various levels of intensity
Three levels
Universal: provided to all states through
website and at least 4 states per region
Targeted: provided to at least 2-3 states per
region
Intensive: provided to at least one state per
region
National Center
on Response to
Intervention
Levels of TA Intensity

People make the difference
Heifetz and Linsky (2002)
"The single most common
source of leadership
failure we’ve been able
to identify… in politics,
community life,
business, or the
nonprofit sector – is
that people, especially
those in positions of
authority, treat
adaptive challenges like
technical problems.”
