KOC terms services – Project Brief
Fluor is about to announce that it has been selected by Kuwait
Oil Company, a subsidiary of Kuwait Petroleum Corporation, to
provide comprehensive consulting services, specializing in
project management, in support of KOC's capital-expenditure
program that will help KOC reach its business objectives of
reaching optimum oil field capacity and enhancing its facilities
to international standards by 2020. This will be a 5 year
extension to the Frame work they have held since 2003 and is a
reimbursable project worth around $500m
This is essentially a PMC contract that will involve Fluor
providing Project Management expertise in various discrete
projects relating to the construction of new facilities and
upgrading of existing facilities are broad-based and include
project management, coordination, planning, front-end design,
engineering, contracting, procurement, project controls,
construction management and training of KOC project staff.
There is a huge range in the project values from $300k to
upgrade small elements of the complex up to the PMC of very
large EPC type projects of $500m+. The very large EPC and FEED
projects will be executed in Fluor's office in Farnborough. The
PMC team will be responsible for running all of their issued
projects in parallel that requires employees who can truly multi
task.
In this tender KOC have decided to award 4 PMC projects with
Fluor, WP, AMEC and Technip all taking an equal share of the
projects that KOC have planned over the next 5 years. All 4 PMC
teams will be based in the KOC headquarters in Ahmadi, Kuwait in
what will be a truly integrated team with PMC and KOC employees
all working together in the engineering office. Ahmadi is not the
usual site based facility; this is a modern office block in the oil town
of Ahmadi which had the appearance of a typical British garrison
town, with thousands of trees lining streets of pleasant bungalows.
The office itself is well appointed and has a typical engineering
layout, not dissimilar to the Fluor office we are all familiar with.
Dress code is smart, with all senior Western employees wearing
ties. Do not confuse this project with a high pressure construction
site with hard hats and boots; the environment is much closer
related to a Fluor engineering office
KOC – The Fluor Project team current and future mix
Obviously the PMC team needs to grow and contract to reflect the
volume of projects KOC provide to Fluor. There is a core team that
is supplemented with additional resources as the project needs
arise. In the previous framework Fluor subcontracted much of the

manpower supply to Kentz who had as much as 70% of the total ‘Fluor’ headcount during the previous
contracts. Under the new bid that TRS have been included in there is a different commercial mix proposed that
will reduce the overall cost of the project team that now looks like this






Currently the project team number around 180, early estimates look as if this may grow as high as 300 at
staffing peak that will give TRS a workforce of around 80 just on growth alone.
Many of the existing team have been in Kuwait for 6 or 7 years and are either looking to return home or have
reached the age of mandatory retirement in Kuwait and need to be replaced. TRS now have SOLE
RESPONSIBILTY for making sure we find sufficiently qualified candidates.
Nationality of Candidates for KOC Project
The KOC project has an extremely diverse work worse and we will need to source candidates from all over the
world to meet the projects needs. There are 2 different categories of workers we will deal with Western
Candidates and Eastern (OCN) Candidates. Western Candidates are defined as those with birth certificates or
passports that can prove one of the following nationalities

adhere to the very strict client criteria if they are to be approved by KOC to be hired

KOC – Package Details
Unlike most other Fluor projects which still follow the base salary + assignment conditions model, the TRS
model is far simpler with an hourly rate agreed for all hours worked that includes the following



Basic Salary
Housing Allowance (depending on grade and nationality)
Flight Allowance (depending on point of orgin)
What this means for the candidate is that they have total flexibility
on how much they spend on housing and travel, and if they choose
to live in more modest accommodation and book cheap tickets to
return home they can maximise their earnings. It is very important
to stress that we only offer Single Status deals. If a contractor
decides he wishes to bring his family with him, the costs for
mobilising and looking after his family will be entirely at his account.
What does Fluor/TRS Provide?
Although we expect each contractor to find and arrange their own
housing and to book and pay for their own R&R flights there are
plenty of people on the project (including the TRS VOP) who will be
able to assist and advise new contractors the best way to orientate
themselves when they arrive.






