FLINDERS UNIVERSITY Contractor Safety Information Sheet for Cost Centres 1. Introduction The Flinders University is committed to the health and safety for Staff, Students, Visitors and contractors working on its premises. Who is a Contractor? A Contractor is a person, partnership or company engaged to carry out work on Flinders University premises. It does not include people who are on the Flinders University payroll. A Contractor may be an individual or may be a company that employs a few or many workers. Work on University premises may include building and construction work, maintenance, service of equipment, setting up staging, sound equipment, consultants working on University premises, cleaning, catering, photography – anything that requires a person to work on site. The current procedures do not apply to delivery drivers/couriers who are simply delivering or collecting goods to and from University premises. 3. Registering contractors Contractor registration is the process used to verify and document that proposed contractors meet safety and insurance requirements. Contractors requiring registration need to complete one of the three Contractor Agreement Forms available: Building/Trades (for hands on work/ trade type work) Consultancy/General (for work that provides advice, training, photography type work) Food and Beverage/Caterers. If you need assistance in deciding which form is appropriate for the contractor you wish to engage then contact the Project Officer Buildings and Property. Email the appropriate form to the contractor you wish to register. It is important that Contractor Registration Information Page 1 of 3 they understand that the mandatory documentation requested and the minimum Public Liability Insurance level is not negotiable. Once they have completed and signed the form they should return it and the associated documentation electronically to the B&P Project Officer or to building.property@flinders.edu.au. The Director, Buildings and Property (or delegate) is responsible for approving the registration of contractors. Once all the documentation has been checked and approved the contractor can be engaged to commence work. 5. Is this Contractor is Registered? Before engaging a Contractor you must consult the database to ensure that they are currently registered. A contractor who is not on the database is not registered and therefore must not do any work on University premises. If after checking the database the contractor is not listed then you will need to download and forward the appropriate Contractor Agreement Form to the contractor. Note that this process, including getting the information back from the contractor could take from several days to several weeks. 6. Contractor is Registered but Insurance has expired If after checking the database the contractor is listed but their Public Liability insurance is about to or has expired then they will need to forward a copy of their current insurance certificate to the B&P Project Officer or to building.property@flinders.edu.au. 7. University Responsible Persons University Responsible Persons are the University staff members responsible for arranging a contract for work, service of equipment, setting up an event engaging the servic e s of any contractor. The Responsible Person is accountable to ensure: • Selecting Contractors on the basis of their commitment and competence in WHS issues as well as their suitability for carrying out the required work; • Registration of contractors according to Flinders University guidelines; • Providing Contractors with information about potential hazards of the environment in which they will work to enable them to determine an appropriate safe system of work; • Local area induction; • Ensuring any required permits, license’s, insurance and safe work method statements are current and appropriate for the work being carried out; • Ensuring that workers coming on site have been advised and have undertaken the Flinders University Induction. • Monitoring Contractor performance and ensure that work on University premises and/or in University controlled areas is carried out in a safe manner; • Ensuring any incidents that occur are reported to the WHS Unit. Contractor Registration Information Page 2 of 3 If you organise work or projects through the Buildings and Property Division, Project Delivery or Maintenance Departments, the relevant B&P staff delegated this work will be the Responsible Person. 8. Site Attendance Workers arriving on University premises must contact the Responsible Person to obtain an authorised contractor pass and arrange access to the site. If they are engaged to work over a number of days or weeks, then they are required to report daily to the Responsible Person. There are two electronic sign in locations for the Bedford Park campus located in the Registry Building ground floor and the Maintenance office next to car park 9. Contractor Workers must wear the contractor pass at all times whilst on the premises and must return them to the point of issue at the end of attendance at the premises. 9. Local Area induction Responsible Persons must give workers local area induction, including providing them with information about potential hazards in the area where they will work. This form is the Contractor Work Area Orientation Checklist and Cost Centres must keep these completed forms on file The form is available on the Contractor Safety website at: http://www.flinders.edu.au/campus/buildings-and-property/contractor-safety.cfm 10. Job Safety Analysis and/or Safe Work Method Statement Before starting work, the worker must complete a site specific Job Safety Analysis and/or a Safe Work Method Statement (SWMS) for the work to be undertaken. The Contractor Work Area Orientation Checklist requires Responsible Persons to record that contractor workers have done this. 11. Safety Inspections Responsible Persons are required to monitor workers performance to make sure that work on University premises is carried out in a safe manner and that any hazards are controlled appropriately. Please use the Contractor Spot Check form to record your checks. The nature and frequency of this monitoring will depend on the level of risk associated with the work. 12.
