Dear delegates,
As Director of the Crisis Committee of the HFS MUN 2013, it
is both my privilege and my pleasure to welcome you to my
Committee.
The Crisis Committee 2013 shall be simulating our very own
Lok Sabha. A specialized committee in our MUN, it promises to be the
perfect platform for all you young and passionate leaders of
tomorrow. While India lies on the brink of becoming the next global
superpower, certain unresolved issues continue to impediment her
progress.
As members of parliament, your agenda comprises India’s
strained relations with two of her neighbours- Sri Lanka and
Bangladesh. India’s relations with its neighboring countries have not
exactly been cordial in the past. You as members of Parliament will
be expected to address these pertinent issues of our country with
respect to why no amicable agreement has been achieved, why
certain Indians support the cause of other countries and why is the
common Indian at the mercy of bombings, terrorist attacks and
indiscriminate shooting?
In Daniele Vare’s own words-“Diplomacy is the art of
letting someone else have your own way.” As Ministers of the
Cabinet, it is up to you to tackle the various Agendas, shoot out with
vociferous yet diplomatic arguments, dodge awkward situations and
bravely overcome the volley of crises we will throw at you.
Finally let me introduce you to the Chair. AishwaryaGoswami,
your capable Moderator, is an experienced MUNner and an ardent
football fan who speaks out her mind. Your Assistant Director
Rishaad Ali Khan, a happy go lucky guy who is ever so easy to get
along with and finally - your Director, me, Rithvika Iyer, an avid
reader and a passionate writer with MUNning coursing through my
veins.
In all MUNning history, Crisis Committee has always provided
maximum excitement and the Lok Sabha promises to be double fun!
We hope you will be well researched and will come up with a
plethora of original ideas when we convene in July. Looking forward

The LOK SABHA
The Lok Sabha or House of the People is the lower house of the Parliament of
India. Members of the Lok Sabha are elected by direct election under universal
adult franchise. As of 2009, there have been fifteen LokSabhas elected by the
people of India. It is a forum wherein, the elected representatives of the country
discuss national problems, formulate laws and strive towards the betterment of the
entire nation.
Three sessions of Lok Sabha take place in a year:



Budget session: February to May.
Monsoon session: July to September.
Winter session: November to December.
We shall be formulating the Winter Session of the Lok Sabha

The maximum strength of the House envisaged by the Constitution is 552, which is
made up by election of up to 530 members to represent the States, up to 20
members to represent the Union Territories and not more than two members of the
Anglo-Indian Community to be nominated by the Honourable President, if, in
his/her opinion, that community is not adequately represented in the House.

The Lok Sabha has certain powers that make it more powerful than the Rajya
Sabha.





Motions of no confidence against the government can only be introduced and
passed in the Lok Sabha. If passed by a majority vote, the Prime Minister and
the Council of Ministers resign collectively.
When there is a deadlock regarding a bill, it is resolved through a joint session
of both houses. The will of the Lok Sabha normally prevails in these matters,
as its strength is more than double that of the Rajya Sabha.
Can initiate and pass bills for Constitutional Amendment (by a majority of the
total membership of the House and at least two-thirds majority of the members
present and voting).
Can pass a motion to impeach the President (by two-thirds of the membership
of the House).
Can pass a motion to impeach the judges of the Supreme Court (by a majority
of the membership of the House and at least two-thirds majority of the
members present and voting).

2) The Opposition
The Opposition refers to the Party in Opposition to the Government having the
greatest numerical strength. They play a vital role in ensuring the proper
functioning of the PMO and are instrumental in pointing out the flaws and
mistakes of the Government.In the 15th Session of the Congress, the
BharatiyaJanata Party constitutes the Opposition. SushmaSwaraj is the leader of
the Opposition in the Lok Sabha.
Foreign relations with Bangladesh:
Despite India’s history of her hostile relations with neighboring countries, her
relationship with her eastern neighbor, Bangladesh has been improving in the last
few years. However there still exist a lot of issues that remain unresolved.
The recent signing of a new extradition treaty and visa regime between India and
Bangladesh, signed by Indian home minister Sushil Kumar Shinde and his

Bangladeshi counterpart Mohiuddin Khan Alamgir, marks a major shift in their
relationship.
While both countries largely stand to benefit from the agreement, the issue of
illegal immigration is a sticking point. With a porous, shared border more than
4000 kilometers long, many poor Bangladeshis illegally enter India to find work.
The India-Bangladesh relationship has been on the upswing since Sheikh Hasina
came to power in 2009. The improved relations are largely due to her efforts to
stamp out anti-Indian sentiment in Bangladesh.
Along with greater cooperation, economic activity between the two nations has
increased. In 2011, India pledged to invest U.S. $1 billion to build infrastructure in
Bangladesh.
While the new extradition and visa agreement and stronger economic ties are a
clear marker of progress, there is also a good deal of unfinished business between
the two countries.
For one, India has not yet signed the Teesta Water Teaty, which will give
Bangladesh access to the Teesta River that flows from India.
1. Illegal immigration of Bangladeshis in India:
An illegal immigrant in India is a person residing in the country without an official
permission as prescribed by relevant Indian law. Bangladeshis form the largest
group of illegal migrants in India.
Deaths of Bangladeshi citizens in the Indo-Bangladesh border became one of the
embarrassments between the two nation’s bilateral relations in recent years. The
so-called ‘shoot-to-kill’ policy by the India’s Border Security Forces (BSF)[9] that
according to Human Rights Watch killed nearly 1,000 Bangladeshis between 2001
and 2011 has remained at the core of the talks between Bangladeshi and Indian
officials visiting each other.[10][11]
While anger grew in Bangladesh because of the continued BSF shootings and
subsequent deaths, Indian officials argue that heightened security has followed the
increasing flow of illegal migrations into India as well as continued misuse of the
border by illicit traders. Indian officials, vowing to cut down the number of
casualties at border, showed statistics that the number of Bangladeshi deaths was in
a steady decline in recent years.[12]
The Bangladeshi deaths caused by BSF shootings at the border became subject to a
so-called cyber war between the hackers of the two countries that took the websites
of BSF, National Informatics Centre and Trinamool Congress as

victims.[15] The government of Bangladesh was found to comment on the issue
condemning the cyber attacks on Indian websites.
Large scale illegal migration from East Pakistan/Bangladesh over several decades
has been altering the demographic complexion of Assam. They have used the
Bramhaputra River which is a common waterway as a mode of inexpensive and
convenient transportation system to come into India. The illegal immigrants learn
Assamese (the local language of Assam) which causes further complication in
distinguishing them from the original inhabitants. Some of them claim to be
Bengalis and the original Indian Bengalis are often mistaken as Bangladeshis. This
poses a grave threat both to the identity of the Assamese people and to our national
security.It threatens to reduce the Assamese people to a minority in their own
State, as happened in Tripura and Sikkim.
Illegal migration into Assam was the core issue behind the Assam student
movement. It was also the prime contributory factor behind the outbreak of
insurgency in the State.
There is a tendency to view illegal migration into Assam as a regional matter,
affecting only the people of Assam. Its more dangerous dimension of greatly
undermining our national security is ignored. The long cherished design of Greater
East Pakistan/Bangladesh, making inroads into the strategic land link of Assam
with the rest of the country, can lead to severing the entire land mass of the North
East, with all its rich resources, from the rest of the country. This will have
disastrous strategic and economic consequences.
The border is porous and migrants are able to cross illegally, though sometimes
only in return for financial or other incentives to border security
personnel. Bangladeshi officials have denied the existence of Bangladeshis living
in India and those illegal migrants found are described as having
been trafficked. This has considerable repercussions for those involved, as they are
stigmatised for having been involved in prostitution, whether or not this has
actually been the case. Cross border migrants are also at far higher risk
of HIV/Aids infection.

Other areas ofContention
A major area of contention has been the construction and operation of the Farakka
Barrage by India to increase water supply in the river Hoogly. Bangladesh insists
that it does not receive a fair share of the Ganges waters during the drier seasons,
and gets flooded during the monsoons when India releases excess waters.
1. There have also been disputes regarding the transfer of Teen Bigha
Corridor to Bangladesh. Part of Bangladesh is surrounded by the Indian
state of West Bengal. On 26 June 1992, India leased three bigha land to
Bangladesh to connect this enclave with mainland Bangladesh. There was
dispute regarding the indefinite nature of the lease. The dispute was
resolved by an mutual agreement between India and Bangladesh in 2011.[2]
2. Terrorist activities carried out by outfits based in both countries,
like BangaSena and Harkat-ul-Jihad-al-Islami.
3. Bangladesh has consistently denied India transit facility to the landlocked
North Eastern Regions of India. Although India has a narrow land link to
this North eastern region, which is famously known as "India's Chicken
Neck"
4. Continuous border killing of Indian and Bangladeshi people, aiding illegal
immigrants, helping in armed decoity, fake money transfer and illegal drug
trades by both Indian and Bangladeshi people are the major problems
between Bangladesh and India.
5. Both Bangladesh and India make claims over the same seawater at the Bay
of Bengal.

6. There was a minor glitch in their relation when Indian Prime Minister
Manmohan Singh accidentally mentioned that 25% of Bangladeshis are
anti-Indian, during an informal press meet.
Bangladeshis in India and their importance in the society
India’s current Labour class constitutes a majority of Bangladeshis, especially in
the eastern states. The women work as maids, house helps etc. The men on the
other hand, work as labourers at construction sites, vegetable vendors, fishermen as
well as Rickshaw drivers. They have in them the capacity to do a lot of work at
cheap costs which is also one of the root causes of choosing them as labourers. The
upper middle class or the cream of the society is greatly dependent on them for
their odd jobs and manual labour. They are spread over the entire country as well
as the metropolitan cities. This makes it a herculean task to eradicate them from the
society. They play a vital role in the functioning of day to day jobs. This also
makes the citizens greatly dependent on them and their absence will cause
widespread malfunction in the working of transportation facilities and will cause
lack of workers. Before coming up with remedies to eliminate them from India,
substituting their absence will be absolutely essential.
India’s relations with Sri Lanka
Introduction
India-Sri Lanka relations appear to be reaching a phase of stagnation. While
bilateral relations at the political level are still cordial, Colombo does not seem to
be interested in or solicitous of Indian advice and suggestions with regard to its
constitutional experiments concerning devolution of administrative and financial
powers to the provinces. India’s economic and trade relations with Sri Lanka are

also not picking up as per their potential. To compound this situation, the interparty competitive politics among Dravidian political parties in Tamil Nadu over
the issue of severing military-to-military linkages and cultural intercourse between
India and Sri Lanka, has come into play. This has consequential negative fallout on
Indo-Sri Lankan bilateral relations.
The onus for this state of affairs lies more on the failure of Government of India to
assert its primacy vis-à-vis the political constituents of the UPA combine and the
latter’s local-cum-regional compulsions, than on the Sri Lankan Government’s
obduracy towards acceptance of a wider package of devolution for its northern
Tamil-inhabited areas. Sufficient damage was done by India being party to the
USA sponsored UN Human Rights Council Resolution of March 22, this year,
wherein, the progress in implementation of recommendations of Sri Lanka’s own
“Lessons Learnt and Reconciliation Commission” was criticized and Sri Lanka
Government was advised to take adequate steps to redress grievances on human
rights and put in place proper institutional arrangements for land dispute
resolution, etc.
Major issues:
1.Fishermen IssueThere have been several alleged incidents of firing on Indian fishermen fishing in
Palk Bay. Indian Government has always taken up the issue of safety of Indian
fishermen on a priority basis with the Government of Sri Lanka. Presently there is
no bonafide Indian fisherman in the Sri Lankan custody. A Joint Working Group
(JWG) has been constituted to deal with the issues related to Indian fishermen
straying in Sri Lankan territorial waters, work out modalities for prevention of use
of force against them and the early release of confiscated boats and explore
possibilities of working towards bilateral arrangements for licensed fishing. Over
530 fishermen have been killed in the last 30 years. Despite numerous protests
against the Sri Lanka navy this matter has been rather ignored. This violation of
deeds not only poses as a danger for the India Fishermen but also acts against the
dignity and sanctity of the JWG. One of the primary causes of this issue is
problematic water sharing schemes and inappropriate division of fishing grounds.
2. Sri Lankan Tamil Militant Groups (Ltte Issues)-
HFSMUN 2013 Study Guide
Sri Lankan Tamil militant groups rose to prominence in the 1970s to fight the state
of Sri Lanka in order to create an independent Tamil Eelam in the north of Sri
Lanka. They rose in response to the perception amongst minority Sri Lankan
Tamils that the state preferred the majority Sinhalese for educational opportunities
and government jobs. By the end of 1987, the militants had fought not only the Sri
Lankan security forces but also the Indian Peace Keeping Force. They also fought
among each other briefly, with the main Liberation Tigers of Tamil Eelam (LTTE)
rebel group dominating the others. The militants represented intergenerational
tensions, as well as the caste and ideological differences.
Except for the LTTE, many of the remaining organizations have morphed into
minor political parties within the Tamil National Alliance, or as standalone
political parties. Some also function as paramilitary groups within the Sri Lankan
military. Prior to 1987 the major groups included the Indian trained and equipped
Tamil Eelam Liberation Organization, eventually militarily beaten by the LTTE,
but politically part of pro-LTTE Tamil National Alliance party, as well as a former
rival and splinter group from LTTE, the People's Liberation Organisation of Tamil
Eelam, currently a minor standalone political party with many of its cadres
working as paramilitaries, although the PLOTE leadership denies this. Amongst
the many leftists groups the major one was the pro-Indian and MarxistEelam
People's Revolutionary Liberation Front, militarily defeated by the LTTE but a
faction of which is part of the TNA and others working with the Sri Lankan
government as paramilitaries. The Eelam People's Democratic Party is a progovernment group and a political party accused of being a paramilitary. A faction
of the Eelam Revolutionary Organisers (EROS) is part of LTTE. Liberation Tigers
of Tamil Eelam (LTTe) is the only remaining armed Tamil nationalist group.
A number of Tamil militant organisations have come into existence in Sri Lanka,
over the years. Some of these have withered away while the others have come
over-ground to join the democratic mainstream consequent to a renunciation of
militant means. The Liberation Tigers of Tamil Eelam (LTTE) is currently the
only active militant organisation.
At their formation, all these groups vowed to achieve a separate Tamil Eelam
(State) through militant means. Those that have joined the democratic mainstream
have reconciled to the idea of a united Sri Lanka.

LokSabha is composed of representatives of the people chosen by direct election on the basis
of the adult suffrage. The maximum strength of the House envisaged by the Constitution is 552,
which is made up by election of upto 530 members to represent the States, up to 20 members
to represent the Union Territories and not more than two members of the Anglo-Indian
Community to be nominated by the Hon'ble President, if, in his/her opinion, that community is
not adequately represented in the House. The total elective membership is distributed among
the States in such a way that the ratio between the number of seats allotted to each State and
the population of the State is, so far as practicable, the same for all States.

for donating their eyes after death; organised blood donation camps through SAFA; crusaded
against drug addiction amongst youth by arranging anti-drugs and anti-tobbaccoprogrammes in
schools and colleges in different parts of country; Chairman, PRAYAS (since 2001); an
organisation engaged in rehabilitating orphans and disadvantaged children, youth and women in
Delhi, Bihar, Gujarat, Assam and at the Tsunami devasted areas of Anadaman and Nicobar
Islands; Member,Board of Directors, KOSHISH, an organisation committed to serving the deaf
and dumb in Delhi; associated with Sanjay Gandhi Post-Graduate Institute of Medical Sciences,
Lucknow; also produced socailly relevant film like `BihariBabu` and `Kalka` which deal with antidowry and labour exploitation.
