Dragon XC Track & Field 2014 Handbook 1 XC/ XC/ Track & Field Handbook This handbook is written to outline the goals, expectations, and rules of the Dragon XC/ Track & Field Program. It is written as an aid to minimize misunderstandings and eliminate miscommunication. It is NOT intended to eliminate communication between players and coaches, but to make certain the lines are open and there are as few “gray” areas as possible. If you experience one of these gray areas, I encourage you to come see me immediately so there will be limited misunderstandings. Together we can make the athletic experience a great one. To achieve this, we must teach more than just fundamentals and focus instead on assisting the personal growth of the student athlete. Through our XC/ Track & Field Program athletes will develop or improve in the areas of: Responsibility, accountability, attitude, self-discipline, commitment, respect, self-control, pride, and team work. The previous athletes before you have worked hard to build this program with an exceptional work ethic and a respectful attitude. It is your responsibility to continue this tradition. With membership, the Principal and Athletic Department agree to abide by all rules and regulations of the UIL. One of the primary functions of the UIL is to sponsor and conduct post-season tournaments at the varsity level leading to the determination of district and state champions. When our varsity teams qualify for and enter such tournaments, we are subject to specific rules and regulations that govern each tournament. 16-AAAAA Round Rock High School is proud to be a member of District 16-AAAAA. Its own constitution and the UIL govern District 16-AAAAA. Round Rock Athletic Department The Round Rock Athletic Department and the Principal set additional policies, regulations and rules. Under UIL guidelines, local athletic departments are allowed to set additional policies, rules and/or regulations as long as they are not less restrictive than those stipulated by the UIL. TO THE PARENTS Perhaps the most emotional part of a student-athlete being involved in high school track and field centers around the events that they want to compete in. The student-athlete becomes involved in interscholastic athletics for the first time in high school and finds that practices and expectations are much more intense and demanding. Factors such as practice attendance, attitude, commitment, and of course, athletic skill enters into the decision. There are many decisions made on a regular basis by the Round Rock high School coaching staff. It is the coaches’ responsibility to decide which athlete should compete in relays or individual events. These coaching decisions, often difficult to make, are made only by the coaching staff and are approached very seriously after having observed the student-athlete in practice sessions, time trials, and actual competition. Both parenting and coaching are extremely difficult vocations. By establishing an understanding of each position we are better able to accept the actions of the other and provide greater benefit to children. As parents, when your child becomes involved in our program, you have a right to understand what expectations are placed on your child. This begins with clear communication from the coach of your child’s program. 5 COMMUNICATION YOU SHOULD EXPECT FROM THE COACH 1. Philosophy of the coach 2. Expectations the coach has for your child as well as all the players on the squad 3. Locations and times of all practices and contests 4. Team requirements; i.e., practices, special equipment, out-of-season conditioning 5. Procedure followed should your child be injured during participation 6. Discipline that may result in the denial of your child’s participation COMMUNICATION COACHES EXPECT FROM PARENTS 1. Concerns expressed directly to the coach 2. Notification of any scheduled conflicts well in advance. As your child becomes involved in the programs at Round Rock High School, they will experience some of the most rewarding moments of their lives. It is important to understand that there also may be times when things do not go the way you and your child wishes. At these times, discussion with the coach is encouraged. APPROPRIATE CONCERNS TO DISCUSS WITH COACHES 1. The treatment of your child, mentally and physically 2. Ways to help your child improve 3. Concerns about your child’s behavior It is very difficult to accept your child is not competing as much as you hoped. Coaches take their profession seriously. They make judgment decisions based on what they believe to be the best for all students involved. As you have seen from the list above, certain things can be and should be discussed with your child’s coach. Other things, such as those that follow, must be left to the discretion of the coach. ISSUES NOT APPROPRIATE TO DISCUSS WITH COACHES Event placement Team strategy Other student-athletes There are situations that may require a conference between the coach and the parent. It is important that both parties involved have a clear understanding of the other’s position. When these conferences are necessary, the following procedure should be followed to help promote a resolution to the issue of concern. 6 Call the coach’s office number located in the front of the handbook to set up an appointment at least a day in advance. If the coach cannot be reached, speak to the Athletic Secretary or leave a message. A return call from the coach will be arranged, or a meeting set up for you. DO NOT CALL A COACH AT HOME!!!! A coach’s time with family is severely limited during the season. The family’s privacy should be respected. PLEASE DO NOT ATTEMPT TO CONFRONT A COACH BEFORE OR AFTER A CONTEST OR PRACTICE. These can be emotional times for both the parent and coach. Meetings under these circumstances do not promote resolution. IF THE MEETING DID NOT PROVIDE A SATISFACTORY RESOLUTION: Call and set up an appointment with the Athletic Director. The Athletic Director will listen carefully to our concerns and mediate a resolution between you and the coach. REMEMBER – Your concerns are important to us. Never hesitate to follow the above procedures to make those concerns known. Together we can work to improve our athletic programs. DRAGON XC/ TRACK & FIELD RULES AND GUIDELINES The following rules and guidelines are for all athletes participating in the Round Rock XC/ Track & Field program. Noncompliance will be dealt with on an individual basis, unless otherwise noted, and will be punishable by a prescribed amount of conditioning, suspension, or removal from the program. Conduct / Expectations A Dragon XC/ Track & Field athlete is expected to conduct there self in a manner that will bring pride and respect to this program: 1. 2. 3. 4. 5. All team members are expected to be LOYAL to the coaches, their team mates and the program. This demonstrates good character. Profanity will not be tolerated. All athletes are expected to respect and follow instructions of all coaches on staff, regardless of season or sport. Fighting, cheating, stealing, skipping of class, etc. will not be tolerated. You are representing this program at all times and will be expected to follow all school and athletic rules. Lying to a coach or person in charge will not be tolerated. Forging a parent or teacher signature is considered lying. Parental contact, conditioning, and possible suspension or dismissal from program will occur. 7 6. Team cohesiveness is a must for a team to be successful. Backstabbing, disrespect, hazing, or harassment of teammates will not be tolerated. (see # 1 above) 7. You will be expected to display good sportsmanship, pride, and class at all times. Any display of disrespect to umpires, opponents, coaches, parents, or each other will not be tolerated. You are also expected to display a positive demeanor and attitude while your coach is addressing you and your teammates. (Failure to practice the above expectations may result in removal from the team at the coaches’ discretion) Meets 1. You will be expected to conduct yourselves with class before, during, and after meets - NO MATTER THE OUTCOME. Bad sportsmanship, foul language, fighting with or badmouthing opponents/fans, arguing with officials, etc. will not be tolerated. This can result in immediate removal from contest, as well a prescribed amount of conditioning, suspension, or removal from the program. 2. Once you arrive at the meet site, you will be expected to be focused and ready to perform in your respective event. Sit with your team in a group or at the sight that your teammate is competing and support them. Be prepared when it is time for you to warm up for your event: have your uniform/spikes on, training room/bathroom needs taken care of, etc. DO NOT MAKE YOUR TEAM WAIT FOR YOU TO USE THE BATHROOM! 3. Once you begin warm-up for your event, there should be no talking with parents, boy/girlfriends, friends, etc. until after you have completed your event and/or helped the younger competitors. Do not just talk and hang out visiting when you have team mates that are competing. Do not sit in the stands inappropriately or lay on mats under the bleachers-you should be paying attention to the meet or resting for your event. Remember to always support others on our team A coach should be aware of your location at all times. NEVER LEAVE A MEET WITHOUT PRIOR APPROVAL FROM THE COACH. INFORM THE COACH WHEN YOU LEAVE. CONSTANTLY LEAVING A MEET WITH A PARENT/GUARDIAN BEFORE YOUR TEAM HAS COMPLETED THEIR COMPETITION WILL RESULT IN YOU NOT COMPETING IN THE NEXT MEET. (IF THIS LOOKS TO BECOME A HABIT, YOU WILL NOT COMPETE ON A RELAY AND MAY BE REMOVED FROM THE TEAM.) 4. Any athlete missing a competition due to an excused absence, except in the case of injury or illness will be expected to make that absence up with a prescribed amount of conditioning. Injured athletes will be expected to be present at all practices and contests. In the case of illness, it will be up to the parents’ discretion and the severity of the illness as to whether the athlete will be present at the contest. Unexcused absences from workouts and/or meets will result in dismissal from the program. ABSENCES FROM TRAINING OR MEETS DUE TO OUTSIDE ACTIVITIES, SUCH AS CLUB SPORTS, WILL NOT BE TOLERATED AND CAN RESULT IN DISMISSAL FROM THE PROGRAM. 8 **** ATHLETES WHO MAKE VARSITY ARE NOT ALLOWED TO PRACTICE OR COMPETE WITH A SELECT/CLUB ORGANIZATION DURING THE HIGH SCHOOL XC/TRACK SEASON WHEN IT CONFLICTS**** 1. Always show respect to the meet officials and all opponent’s coaches. Do NOT make any negative comments to the officials. This only hurts both you and your teammates. The only person who should address the officials is the coach. 2. If we stop to eat from a competition, you are expected to put your phones and other devices away and visit with your team as well as act appropriately. COMMITMENT When trying out for a team and after being selected to be a member of a team, Round Rock High School student-athletes are expected to attend all practices and meets of that team. Practices will average two hours, exclusive of prep time, in duration. High School athletics demands much more commitment than a club or recreational activity. Students should make themselves aware of the time commitment prior to trying out for the team and understand that High School athletics will take precedence over club sports. TRYOUTS Participation in athletics is a privilege given to those students who meet all requirements set by the UIL, State of Texas, and Round Rock High School. Prior to trying out for any team, a student must have all of the proper paperwork (current physical, emergency card, UIL consent form, and Insurance waiver form) turned in advance. Students try out voluntarily and, for some teams, risk being cut. It is the student’s responsibility to demonstrate to the coach that he/she can meet these expectations. Students cut from a team are encouraged to try out for another team if there is space on that team and the final cuts for that team have not been made. Students who are cut from a team will be informed as to the reasons for the cut by the coach. After tryouts are completed and the athlete has been offered and has accepted a position in the program, no athlete may leave one team (voluntarily or due to dismissal by the coach) and try out for another team without the consent of both coaches involved and the Athletic Coordinator. SCHOOL ATTENDANCE AND TARDINESS Round Rock High School student-athletes are reminded at the beginning of each season of the requirements for good school and team citizenship. They are as follows: come to school every day, be on time for school and classes, attend all classes, do your homework, and behave at all times in a mature manner. The abuse of any of these citizenship requirements could result in suspension or dismissal from an athletic team. 9 DAILY TEAM ATTENDANCE Athletes are to attend practice prepared and dressed appropriately. All practice clothes need to be school colors. (Maroon, black, white, or gray) An athlete will not be allowed to practice if they are not dressed appropriately. Athletes are required to attend practice with both their running shoes and spikes. Athletes should not assume that we will be inside on bad weather days. Be ready to dress accordingly. No jewelry is permitted during track practice or xc/track meets. It is extremely important that a coach be notified if a student-athlete is not going to be on time or present at a practice or meet. The coaches in our program expect their athletes to be present and punctual at all team-related activities. This falls into the category as strike one. Student-athletes are excused from team activities for academic or religious reasons, family emergencies, illness or injury. Prior notification by the student-athlete of the coach is required!! Also, any athlete competing in track and field at RRHS needs to understand that track practices and a meet will take place during spring break. The varsity will not be guaranteed any days off other than Saturday, Sunday and Monday at the start of Spring Break. Sub Varsity teams will be given days off depending on the schedule. If an athlete is going to miss practice, please use the following guidelines to make sure proper notification is given. (No one is too sick to call. Athletes should be responsible. 1. Coach is to be contacted personally (either by phone or in person) prior to 10 am on the day they miss. 2. It is the responsibility of the athlete, not the parent, to make the notification. If a player is absent from practice, they will be required to make up practice. TUTORIALS The athletic period will not be used to make-up work/tests from another class. Athletes may use their study hall time to do this after they have received permission from a coach, providing a pass from the teacher with permission to enter their classroom during another class period. If an athlete needs to attend tutorials they must do so before school or during our tutorial period. SCHOOL DISCIPLINE OBLIGATIONS A student-athlete with a school disciplinary obligation is required to fulfill that obligation before reporting to an athletic practice and/or meet. The Department of Athletics, in conjunction with the High School Administration, reserves the right to remove a student from a team for excessive disciplinary problems and may reinstate the student upon sufficient evidence of improved behavior. Athletes are expected to ALWAYS DEMONSTRATE RESPECT and comply with directives from ALL COACHES and TEACHERS. They are expected to display a positive attitude, good 10 sportsmanship, pride and class at all times. Disrespect toward coaches, teachers, parents, teammates, opponents, or referees will not be tolerated and may result in removal from the program. ACADEMIC ELIGIBILITY Academics are your priority! If you don’t pass you don’t play. Coaches will periodically check with your teachers to inquire about both your grades and attitude in class. If you are struggling in a class, do not hesitate to ask for help. To prevent from falling behind, be proactive and seek assistance. If an athlete fails two grading periods, they may be dismissed from the program. Academic Performance: Students opting to participate in athletics should keep in mind that academic achievement should be their main priority. Frequently, the most successful athletes are those who perform well academically in the classroom and are instrumental in promoting a positive learning environment at Round Rock High. Summary of Round Rock High Eligibility Rules: Any student on academic probation is not eligible to participate in game situations in interscholastic sports and all other extra-curricular activities. The student-athlete can and should however continue to practice. 1. A student must maintain a minimum grade average of 70 during the marking term in all courses. 2. To be eligible for the fall interscholastic/co-curricular activities, a student is required to maintain a minimum of 5 credits per year in school (i.e. a sophomore must have 5, Junior 10, and senior 15). 3. Students/athletes are expected to maintain proper behavior in school. Ineligibility for improper behavior is at the discretion of the Principals or Athletic Director or Head Coach of the sport. 4. A student may obtain a waiver one time a school year for any grade in an AP course that is above the grade of 60 and below that of 70. This waiver is a one-time event and the proper steps must be taken by the student-athlete to complete the proper paperwork to regain his/her eligibility. DISCIPLINE PROCEDURES 1. 1st violation usually will involve some counseling and a physical reminder. 2. 2nd violation usually will involve loss of athletic participation until the problem is resolved and possible contract requirement. 3. 3rd violation may call for dismissal from the program for the season. 4. Other disciplinary actions may include extra conditioning, before/after school detention, suspension from competitions, and removal from the program. Athletes are expected to fulfill the punishment assigned immediately and will do so without debate. 5. All violations will be dealt with as deemed necessary by the coach and the circumstances that take place. 11 If there are repetitive and persistent misbehavior problems, there will be a mandatory meeting between the coaches, parents, and student-athlete at which time a behavioral contract will be signed. If the behavior still persists, students can expect to be removed from the program. READMITTANCE TO ATHLETICS Any athlete removed from athletics for disciplinary reasons, or an athlete who quits, may only be reinstated after a term of probation. This probation includes good grades and good behavior throughout the school system. Such a procedure will be initiated upon the student's request. Other requirements may be set forth on an individual based as per request by the coach and or athletic director. REQUIREMENTS FOR LETTERING The following are a list of possibilities for earning a varsity letter in track and field. 1. Score a point at the varsity level. 2. Attend all practices and meets as a varsity member. 3. Discretion of the coach if player made a contribution to the success of the team. TRAINER AND TRAINING ROOM Round Rock High School has an athletic trainer on site to evaluate and treat athletic injuries as they may occur. The athletic trainer provides medical coverage for athletic contests and practices, but is limited to being at one place at any one time. There is no athletic trainer on duty on nonschool days except as scheduled by the Director of Athletics. In case of an injury, the athletic trainer will evaluate and recommend to the parent/guardian the direction of care. It is imperative that all injuries be reported to the athletic trainer prior to seeing a physician. If a visit to the hospital or physician is necessary, a written medical note releasing the athlete for treatment or return to participation is mandatory. Athletes may report to the athletic trainer any time before or after school or during your athletic period for treatment or evaluation. MEDICAL EXAMS/PARENTAL PERMISSION FORMS All students who plan to participate in athletics must have written proof of a current physical exam signed by a physician. That physical form must be dated after June 1, prior to the upcoming school year. In order for the exam to be current, it is required that an annual exam be scheduled between June 1 and August 5 of each school year or prior to the start of the student-athletes sport starting date. Such an exam would cover a student for an entire school year. Medical Exam Forms are available in the Athletic Trainers office. 12 Emergency card, insurance waiver, and UIL Consent forms, which contain important emergency and insurance information, must be completed and signed by the athlete and parents and are available in the Athletic trainers office as well. Athletes will not be allowed to participate in practice without the completion of the Medical Exam, Emergency card, insurance waiver, and UIL Consent forms. INSURANCE A non-contributory, supplemental insurance program is provided for all participants in interscholastic sports. In general, coverage begins after limits of the family insurance have been exhausted. It is the obligation of the athlete and his family to complete the necessary forms to qualify for benefits. Details regarding insurance coverage can be obtained from the Athletic Director. CARE OF EQUIPMENT Students have an obligation and responsibility for all equipment issued to them. Each student is responsible for the proper care and retention of their equipment from the date of issue to the date of return. Equipment should be stored in a locked locker and a locker-room at all times when not in use. Students will be charged the current replacement cost for any missing or vandalized equipment. Payment for the equipment is required at the time of the loss, either prior to the next season of athletic involvement or graduation, whichever comes first. No student will be allowed to try out for another sport until all outstanding equipment has been returned or paid for. If an athlete leaves the team during the season due to injury, academics, and/or discipline or of her own volition, it is her responsibility to return all school equipment. BUILDING AND FACILITY ACCESS A school staff member will allow no student access to any of the athletic facilities without proper supervision. Students may not use the gymnasium or weight room unless there is a staff member present. LOCKER ROOMS AND SCHOOL FACILITIES Student-athletes are expected to respect the locker facilities, showers and general areas of the athletic wing at both Round Rock High School and while visiting other schools. We expect the student-athletes to take pride in their facilities and those of opponents by using trash barrels and keeping these facilities in good condition. Any type of vandalism will not be tolerated! We are not your parents and you will pick up after yourselves!!! DIRECTIONS TO AWAY CONTESTS 13 The Athletic Office has directions to away games on file. Students or parents may get these prior to a contest. TRANSPORTATION The school provides bus transportation, or a suitable substitute, to all "away" contests. All team members are expected to travel to and from these contests using the provided school transportation. A coach may give permission for extenuating circumstances for student-athletes to ride home from a game site with their parent or guardian after a signed consent form is presented prior to leaving for the event by the parent and the student-athletes grade level principal. The consent form must be turned in to the coach at least 24hrs prior to the event. COLLEGE/CAREER GUIDANCE One of the most important decisions facing high school students is what to do with their lives after high school. The members of the Round Rock High School Athletic Staff are willing and eager to assist all of their students with this extremely important decision. Staff members fully understand the importance of this assistance. They may be able to answer questions, contact schools and/or coaches, send videotapes, if available, and write letters of recommendation. The least they will be able to do is guide students to a more knowledgeable resource who can help with decisions. If a student’s goal is to compete athletically at the collegiate level, it is very important to be aware of the ever-changing NCAA Regulations. Round Rock High School’s Guidance Counselors Department has a wealth of information and experience on NCAA regulations. They also have copies of the NCAA Clearinghouse Registrations Forms, which must be completed by all students planning to participate at the college level. ROUND ROCK DRAGONS ATHLETIC TRAINING ROOM GUIDELINES GENERAL RULES AND INFORMATION Absolutely NO SHOES in the Athletic Training Room!!! Always treat Athletic Training Staff and Student Athletic Trainers with RESPECT. They are here to help you! Respect all of our equipment. Much of it is expensive and hard to replace. Everything we have is to make YOU better. Athletes WILL NOT be seen during any academic class periods. If you have an emergency, have teacher call to Athletic Training Room and have it cleared with the Athletic Training Staff. Injury Evaluations and Rehab for injuries are to be done before school or other scheduled treatment times. Athletes need to wear proper attire when coming to the Athletic Training Room for treatments or rehabilitation. 14 All athletes need to have completed all RRISD Pre-Participation Paperwork, including physicals and emergency cards prior to getting practice attire and trying out or working out with the teams. INJURIES COMMUNICATION with Athletic Training staff is of the utmost importance. If an athlete is injured during a practice or game make sure that they follow-up with Trainer Vincent and/or Trainer Carrillo first if you are able. If not, make sure to call and let them know of any injury or illness. If you feel that you must go to the Emergency Room, PLEASE call Trainer Vincent or Trainer Carrillo. We must report to Athletic Director. Athletes who show up to practice and state they cannot work out should be sent immediately to the Athletic Training Room. An athlete wishing to be taped must report to the Athletic Training Room for morning treatments. NO treatment, NO tape!!! The Athletic Trainers and our staff want to make sure that our athletes are safe and getting the best care and treatment available. If the athlete goes to the doctor they need to come by the Athletic Training Room and take a Physician Referral Form with them to be completed by the doctor. The athlete must then obtain a release form from the doctor before being allowed to play. (A Physician Referral Form is included at the end of this document.) Physician Referral Forms or any other Doctor’s notes are to be turned into the Athletic Training Staff and may determine whether they are allowed to be able to return to a practice or game. A healthcare provider includes but is not limited to the following: o Dentist, Orthopedist, Oral Surgeon, Medical Doctor, Pediatrician, Physician’s Assistant, Nurse Practitioner, Physical Therapist, and Chiropractor A Physical Therapist cannot release an athlete to activity A release from a physician does not necessarily mean an athlete will return to play; it’s a release to the Athletic Trainers. TREATMENTS Athletic Training room is open Monday – Friday 7:30 – 8:50 AM. Any other times by appointment with the Athletic Trainer Please give yourself and staff plenty of time to complete your treatments and rehab in the morning. If you ride a bus and cannot make it to morning treatments, please stop by and let the Athletic Trainer know. We will make arrangements and schedule treatments at lunch or after school. Athletic Periods are for working out and practice, they are not treatment times. Athletes will be sent back to watch and learn at practice and reminded to come during regular treatment times. If an athlete is unable to work out with their team, then an arrangement will be made with Coaching staff and Athletic Training staff to plan a workout for you. Athletes then must check in with their coaches and then come suited out and ready for a conditioning and rehab session. TREATMENT AND REHAB POLICY If you’re hurt, you’re here. If you’re not hurt, you’re not here. If you need tape, you need treatment. If you don’t do your treatment, you DON’T get taped! There is no athletic trainer on duty on non-school days except as scheduled by the Director of Athletics. In case of an injury, the athletic trainer will evaluate and recommend to the parent/guardian the direction of care. It is imperative that all injuries be reported to the athletic trainer prior to seeing a physician. If a visit to the hospital or physician is necessary, a written medical note releasing the athlete for treatment or return to participation is mandatory. Athletes may report to the athletic trainer any time before or after school or during your athletic period for treatment or evaluation. SPORTSMANSHIP Round Rock High School expects all parties at a contest to display the highest level of sportsmanship. Players, coaches, and spectators are to treat opponents, officials and visiting spectators with respect and the same "poise and class" that we do our own teammates. . The UIL reserves the right to warn, censure, place on probation or suspend for up to one calendar year any player, team, coach, game or school official, or school determined to be acting in a manner contrary to the standards of good sportsmanship. Round Rock High School in turn reserves the right to impose the same penalties on spectators displaying poor sportsmanship at any of our contests, both home and away. 16 Round Rock ISD Athletic Code of Conduct – Use of Illegal or Controlled Substances During School and/or School Sponsored Events Participation in athletics in the Round Rock ISD is a privilege, not a right, granted to students by the school district. The privilege of participation in athletics may be withdrawn at any time if a student athlete is found to be in violation of the standards of conduct established by the district or by the coach of a particular sport. The consequences for the use of illegal or controlled substances by students involved in athletics will be in accordance with the guidelines listed below. This policy is intended to be a minimum standard of consequences for athletes involved in the use or possession of, or under the influence of, illegal or controlled substances (alcohol and drugs). Stricter consequences may be applied depending on the extent and circumstances of the involvement by an athlete. I. Any athlete involved in the use or possession of, or under the influence of, a controlled or illegal substance at any athletic event or trip in which he/she represents RRISD as a member of an athletic team: A. Will be suspended from participation in athletics for a period of one (1) calendar year. B. A second offense will result in permanent removal from all athletic teams. II. Any athlete involved in the use or possession of, or under the influence of, a controlled or illegal substance at a school function or on school premises will: A. Not be allowed to participate in any school sponsored athletic competition and practice for a minimum of six (6) weeks. Suspension will begin immediately for sports in season and will carry over to the next sport season until the six week suspension from competition and practice has been fulfilled. The six week suspension from competition and practice will begin at the start of the sport season for athletes involved in sports not currently in season. Disciplinary action will carry over from sport to sport and year to year until the athlete has missed six weeks of competition and practice. B. A second offense at a school function or on school premises will result in suspension from athletic competition for one (1) calendar year. C. A third offense will result in permanent removal from all athletic teams. The discipline and/or dismissal of athletes involved in the use or possession of, or under the influence of, illegal or controlled substances at times other than when the athlete is on school premises or under school supervision will be at the discretion of the coach of the sport in which the athlete participates. The principal, campus athletic coordinator, and head coach of the sport must be involved in any decisions concerning the consequences of inappropriate behavior while not on school premises or at a school function. In cases 17 involving athletes from different sports for the same offense the principal, athletic coordinator, and head coaches of the sports in which the athletes participate will be involved in determining any disciplinary action. Original RRISD Policy Round Rock High School Athletic Policy Concerning Drug and Alcohol OFF-CAMPUS VIOLATION The athletic departments at Round Rock High School, view our athletes as role models and leaders on our campus. Our students-athletes represent their school and the District in highly visible positions in which they perform, participate, or compete and as such are expected to maintain a high level of standards of conduct. Therefore this code of conduct applies at all times and includes conduct off campus, while participating in activity or not during the school calendar year, holidays, summer and weekends. Violation The discipline and/or dismissal of athletes involved in the use or possession of, or under the influence of, illegal or controlled substances, illegal or dangerous drug, abuseable glue, aerosol paint, or any other mood altering drug, at times other than when the athlete is on school premises or under school supervision will be as stated below based on whether the offense occurs in season or in the off-season. ACTION TAKEN 1st Offense –The minimum standard as set for by RRISD coaches’ handbook - “HS: 30 hours of documented community service or Completion of sport/activity specific skill improvement drills to be determined by the coach”. In-season Violation: RRHS 14 day (two week) suspension from contests from the date that the athletic department was notified with practice allowed. 18 Suspension includes no travel in a school vehicle to and from competition. Community Service of 30 hours or specific skill improvement drills to be determined by the Coach Athlete may reduce the14 day suspension to 7 days if they participate in a 5 hour drug/alcohol awareness program at their expense. Documentation of satisfactory completion must be provided to the Athletic Director prior to being released for competition Out of Season Violation: RRHS Community Service of 30 hours. The student will be required to complete specific skill improvement drills to be determined by the Coach. 2nd Offense- Will result in immediate removal from the program. USE OF TOBACCO Any athlete involved in the possession or use of tobacco on school premises or at a school function will be suspended from athletic competition and practice for three (3) weeks. A second offense will result in suspension for the remainder of the school year. A third offense will result in permanent dismissal of the athlete from high school athletics During the school year (beginning with the first day of scheduled school sponsored activities and ending on the last day of scheduled school sponsored activities) a student shall not, regardless of the quantity, use, consume, possess, buy-sell, or give away any beverage containing alcohol; any tobacco product; marijuana, steroids; or any controlled substance. It is not a violation for a student to be in possession of a legally defined drug specifically prescribed for the student’s own use by his/her physician. HAZING Texas state law states that no form hazing will be tolerated in any form or fashion. "Hazing" means any intentional, knowing, or reckless act, occurring on or off the campus of an educational institution, by one person alone or acting with others, directed against a student, that endangers the mental or physical health or safety of a student for the purpose of pledging, being initiated into, affiliating with, holding office in, or maintaining membership in an organization. The term includes: 19 A. any type of physical brutality, such as whipping, beating, striking, branding, electronic shocking, placing of a harmful substance on the body, or similar activity; B. any type of physical activity, such as sleep deprivation, exposure to the elements, confinement in a small space, calisthenics, or other activity that subjects the student to an unreasonable risk of harm or that adversely affects the mental or physical health or safety of the student; C. any activity involving consumption of a food, liquid, alcoholic beverage, liquor, drug, or other substance that subjects the student to an unreasonable risk of harm or that adversely affects the mental or physical health or safety of the student; D. any activity that intimidates or threatens the student with ostracism, that subjects the student to extreme mental stress, shame, or humiliation, that adversely affects the mental health or dignity of the student or discourages the student from entering or remaining registered in an educational institution, or that may reasonably be expected to cause a student to leave the organization or the institution rather than submit to acts described in this subdivision; and E. any activity that induces, causes, or requires the student to perform a duty or task that involves a violation of the Penal Code. The appropriate authorities will deal with violators of hazing. SEXUAL HARASSMENT It is the policy of Round Rock High School to promote and maintain a working environment and educational atmosphere for students, which is free from sexual harassment. It is illegal and against the policies of Round Rock High School for any person, male or female, to sexually harass another person. Administrators and supervisory personnel have a duty to maintain the school environment free of sexual harassment or intimidation. 20 Round Rock High School Athletic Training Concussion Notification Form MANAGEMENT OF HEAD INJURIES THAT INTERRUPT RETURN TO PLAY Any athlete, whose concussion involves loss of consciousness, doesn't "clear" in 15 minutes or who has had previous concussions should not return to play or practice until medical clearance is obtained. Generally, an athlete is advised not to return to play or practice in a contact sport until he/she is asymptomatic and clear for at least one week. This means no headache, confusion or any of the symptoms related to a concussion. Return to Play Protocol Once it is determined that the student-athlete may resume activity, the following return to play protocol will be followed. Each step represents one day or a 24 hour period. 1. 2. 3. 4. 5. 6. No activity, complete rest. Once asymptomatic, proceed to next level. Light aerobic exercise such as walking or stationary bike, no resistance training. Sport specific exercise (ex., running in soccer, catching passes in football), progressive addition of resistance training at steps 3 or 4. Non-contact training drills. Full contact training after medical clearance. Game play. With this stepwise progression, the athlete should continue to proceed to the next level if asymptomatic at the current level. If any post concussion symptoms occur, the student-athlete will drop back down to the previous asymptomatic level and try to progress again after another 24 hours. ATHLETIC EVENTS AND PRACTICES INVOLVING LIGHTNING DESIGNATED CHAIN OF COMMAND It will be the responsibility of the game event administrator or designee working in conjunction with the staff athletic trainer for that event to decide if the event needs to be delayed or cancelled due to the possibility of a lightning strike occurring. If the event has already started, either the game event administrator/designee and staff athletic trainer will work with the officials in determining if the event should be postponed or cancelled, however, the game event administrator/designee will have the final say regarding curtailment or postponement of an event. During practices the staff athletic trainer will determine if the team needs to be removed if the staff athletic trainer is not available the head coach or their designated assistant in charge if the head coach is unavailable will be responsible for removing a team or individuals from an athletic site. METHODS FOR MONITORING WEATHER Coaches, athletic trainers and game event managers should check the weather daily prior to an event or practice. One of the best methods is on the internet at (www.weather.com, www.accuweather.com or www.noaa.com, etc.) These websites can give you a weather report as well as an up to date view of radar in the Austin and the surrounding area. Additionally you can call the national weather service located in New Braunfels during the week (Monday through Friday between 8:00 a.m. and 4:00 p.m.) for an up to date weather report, their number is 830/606-3617. For after hours and weekends the number for recorded weather information is 830/6062029. METHODS FOR DETECTING LIGHTNING 1) FLASH-TO-BANG – This is the easiest way to estimate how far away lightning is. Count the seconds from the time the lightning is sighted to the time that thunder is heard. Divide this number by five to figure how far away the lightning is in miles. Example: If there is 20 seconds between the flash of lightning and hearing the thunder that means that lightning is approximately 4 miles away. If you have a flash-to bang count of 30 seconds or less (within six miles) you will need to seek safe shelter indoors. 2) SKY SCAN – This is a device used to detect lightning in the area; it cannot predict the next lightning strike but gives an approximate distance of lightning. If the sky scan detects lightning within an 8 mile area you will need to seek shelter indoors. 22 RESUMPTION OF ACTIVITIES It is considered safe to return to play 30 minutes after the last flash of lightning. FACTS REGARDING LIGHTNING SAFETY Blue sky and no rain are not protection from lightning. Lightning can strike as far as 10 miles away from rain. It does not have to be raining for a lightning strike. Avoid using a land line telephone except in emergency situations, a cellular phone or a portable remote phone is a safe alternative as long as the person and antenna are located within a safe structure. Avoid using showers in a safe facility or plumbing facilities, the water and plumbing can be conductors of electricity. Minimize your body’s surface area and minimize contact with the ground. DO NOT LAY FLAT! Lightning current often enters through the ground rather than by a direct overhead strike. If unable to reach safe shelter stay away from tall trees or objects (light poles, flag poles, etc.), metal objects, individual trees, standing pools of water, and open fields. Do not be the tallest object in a field. Do not take shelter under a single tall object. If a person feels his or her hair stand on end, or skin tingle, they should immediately get into a crouched position. People who have been struck by lightning don’t carry an electrical charge, administering first aid and/or CPR is safe for the responder. SAFE SHELTER It is important to be familiar with the nearest safe shelter; a safe shelter is considered a building normally occupied or regularly used by people. Example: a building with plumbing and or electrical wiring that acts to electrically ground the structure. A dugout or covered area is not considered a safe shelter. If safe shelter is not available, a vehicle can be used (not a convertible or a cart). Make sure the windows are rolled up. A vehicle is better than remaining outdoors. The rubber tires do not make the vehicle safer but rather the metal roof, which helps dissipate the lightning strike around the vehicle. DO NOT TOUCH THE SIDES OF THE VEHICLE! In the absence of a safe shelter or vehicle any open shelter can be used. While this is not a preferred method, this shelter can be used. If there is not a safe structure within a reasonable distance, find a thick grove of small trees surrounded by taller trees or a dry ditch. Assume a crouched position on the ground with only the balls of the feet touching the ground. Wrap your arms around your knees and lower your head. Minimize contact with the ground. GENERAL ANNOUNCEMENT If the area is to be evacuated due to lightning, a public address announcement should be made advising the spectators to seek safe shelter immediately. EVACUATION In the event that an evacuation is necessary the following venues will use the following designated safe buildings. These are facilities for TEAMS ONLY. : FOOTBALL – Evacuation will take place in the 400 Bldg Fieldhouse, if on practice fields or on Dragon Stadium. If we are the RRISD Stadium, we will evacuate to the dressing room. BASEBALL – Evacuation will take place in the Baseball Portable, or cars SOCCER – Evacuation will take place in the Dressing Rooms, if on practice fields or on the on Dragon Stadium. SOFTBALL – Evacuation will take place in the Weight room at the Softball Fields. TRACK – Evacuation will take place in the Locker Rooms and / or Fieldhouse Gym. CROSS-COUNTRY – Evacuation will take place in the Locker Rooms and / or Fieldhouse Gym. TENNIS – Evacuation will take place in the Tennis Portable. GOLF – Since golf does not take place on campus, evacuation should take place in the club house. SWIMMING – Evacuate to pool dressing rooms and/or bus or cars. OTHER EMERGENCY PROCEDURES In case of Inclement Weather while classes are not in session, the media will broadcast the information. Parents and Students should also tune into local radio and television stations to receive this information. During inclement weather conditions, parents may call RRISD Administration at 512-464-5000 to hear updated messages regarding school closings / delays. Local TV and radio will be notified by 6:30 a.m. In Case of Evacuation 1. Sound alarm. 2. Students will be moved to designated evacuation areas. 3. The administrator or office personnel will call the proper fire department and the RRISD Superintendent’s office. 4. All students and school personnel will remain outside the building. 23 5. The all-clear signal will sound when appropriate. In Case of Tornado/Severe Weather 1. Sound alarm – Administrator or designee announces severe weather alarm over the school public address system or through another appropriate method established by the school. 2. Students will be moved to designated safety zone. a. Students will sit facing the interior wall. When danger is imminent, they will assume a protective posture, kneeling with head down to protect the back of head and neck. b. Students will not leave the area until instructed to move. c. All students in portable buildings will be sheltered in the main building. 3. The all-clear signal will sound when appropriate. In Case of Lockdown Situation 1. Sound alarm – Administrator or designee will announce lock-down situation over the public address system or through another appropriate method established by the school. 2. Students will be moved to classrooms and other secured areas. 3. Exterior and interior doors will be locked. 4. Non emergency personnel will not be allowed in or out of the building until the all-clear signal is given. In Case of Reverse Evacuation 1. 2. Students who are outside will be moved into a building. Extracurricular Activities The term “extracurricular activities” means, without limitation, all interscholastic athletics, cheerleading, drill team, academic clubs, school approved clubs, extracurricular fine arts performances, student government, and any other activity or group that participates in contests, competitions, or community service projects on behalf of or as a representative of the District. The term includes any non-curricular event and membership or participation in groups, clubs, and organizations recognized and approved by the Board of Trustees and the school district and sponsored by the district or a campus. All extracurricular activity participants, including elected and appointed officers of all campus organizations, will be subject to the provisions of this Extracurricular Code of Conduct. II. Jurisdiction Student participation in extracurricular activities is encouraged. Round Rock ISD makes extracurricular activities available as an extension of the regular school program, with this important difference: participation in the regular curriculum is a right afforded by law to each student, while participation in the extracurricular activities is a privilege that carries additional expectations for acceptable conduct. Students engaging in extracurricular activities represent not only themselves, but also other students and the school district when performing, competing, or participating in extracurricular activities and while wearing uniforms or other clothing that identifies the student to the community or public in any setting as Round Rock ISD students. For this reason, their behavior must be exemplary and reflect the finest attributes of the total Round Rock ISD student body at all times and places. Important goals of the extracurricular activities are to give students direction in developing self-discipline, responsibility, pride, loyalty, leadership, teamwork, respect for authority, and healthy living habits. Because participation in extracurricular activities is a privilege and not a right, Round Rock ISD is authorized to set higher standards for participants of extracurricular activities than it would for those students who choose 26 not to participate in these activities. Therefore, this Extracurricular Code of Conduct extends beyond the Round Rock ISD Student Code of Conduct not only in types of behavior prohibited, but also in corresponding consequences and jurisdiction for imposing discipline. In case of a conflict between this Code and the activity or sport specific campus handbook, the Code will prevail. This Extracurricular Code of Conduct will be enforced with all students grades 7th-12th participating in extracurricular activities: • regardless of whether school is in session; • regardless of whether the student is directly involved with the extracurricular activity at the time the prohibited conduct occurs; • regardless of whether the extracurricular activity is in-season; and • regardless of where or when the conduct occurs. It is possible that a student who violates the Round Rock ISD Student Code of Conduct will incur consequences from both the appropriate school administrator and from his or her coach or sponsor for the same particular violation. It is also possible that a student participating in extracurricular activities could violate the Extracurricular Code of Conduct and be subject to discipline by a coach or sponsor without having violated the Round Rock ISD Student Code of Conduct. III. Prohibited Conduct Round Rock ISD students who participate in extracurricular activities are prohibited at all times from: • any conduct resulting in arrest and/or citations from law enforcement officers; this does not include minor traffic violations. Social media misconduct will be addressed in the handbook in the area of Athletics and Fine Arts. All extracurricular activities fall under the RRISD Student Code of Conduct. RRISD Extracurricular Code of Conduct IV. Procedures The coach, director and/or sponsor will determine whether an Extracurricular Code of Conduct violation has occurred. Upon determination of an Extracurricular Code of Conduct violation, the following individuals will be notified: 1. student 2. student’s parent(s) or guardian(s); 3. campus administrator 4. appropriate school counselor to provide counseling, support, and guidance in dealing with issues associated with alcohol, drugs, mood-altering chemicals, and other prohibited activities. V. Disciplinary Action 27 Coaches, directors, campus administrators, and sponsors will review all the facts and circumstances surrounding a particular violation and impose appropriate disciplinary action. Campus administrators may remove a student who violates the Extracurricular Code of Conduct from the extracurricular activity. Violation of any of the above-mentioned rules by a student participating in extracurricular activities will be subject to the following disciplinary action: • Suspension from all extracurricular activities as outlined below: First Offense: The first offense will result in a three-week suspension from the extracurricular activity ( ECA) that the participant is currently enrolled in. The suspension becomes effective immediately following the notification, review and confirmation of a violation. Suspension includes travel in a school vehicle to and from competition. The suspension does not include practice; however the campus administration may also impose a suspension on practice. Second Offense: Removal from all extracurricular activities for one calendar year. A student who is cited for an offense while not in-season (off-season) or over the summer will receive “one strike”, with a second offense resulting in removal from extracurricular activities Re-admission into the extracurricular activity is at the discretion of the coach, director, or sponsor. Nothing in this Extracurricular Code of Conduct limits the authority of a coach, director, or sponsor to impose reasonable sanctions, including extra workouts, and/or community service for students who breach team or organization conduct expectations but do not engage in prohibited conduct. VI. Appeals Questions or complaints from parents regarding disciplinary measures should be addressed to the campus administration, in accordance with Policy FNG (Local). The student’s parent or guardian must also sign an acknowledgement. The acknowledgement states that the signing party understands the consequences for engaging in prohibited conduct. I therefore agree to conduct myself according to the following code of ethical behavior. I also realize that in case I do not live up to the agreement that I can be removed from the XC/track and field team. 1) Follow all rules set forth in this handbook and train myself to be physically and mentally alert to the best of my ability. 2) Be sincere and loyal at all times to my coach, my team, and my school. 3) Respect and cooperate with all my coaches. 4) Work hard and strive for improvement. 5) Put my teams’ success ahead of individual glory. 6) Maintain good sportsmanship. 7) Be responsible for all athletic equipment entrusted to my use and return it to the school in the best possible condition. 8) Set an example in school, in my classes, at home, and on the track so others will look up to me, and respect me so that I will add something positive to this track and field program. 9) Follow all rules and regulations set forth in this handbook. 10) Support every member of our team during meets and practices. 29 This code of ethics has been written with the purpose of allowing me the privilege and honor of being a part of the Round Rock Dragon Track and Field Program.
