Goals / Objectives
Objective:
-
To analyse the current development situation and come up with recommendations for
improvements.

To focus on 2 areas to help frame the debate:
o
Put City development in the historical context particularly for Prague, to say it´s
nothing new, look at the best historical examples (such as the development of
Vinohrady).

Look at the current situation as a comparison (i.e. the current regulatory
framework doesn´t allow “Vinohrady” and often fights against producing
better and more economic development).

How does Heritage protection in Prague compare with other best practice
examples?
o
Look at development as an economic contributor to the CZ economy and stress
its importance.
Goal:

To come up with recommendations in areas which could be improved.
The 1st event – the round table with Arch. Hlavacek from Ipr would be a good kick off for the
above.
Description of topics to focus on in 2016:
1. History of development.
a. Showing the development through the last decades and centuries.
b. Explain that the development has always been here and always has been a
driving force for the prosperity of all people.
c. Focus on few people in history, who were in fact sort of developers/investors.
d. Show how fast and massive was the development of Prague in certain years and
what was achieved.

compared to today´s restrictions of hygiene norms, noise, light, building
regulations etc.
Suggested faces:
Adam Gebrian - architect of the year 2015; very well known for his analysis / criticism
of buildings / urban design in CZ through his Gebrian Versus series of documentaries.

To get better know his opinions and ideas.
o
To arrange a meeting with him to discuss the themes we agreed.
Zdeněk Lukeš - as a person who is well presented and perceived on the market; would
be good to talk about the heritage issues; may be to generate a more enlightened
approach to preservation – as Vienna.

Henry Hansen - US urban planner / Landscape architect and professor at CVUT; might
be interested or could suggest someone from their department
David Tichý – person behind PSP drafting, spent lot of time comparing other countries

1st activity:
Roundtable discussion with Mr. Petr Hlaváček. Pre-agreed dates are 25 February or 10
March (2-4pm) – concrete day will be confirmed soon. The roundtable will be held in
English and based on IPR requests should be open to the whole membership. Therefore,
we should limit the number of attendees up to 15 spots so we are able to fit to our
roundtable.
The discussion will include:
1. Metropolitan plan (up to 20min presentation with following discussion)
2. Strategic Prague plan (up to 20min presentation with following discussion)
3. AmCham presentation on Real Estate Committee activities and views in the area
of city/regional development
2. What is the real impact of Real Estate on the state, city, companies, economics?
What are the benefits?
a. Show, how important is to be getting international and local investors, how much
is generated from 1 invested CZK or EUR. How many people are involved in a
typical real estate project. What is the impact on society.

Why these topics?
-
We agreed that we will suggest to work on two topics for this year. We won´t manage to
work on more topics as we want to do that in the best way and we expect that it will
take a lot of energy, time and effort.

Topics are positive, not controversial and definitely interesting for medias if managed
well.
-
Topics are interesting for quite large group of people including students, academics,
medias and city and government officials.
-
There are many and various restrictive regulations which lead to bad buildings, bad
urban spaces, uneconomic development and which encourage developers to seek out
easier sites outside centres rather than more difficult brown field sites. This is
unsustainable. As I mentioned Vinohrady could not be permitted today even though its
considered to be one of the most sought after locations. To put a positive stance on the
topic and not to look too negative I would like to frame the debate around the quality of
these traditional Prague districts as a model for urban development which is recognised
throughout the world but no longer possible here.
Steps to be taken:

Develop the topics and spread them over RE Committee to get the help with organizing
agreed activities

Communication & PR plan
o
We generally think that we need to work with PR and communication much more
that till today. We will aim for positive PR and proactive cooperation with
government and other organizations, we think that this can be explained. The
way is to get some very good and interesting topic, get the right people
attractive enough to talk and also attractive for journalists and build on that.

For example, Deloitte will soon publish the analysis of their research among the
RE market, based on that they will their own marketing and communication. We,
AmCham, can later take the results, see what part of it is useful for our topics
and use it for our communication.

To team up with Hospodářské noviny on both points

Last year they started a new multimedia project including magazine
supplement to the newspaper and a video on a Prague district. Last year
they did Karlin (http://mam.ihned.cz/c1-64146390-karlin-ve-trechpodobach-hospodarske-noviny-prinesly-novy-multimedialni-projekt)
and Smíchov (http://archiv.ihned.cz/c1-64899880-muj-smichov). Next
one up should be Pankrác. As part of these special supplements, HN also
prepared these videos: Smíchov https://www.youtube.com/watch?v=w2pycDR6KJg; Karlín https://www.youtube.com/watch?v=Xvo_JYhJaH8. Deloitte and Skanska
were partners on the one on Karlin. CBRE are general partner and we sort
of cofounded the idea with HN. Sooner rather than later we will run out of
interesting Prague districts so they can then put a slighter wider or
different angle on the topic.


thoughts if and how AmCham can become a partner and contribute?

