REQUIREMENTS FOR INITIAL APPOINTMENT:
The required education must be (a) related to the field in which SCEP trainees will receive training on the job or (b) applicable under
the qualification standard for the target occupational series. Activities may use selective factors to identify special requirements, e.g.,
specific courses, needed to perform the work of individual positions
Major Duties: Serves as a student trainee in the Student Career Employment Program (SCEP).
The program integrates professional on-the-job training with pertinent education in a specific field of learning.
Assignments are aimed at developing the employee's skills and knowledge to perform progressively more difficult duties
associated with surveying, cartographic, and geographic information systems services. Receives concentrated and
intensive on-the-job training related to office and fieldwork in connection with procedures or processes to draft maps,
graphs and charts.
1. (35%) Performs preliminary, planimetric, topographic, and land use mapping utilizing geographic information systems
(GIS). Performs a range of assignments involving tracing, copying, making computations, plotting control points, and
incorporating features and symbols used to represent navigation features, flood protection features, property ownership,
land features, easements, and other physical items. Accuracy is required in plotting boundaries, improvements, utilities
and land uses, and in computing acreage by desk calculator or GIS software. Supervisor assigns methods of presentation
considering density of features, size, shape and placement of lettering and symbols, amount and placement of shading and
hatching.
2. (35%) Assists in the preparation of maps for inclusion in civil works and military real estate planning reports. The
reports and memorandums are based on information from Engineering Division as to the general area required for a civil
works project and from the using service for military project requirements. The basic maps consist of primarily satellite
imagery, USGS Quad maps, BLM plats, survey field notes, survey maps, assessor plats and recorded deeds.
3. (30%) Maintains files of maps and charts. Revises cadastral maps as required, requests
production work, and requests maps from other offices and agencies. Performs other duties as assigned.
Minimum Qualifications:
- Must be a registered and attending student enrolled in a official degree program.
-comfortable using ArcEditor tools to create/modify shapefiles or feature classes.
-ability to create and manage attribute data (using MS Excel/Access) for charts (i.e., Tract Registers).
-an understanding of geodatabase use and development

Pay and Benefits: SCEP students are paid based upon the level of their related education, experience, and
qualifications. Promotions to higher salaries may occur as the student advances both academically and professionally
through the Student Career Experience Program.


Flexible work hours. Students can arrange work hours around his or her school schedule with the
concurrence of their supervisor.
Salary Increases - Federal employees usually receive a cost of living increase each year, effective in January.

Congress and the President set the amount of this increase. Locality pay also provides higher salaries for
employees who work in higher cost-of-living areas.
GS Salary (STEP) Increases - In addition, all SCEP employees, whose performance is satisfactory, are







eligible for periodic pay increases called "within-grades." Each grade range of the General Schedule pay
scale is divided into ten steps and employees' salaries progress up the steps based on their length of
service.
Paid holidays and overtime. Students are paid for holidays, which fall within their work periods as
well as overtime for more than 40 hours per week.
Annual and sick leave. Students can earn sick leave at the rate of 4 hours per pay period (every 2
weeks) for full-time employment or 1 hour per pay period for every 20 hours for part-time employment.
Annual leave is earned at the rate authorized for their length of Federal employment, including military
service.
Retirement benefits. Participation in the Federal Employee's Retirement System (FERS) is mandatory.
Insurance. The student is eligible for life and health insurance unless it is waived.
Health\Dental Benefits The Federal Employees Health Benefits (FEHB) program is considered by many
health care experts as one of the best in the nation. The government pays an average 70 percent of premiums and
accepts pre-existing medical conditions. (Student can apply after completing one full year of employment).
Thrift Savings Plan - After an initial waiting period of six to twelve months, FERS employees may contribute
to the Thrift Savings Plan (TSP), a tax-deferred retirement savings and investment program similar to a 401(k)
plan.
Conversion. A student may be converted to a permanent appointment within 120 days of completion of
their degree requirements.
