Nice would be part of the
Business and Enterprise committee and Mrs Smitham would move from B&E to the RA committee.
Monitoring governors had been left the same. It was agreed Mr Walker would inform the governors
of their subjects in due course.
However it was agreed at this meeting that Mrs Smitham would monitor PHSE as there was
currently no governor assign to this role.
SDP Responsibilities
Mr Middlemore stated that there were six strands in total however one strand was not relevant so
the school only needs to link five governors to the five strands.
Mr Walker agreed to inform the clerk the names of each governor for each strand.
Scheme of Delegation
It was agreed that Ms Richmond would now have authorisation to sign checks up to £500.
In relation to the value for money statement all amounts over the value of £50000 should go out to
tender.
Policies
The following policies were circulated before the meeting for the governors’ approval:
Working alone (adults), Working alone (children), Early Years policy, outdoor education policy,
uniform policy, terms of reference for Business and Enterprise committee and terms of reference for
Raising achievement committee and Code of Conduct.
All policies were adopted and ratified.
AOB
There was a request to move all further governors meetings to 5.00pm, this was agreed and will take
place from the next meeting on the 25 January which is the Business and Enterprise meeting.
