GENERAL SUMMARY

PRIMARY TASKS PERFORMED
Member Assessments
 Conduct on-site assessments to identify and evaluate risks and hazards related to
exposures covered by CIS, utilizing the “Best Practices Risk Management”
document.
 Prepare written reports of on-site inspections including specific recommendations for
risk reduction, hazard elimination and OR-OSHA compliance where appropriate.
 Investigate on-site accidents at member locations.
 Coach members’ managers and supervisors on employment issues, underwriting
property issues, law enforcement matters, city/county councils requested topics,
elected official situations, special events, contracts, and help members and
CIS/member claims staff in getting injured worker back to transitional duty or regular
work.
Member Services
 Provide consulting guidance and advice to members regarding loss prevention and
risk management issues; may require research in order to respond.
 Perform case management services for workers’ compensation claims.
 Partner with other CIS staff for ergonomics, law enforcement, pre-loss legal services,
or other risk management topics, in order to meet Member needs.
 Document risk-management activities, using CISCO.
 Respond to pre-loss legal questions, and then either answer the question, or refer
the Member to CIS’ Pre-Loss Legal Attorney.
 Monitor and evaluate the success of member and staff efforts to respond to
recommendations, providing feedback to all concerned.
Best Practices
 Develop protocols for risk management issues related to employee health.
 Sample policy development or review.
 Review loss data and analyze for trends and loss control needs.
 Participate in healthy benefits and wellness discussions and activities, to promote
global CIS approach to Risk Management.
Training
 Develop and present or coordinate training programs for members, agents, and
others. Includes annual spring and fall seminars, and Law Enforcement Liability
seminar. Develop training or educational materials for risk management subjects.
 Review and update member loss profiles; determine “customized” loss control efforts
based on specific needs.
 Participate in preparation and coordination of Annual Risk Management Conference.
Public Relations
 Contribute to and/or produce bi-monthly Safety Shorts and Real Time risk
newsletters.
 Develop and maintain strong working relationships with members, staff and
consultants.
 Review entity activities and responses for the underwriting IRPM program.
 Maintain professional working relationship with co-workers, member’s agents, and
public and affiliated agencies such as AOC, LOC and LGPI.
 Attend conferences to represent CIS in exhibitor capacity.
 Make presentations at Council, Board or management member meetings.
Marketing
 Assist in developing and implementing marketing strategies to increase CIS
membership.
Risk Management Team
 Participate in team meetings each month.
 Provide support to other CIS Risk Management Consultants.
 Provide guidance and materials related to individual responsibilities assigned within
Tower.
Legislation
 Track legislative rule or regulation changes affecting risk management, occupational
safety and health or workers’ compensation.
PERIPHERAL DUTIES
 Organize and participate in Safety/Wellness committee for CIS.
 Recommend ergonomic modifications to work areas.
 Perform other duties as assigned.
KNOWLEDGE/SKILLS/ABILITIES/EXPERIENCE
Bachelor’s degree or equivalent.
More than 5 years of experience.
General Summary

attention to detail. Good decision making, critical thinking, and judgment skills.
Rules and Regulations
 Working knowledge of OR-OSHA Regulations, both the Federal Regulations and
Oregon Administrative Rules; must be able to interpret OR-OSHA, NFPA, IBC, IFC,
and other regulations
 Familiarity with National Fire Protection Codes, Electrical Codes, Building Codes,
DEQ/EPA Rules, Health Department Regulations and Manual on Uniform Traffic
Control Devices.
 Working knowledge of Oregon’s Worker’s Compensation system (administrative
rules and case law).
 Knowledge of basic insurance underwriting practices, insurance policies and
insurance and legal terms.
 Working knowledge of employment laws and BOLI Regulations.
 Working knowledge of government operations – public meetings, records, ethics and
elections.
Public Works
 Understanding of the operation of sanitary/storm sewer systems and water/waste
water treatment facilities, maintenance of roads, streets, parks, playgrounds,
swimming pools, member-operated jail/juvenile detention facilities, basic law
enforcement, fire service operations, and fair and rodeo grounds.
Equipment
 Ability to use a variety of equipment such as computer programs (Word, PowerPoint,
Excel) calculator, phones (office/cell), digital camera, sound level meter, dosimeter,
PowerPoint projector and computer program to run it, projection screen & overheads
and microphones.
Communications
 Must be able to communicate clearly to a variety of individuals, such as city
managers, attorneys, claims staff, supervisors, members’ employees, specialinterest groups, and committees (safety, wellness and management committees) on
any number of topics.
 Ability to speak in public, making presentations to a variety of audiences.
 Ability to provide training to adult learners and prepare appropriate training materials.
 Ability to maintain productive professional relationships with co-workers, CIS
member-entities and public in a professional manner at all times.
 Ability to exercise discretion in relaying information, and ability to understand the
nature of confidential information.
Analysis and Reports
 Ability to analyze data, draw reasonable conclusions, and make recommendations
based upon those conclusions.
 Ability to write concise reports and document activities to files.

Describe any specific subject courses or equivalent that would be essential for someone to
have upon entry to this position:
 Occupational Safety & Health, Public Health, Fire & Life Safety, engineering,
construction, electrical, industrial hygiene, principles of claim investigation and
resolution, ergonomics, technical report writing or college writing, human resources
management, environmental health, interpersonal communications, defensive
driving and training.
 Courses in OR-OSHA regulations, Business supervision/management,
property/liability underwriting or loss control.
 City government, risk management principles, OR-OSHA code use and application,
public speaking, political science, safety inspections.
Certifications are required at the time of hire for this position:
 Valid drivers license; must maintain a safe driving record while employed with CIS.
Licenses or certifications that are desirable at the time of hire for this position:
 Certified Safety Professional (CSP), Certified Hazard Control Manager (CHCM),
Associate Risk Associates in Risk Management (ARM) or Associate in Risk
Management Public Administration (ARM-P) Public or Pool, Certified Casualty
Property Underwriter (CPCU) or Certified Industrial Hygienist (CIH), Masters in
Public Administration (MPA) or Public Health (MPH), SHRM Designation, IPMA
Designation, Defensive Driving Instructor, CPR/First Aid Instructor, or Agent’s
license.

WORK SCHEDULE
Over-night Travel: On average, 1 to 2 nights of overnight travel per week is required.
Occasionally, 3-4 “overnights” per week might be necessary.
Average Length of Travel: Average member destination may be anywhere from 1-2 hours
to 6-7 hours round trip traveling; dependent upon region assigned to.
Travel to Annual Conference and staff activities.
Over-time:
Frequently.
