The Missouri Department of Natural Resources’ Brownfields/Voluntary Cleanup Program
(BVCP), under a Cooperative Agreement with the U.S. Environmental Protection Agency
(EPA), conducts Site-Specific Assessments of Brownfield properties for public entities such
as cities, counties and quasi-governmental entities, as well as properties owned by not-forprofit organizations across the state. Often, local governments acquire contaminated
properties through foreclosure for back taxes, land donations, or may own property they
would like to sell for redevelopment purposes. These entities sometimes have difficulty
finding adequate funding to pay for environmental assessments (All Appropriate Inquiries,
Phase I and Phase II Assessments) prior to redevelopment. The Brownfields Site-Specific
Assessment program provides funding and technical assistance to help communities in
assessing properties. Often, it is the unknown environmental condition of the property that
dissuades developers. Brownfields Site-Specific Assessments provide valuable information
that can aid in making decisions regarding the future of the property. The BVCP, first
established by the state legislature in 1994, also provides state oversight for the voluntary
cleanup of properties contaminated with hazardous substances. The BVCP is a nonenforcement program designed to help property owners, business operators, or prospective
buyers. It provides "closure" when the property is cleaned up to approved specifications and
standards acceptable to the state. This “closure” can greatly reduce the environmental
liability associated with such properties, thereby facilitating property transactions.

Since 1993, Karen Bode Baxter has worked as a preservation consultant for property
owners, real estate development teams, and architects on historic tax credit applications
and National Register nominations in Missouri, Iowa, Oklahoma and New York. She has
supervised the historic tax credit applications for hundreds of projects, ranging from small
houses to commercial rehabilitation projects of all sizes, and costing from $40,000 to
$500,000 million. She has supervised the successful completion of more than 160 projects in
Missouri by 2008 (10% of the Missouri’s total). Although most of her current projects are in
the Saint Louis metropolitan area, she has recently worked on projects in a number of

historian with over 30 years of historic preservation experience. She and her staff have
