The Kyoto Protocol • An international agreement linked to the United Nations Framework Convention on Climate Change, which commits its Parties by setting internationally binding emission reduction targets. • Adopted 1997 • Came into force 2005 Kyoto Basics • Industrialised economies – reduce GHG by 5% of their 1990 level by 2008-2012 • Richer countries can trade in GHG emissions or invest in cleaner-energy projects in developing economies in order to gain “carbon credits” that they can then offset against their quota. • Poorer countries do not have binding emissions targets. They make a general pledge to avoid pollution. Has it worked? • “The Kyoto protocol has failed to have any meaningful impact on global carbon emissions and has been a waste of time and effort”.
