AIRPORT MANAGEMENT COMMITTEE MEETING MINUTES AUGUST 7, 2014 Chairperson Gerry Winch called the meeting to order at 5:00 p.m. Members present were Airport Manager Neil Petersen, Joe Rounce, Ken Schultz, and Dave Haroldson. Also present were Andy Eiche, Brad Volker, Tom Elliot and Jim Deladi. Winch requested to move item number seven on the agenda forward to the beginning of the agenda to accommodate a speaker. The committee agreed as a whole. Petersen moved, seconded by Rounce, to approve the April 25, 2014 minutes. Upon unanimous vote, the motion carried. Eiche updated the committee on how we came to the point of utilizing Deladi to hay the airport field, and the desire of the City to move forward under a lease if the committee wishes to continue to see this done. Deladi gave the committee an explanation of his experience haying the field, and how the request came about. He also provided details on the expenses he incurred and the amount of bales he was able to reap. In an effort to assist the committee with future decisions developing a lease agreement, Deladi made several suggestions: Soil samples will need to be taken; trimming of brush/trees along the borders; spraying grass killer; tilling; picking rock; dozer/skid steer work to manage water flow; disk in lime; plant 3 times per year. Plant grass. Minimum 5 year lease. Rounce moved, seconded by Schultz, to allow Jim Deladi to finish out the year by cutting the field one more time prior to Labor Day. Upon unanimous vote, the motion carried. Gerry Winch, Joe Rounce and Tom Elliot will work together with the assistance of Brad Volker, to develop a farming lease for that will be customized to the airports various needs. Winch gave an update on the supplemental wind cone, and the bidding process taking place. Volker updated the committee on the runway damage that has occurred. Volker confirmed the repairs can be part of the entitlement funds. Schultz moved, seconded by Rounce, to recommend the City Council approve the use of entitlement funds to repair the damaged portion (approximately 75’) of the runway, sealcoat/crack fill/remarking of the runway, and to install the supplemental wind cone. Upon unanimous vote, the motion carried. Eiche informed the committee he is hoping to receive documents needed for the land exchange from zumBrunnen’s office by August 15, 2014. Winch provided an update on recent airport improvements; cones painted, hanger’s numbered, street sign and ac unit in the electrical building. Volker discussed concern over possible “wet land” areas in the suggested site for a new SRE building. More research will need to take place on this matter. Eiche and Volker will have a discussion with David Montesinos regarding tractor accessories. Volker is working on the land easement issues. Winch discussed his opinion on providing fuel at the airport, and the potential costs/issues related to it. The committee, by consensus, asked Winch to continue his research into the matter. Rounce requested to purchase new blades and oil for the lawn mower. Eiche approved. Rounce moved, seconded by Haroldson to adjourn at 7:25 p.m. Motion carried. Andrew Eiche, City Administrator
