• 16 Minute halves (VARSITY ONLY)

• Home uniforms shall be white in color
and shall have even numbers.
• Away Uniforms Shall be a color other
than white and shall have odd numbers.
• The above information applies to
VARSITY LEVEL COMPETITION
ONLY.

ADAPTATIONS
• Besides the numbers allowed by NF rules, the
numbers 01, 02, 03, 04 and 05 will be legal
until 2012-13 basketball season.
• Anyone purchasing new uniforms between
now and the 2012-13 season should conform
to the NF legal numbers.
• Understanding home uniforms will be white
with even numbers and visiting uniforms will
be dark with odd numbers.

• Girls High school basketball practice may start
Monday, November 9th.
• First playing date is Friday, November 20th.
• Head coaches are required to attend a rules
meeting.
• Coaches- Varsity officials recommendations
must be submitted on-line at the conclusion
of the season.

• No tape can be used to cover ear rings
• No plug allowed in the nose or string to
keep piercing open while pierced device
is out during competition.

Based on the recommendation from the
Executive Secretaries of the Iowa Football
Coaches Association, Iowa Basketball
Coaches Association, and the Iowa
Baseball Coaches Association, head
coaches in these three sports are now
mandated to provide statistic reports, with
failure to do so resulting in penalty.

The IGHSAU adopted the following policy
effective with the 2009-10 school year.
Basketball:
• 1st entry due by January 4th.
(Approximately 11 games)
• Final entry due by February 1st. (Entire
game schedule)

• Compression sleeves (exception, cloth
wrist bands) worn on the fingers, hands
forearms or above the elbow to the
shoulder, MUST BE WORN FOR
MEDICAL REASONS and must be
accompanied by a written statement.
Statement must state required sleeve
and prescribed medical person’s
signature.

INDIVIDUAL MAY PLAY IN 6 QTRS IN A DAY, 3

GAME. (Grades 9-12)
• VIDEOTAPING OR FILMING IS PERMISSIBLE IN
SCOUTING YOUR OPPONENT—YOUR OPPONENT
SHALL BE NOTIFIED. SPACE FOR FILMING OR
SCOUTING IS NOT REQUIRED OF THE HOST
SCHOOL. HAND HELD CAMERAS ARE
RECOMMENDED.
IHSAA Scrimmages
• 3 school scrimmages per season, NOT 3 per
level.
• No public announcement, no admission and
no score kept.
• No school may travel one way more than 100
miles to scrimmage.
• No school time may be used to travel.
• Up to 4 schools may be involved in the
scrimmage
• Scrimmages must take place in one of the
participating schools regular practice facility.
PRE-GAME CONFERENCE
• Head coach of the level of competition
being played is required to participate
at the pre-game conference. Officials, if
the head coach refuses to attend you
are to notify the IHSAA/IGHSAU office
of any non compliance.
PRE-GAME CONFERENCE
• Any unusual court markings (restraining line
and/or gymnasium configurations
• Points of emphasis: Illegal screens, post play,
hand checking, three seconds, traveling &
principles of verticality.
• Head coach: Any communication will be done
between you and the officials. Assistant
coaches are not to communicate with officials
once the game begins, unless the head coach
is ejected or replaced. Then only the assigned
head coach has this opportunity.

BENCH DECORUM RULE
A coach will be allowed to stand and
confer with a player(s) whenever the
clock is NOT running. Communication
with the player(s) only shall be done in
a positive manner and shall take place
directly in front of where the coach
was seated.

• When the clock starts following a
throw-in or last missed free throw, the
coach shall immediately return to
his/her seat. The officials will not delay
a throw-in administration to permit a
coach additional dead clock time to visit
with player(s).

• Coaches and officials must understand
communication is to be kept to a minimum.
Coaches are not to be up when the clock is
not running to visit with officials. Coach, the
opportunity for you to stand up and coach
when the clock is not running is an
opportunity to “COACH”. Please do not
misuse this privilege by using this opportunity
to communicate with officials.
Bench Decorum Rule Cont.
• This rule will allow coaches additional
opportunities to stand-up and instruct players
while the clock is NOT running during the
game. Coaches are not to stand and show
displeasure regarding any situation they may
not be happy with. This Unsportsmanlike
behavior is subject to a technical foul being
called. This bench decorum rule does allow
coaches an opportunity to coach and teach
whenever the clock is NOT running.

• Disqualified player: Upon the head
coach’s notification of a disqualified
player, the coach may stand to
congratulate the disqualified player and
may walk the confines of his/her bench
to select a replacement for the
disqualified player.

• The rule states that a disqualified player
must be replaced within 20 seconds
from the time the coach was notified.
Any unsporting acts by the coaches are
subject to being assessed a technical
foul.

Penalty for failure to report:
First Offense: A letter/e-mail to the head coach from the
IHSAA sport administrator, 3 days to comply
Second Offense: A letter to the athletic director with copy
to the principal and superintendent from the IHSAA
Executive Director, 3 days to comply.
Third Offense: IHSAA member school’s expense
allowances will be withheld by the IHSAA in the sport in
which the third offense occurred.
Coaching Authorization
• The IHSAA does not verify attendance for
coaching authorization.
• Anyone in attendance for coaching
authorization renewal credits is
responsible for keeping track of the dates
and place of the rules meeting.
• Go to the website, www.boee.iowa.gov for
current applications.

• All coaches grades 7-12 (volunteer and
contracted) need to have an authorization
or endorsement to teach sport specific
skills to student-athletes.
• Beginning with the first legal day of
practice, you cannot bring in former
athletes without this authorization or
endorsement to teach specific skills. (For
example, former high school center to
work on rebounding.)
General Reminders
• The Spalding ZK PRO (Boys
Tournaments),
• 28.5 Spalding Z K PRO
(Girls Tournaments) will be used for all post
season tournament games.

• PART 1 EXAM MUST BE TAKEN ON-LINE
• SPORTSMANSHIP RATINGS WILL BE DONE
ON-LINE BY MARCH 15, NO LATER THAN
5:00 P.M., 2010.
• TOURNAMENT REQUEST FORM MUST BE
FILLED OUT ON-LINE BY DEC. 7. EACH
INDIVIDUAL OFFICIAL MUST COMPLY
WITH THIS DUE TO CONFLICTS.

CLINICS
• NEW OFFICIALS CLINIC REQUIREMENT
• All first year officials and any officials wanting
to be tournament eligible, must attend an
IHSAA state sponsored clinic in that sport.
Tournament eligible officials will be required
to attend an IHSAA state sponsored
basketball clinic within every three year
registration period, in order to continue to be
tournament eligible.

Red/LED Light Permitted to
End Quarter/Extra Period (114; 5-6-2)
• When a red light behind the
backboard OR an LED on the
backboard are present – they may
be used to end the period.
• If malfunctioning or not present, the
timer’s audible signal will be used.

Traveling
• Traveling rule has not changed.
• Specific areas of concern:
– Spin move
– Step-through move, legal if player
does not drag or change pivot foot
– Jump stop
– Perimeter shooters taking extra ‘hop’
– Lifting the pivot foot before starting
the dribble
Traveling
• Guidelines for teaching &
officiating:
– Find the pivot foot.
– At start of dribble, ball must be
released before the pivot is lifted.
– After dribble has ended, the pivot
may be lifted, but the ball must be
released on a pass or try before it
returns to the floor.
Closely Guarded
• Closely-guarded rule is in place
to create better balance
between the offense and
defense.
• The offense gains a tremendous
advantage if the rule is not
enforced properly and
consistently.

–Player is in control in his/her
team’s frontcourt.
–Guarded by an opponent who is
within 6 feet.
–Defensive player must obtain a
legal guarding position.

–Player may legally…
• HOLD for 4 seconds
• DRIBBLE for 4 seconds
• HOLD for 4 seconds
Closely Guarded
• A closely-guarded count continues if
defenders switch, provided the 6foot distance and legal guarding
position is maintained.
• Officials use a visible count when
the 6-foot distance is established
and switch counting arms when
going from one counting situation to
another.
Three-Seconds
• The restricted area includes the
lane and all lines defining it.
• Rule is in effect when a team is
in control in its frontcourt.
• Team control exists:
–Player is holding/dribbling the ball.
–Passing among teammates.
–Interrupted dribble.
Three-Seconds
• Team control CONTINUES until:
– Ball is in flight during a try for goal,
an opponent secures the ball or the
ball becomes dead.
• Team control DOESN’T exist so NO three
second count exists:
– The tapping of a rebound.
– A loose ball following a try.
– During a throw-in.
Three-Seconds
• An allowance is made and the count
stopped when a player in the
restricted area has the ball and
dribbles/moves to try for a goal. If
the player has been in the lane for
more than three seconds and
passes the ball to a teammate a
three second lane violation should
be called.

• Rough post play is reduced when
the three-second rule is properly
enforced, defenders cannot and
should not be expected to
defend/deny in the post indefinitely.
• When offensive post players are
permitted to “camp out” –
defenders get more physical in an
attempt to move them out.

• Knowing and understanding the
rules regarding legal guarding
position are critical in coaching
and officiating this play.

• The two main components of
legal guarding are:
– Obtaining a legal guarding position
– Maintaining a legal guarding position
• The following rules pertaining
to guarding and can be found in
Rule 4-23.
Block/Charge
• To obtain an initial legal
guarding position:
– The guard must have both feet
touching the court.
– The front of the guard’s torso must
be facing the opponent.
Block/Charge
• To maintain a legal guarding
position:
– One or both feet on the court, with
inbounds status.
– Doesn’t have to continue facing.
– May move laterally or obliquely, but not
toward the opponent when contact
occurs.
– May raise hands or jump in vertical
plane; may turn/duck to absorb
imminent contact.
Block/Charge
• Guarding an opponent WITH THE
BALL or STATIONARY without the
ball:
– Time and distance not required to
obtain a legal guarding position.
– If airborne, guard must have obtained
legal position before the opponent left
the floor.
Free-Throw Administration
• Lane-space requirements:
–Limit of four defensive and two
offensive players along lanes.

• Fouls must be called when they
occur during free throws – just as
they would for illegal contact during
rebounding activity following a try
for goal.
• Of specific concern:
– Players locking-up arms under the
basket and pushing and displacing
opponents in marked lane spaces.

• Disconcertion is also a concern since the
spaces closest to the shooter are now
occupied.
• Example: Players putting arms up or
dropping arms when shooter is about to
release the free throw shot.
• Players shall not enter, leave or touch
the court outside the marked lane space.
Free-Throw Administration
• Appropriate free-throw positioning by the
officials will assist in proper penalty
enforcement.
– Lead is approximately 4 feet from near lane
line for ALL free throws.
– Center is halfway between the near lane
line and the sideline; just above the freethrow line extended.
– Trail is at approximately the 28-foot mark,
NOT at the division line.

 More players are slapping the backboard during the

 Officials must determine if the act is:
 Unintentional – part of a legitimate attempt to
block a try for goal = LEGAL
 Intentional – venting frustration or drawing
attention to him/herself = TECHNICAL FOUL
 By definition, this backboard contact cannot be basket
interference
Officials’ Mechanics &
Signals
 Communication and consistency most important
elements of officiating
 Officials must be familiar and comfortable with proper
NFHS mechanics and signals
 Use only approved NFHS mechanics and signals to:
 Effectively cover the court with individual primary
coverage areas
 Only Effective way to communicate with partners
and provide immediate information/feedback to
coaches, players, scorers, timers and fans

 Signals are used to communicate – not to draw
attention to the official
 Use of unauthorized signals can confuse because
meaning may be unknown
 Signals should be given in a calm, controlled,
professional manner – NOT “hit and run”
 Uniformity in mechanics and signaling is essential to
promote consistency and communication from one
game site to the next
SPORTING BEHAVIOR –
SPECTATORS
Officials:
 Never directly confront fans.
 Find the game administrator to take care
of the problem.
 In extreme cases, delay the game until
the offending fan is removed.
 If a game administrator is not present,
the head coach serves in this capacity.
EJECTIONS
• EJECTIONS:
• OFFICIALS THESE ARE 110% DECISIONS ON YOUR PART. THE
MAJORITY OF THE EJECTIONS SHOULD BE OBVIOUS TO
EVERYONE.
• OFFICIALS IF YOU EJECT ANY PLAYER GRADE 7-12, IT MUST
BE REPORTED TO THE IGHSAU/IHSAA.
OFFICIALS: PLAYER EJECTION, FILL OUT THE FORM ON OUR
WEB-SITE (IHSAA ONLY). ANY EJECTION REPORTED TO THE
IGHSAU MUST BE IN WRITING. COACH EJECTIONS MUST BE
REPORTED IN WRITING.
COACH, IF YOU OR ONE OF YOUR PLAYERS ARE EJECTED, YOU
MUST GET WITH YOUR A.D. AND FILL OUT THE APPROPRIATE
PAPER WORK.
Attendance Forms
• Out of state officials: If you want us to
notify your state, please indicate this on your
attendance form. Any out of state officials
desiring to register in Iowa, will need to fill
out a reciprocity registration form (IHSAA
home page) on-line.
• Any Iowa official wanting another state to be
notified must note this on your attendance
form.
