Today the organization is working in different areas of Sindh. VDO is trying to develop organization progress reports or project interim or completion reports on proper time. VDO is proceeding further with clear Project “Nationwide financial Literacy Program” completion report. By VDO and it is an important element for growth of the organization. The project final conclusion document will create close coordination with donors for upcoming time. This document will also support for the interest for donor and other partner organizations. I believe that the developing reports are a good process for organization development for close coordination and this document will be fruitful for the trust building of supporting organization. Whether these risks come in the form of the death of a family member, severe illness, the loss of an asset such as Agriculture, livestock, or a natural disaster, these events have a particularly debilitating affect on the poor who are less able to financially absorb and recover from such shocks. VDO program focus the micro credit and capacity building community and staff members. VDO signed partnership agreement with Bearing Point in Nationwide Financial Literacy Program (NFLP) to organize class room training sessions for low income people. Which have monthly financial income 6,000-20, 000/ rupees. Priority of targets groups are male and female poor, illiterate and low educated have 18-60 years age. After signing the NFLP project agreement VDO conducted assessment of the targeted districts and coordinate with local community partners. VDO selected eight Field Trainers for the project implementation. Bearing Point organized Training of Trainers of three days at Lahore, Hyderabad, Mardan & Quetta to promote Skills and knowledge of participants. Bearing Point facilitate three days TOT training workshop for Sindh partners at Hyderabad. In Bearing Pont TOT training six trainers of VDO (three male & three female) participated. This VDO team has good experience in mobilization and trainings VDO trainers were either graduate or post graduate. For the implementation of class room sessions VDO developed Class Room Training (CRT) schedule and shared with Bearing Point. By receiving the printing material for the Class room training sessions VDO started sessions from 19th March 2012 and achieved 68 CRT on May 7th 2011. The project contract agreement was eight weeks bur VDO completed 68 financial workshops in six week. Each training workshop consisted on two days, sessions conducted for male and female respectively. Mostly participants were less educated having low income. The community members 2040 were provided trainings in sixty eight workshops; thirty four sessions were organized with low income female group. During 34 session 1220 female were trained promote their future to plan financial budgeting and to save a penny; besides them they have aware to know about banking approach. 1 Villagers Development Organization-VDO On first day of every training workshop started with recitation of Holy Quran. After that facilitators introduced with the participants and participants introduced themselves. Then Participants were given forms namely Boojo to Jano (pre assessment form) in order to see level of participants about financial related matters. This exercise was conducted with a group. During the CRT workshop Participants were taught about Budget, Saving, Investment, arrangement of credit, debit management, Approach to Financial Institutions and consumer’s rights and responsibilities. There was one leading Story of farmer which made interested the atmosphere of workshops, when participants were introduced with Siku and his family. What are their sources of income? Is this family happy? Siku lives in depression. Fight between Siku and his wife. Careless family, no budget. These all things were centre point of the story. Participants were also guessing all this from the pictures in story. All participants were of the view that Siku and his family is unhappy due to financial crises. They also shared that this family have several sources of income but they do not know who is responsible, Siku or his wife. Participants learned about organized husband and wife namely Saleem and his wife who are living happily. When participants were informed that income sources of Siku and Saleem is same, in spite of this, there is difference in living standard between them. Then participants were taught how to change their life through the story of Saleem through following sessions Budget Saving Investment/Business Arrangement of Credit Approach of Financial institutions Consumer Rights & Responsibilities 2 Villagers Development Organization-VDO 1.1.Budget: The session started on budget that how can we make our monthly budget. Participants learned that there are two type of income; first one is Constant Income such as Employment, government or private job, second one is Inconstant Income such as land. As they were told that budget should be made after considering such incomes. 1. 1 a Format of budget The format of Budget consisted on these: Total Income: Income for business purpose Expenditure/income for household Repayment of loan Savings for short period Savings for long period Participants also learned about Problems which often remained in making budget: These are following: Income remained inconstant: participants were taught that income does not remain constant Use of income should be in limitation of budget Income less but expenditures are more Month of bowing crops, month of cutting crops, month of marriages, eid, dewali natural disaster etc. Participants were also learned making proper Budget that is necessary in their life because of these things: Incident of future: Old age, Marriage, Eid/dewali, Study Incident: Disease, Accident, Stealing, Death, Natural disaster Expenditure for luxurious life: home, travelling abroad, wearing gold, gifts Other assets: home, vehicle, Live stock, agriculture The session was taken on the different ways of savings: 3 Villagers Development Organization-VDO 1.2 Saving Participants were taught about saving as they were told that saving is very important in every human life. They learned that it is saving which can be used in future incidents. There are following ways of saving discussed in this session: Saving through pillows Saving through Committee Saving through bank account Advantages and disadvantages of these ways of saving were also discussed. 1.3 Investment/business The session was also taken on investment/business: The participants were taught about the investment/business. In order to understand comprehensively about the investment, it is discussed that we have two ways to earn more money. These are following: Earning- spending- take loan, spending –earning Earning, saving, investment, earning, spending Moreover, participants were also taught to make differences business through investment so that they can develop their understanding about investment. These questions were focused in this regard: Taking motorbike, gold, keep money at home is investment: Is this investment to make more profit? The majority of participants were of the view that this is not investment for business purpose. Deposit money in bank, or taking Rickshaw is business investment: which investment make more profit? The majority of participants were of the view that this is investment for business purpose. The participants were also taught about principles of investment/business. For example, they were told that investment/business should be safe and sound. It is also discussed that more profit is main purpose of investment/business. They were also told that investment should be in the shape of money. 4 Villagers Development Organization-VDO 1.4 Arrangement of Credit: 1.4 a Loan After the session of the investment, another session was taken on loan. In this session, participants learned about the loan such as profitable and unprofitable loan. In order to understand loan, they were told two difference stories which were based on profitable and unprofitable loan. For example, there was discussed that Imam and her family took loan and used for the purpose of business and in return, they got profit and they also returned debit easily. They were also told that this is best example of profitable loan. On the contrary, they were told that Illyas took loan for the purpose of his daughter’s marriage. In this way, here participants learned that Illyas did not investment loan in any business, so he remained in problems and could not arrange debit. They were informed that this is best example of unprofitable loan. Furthermore, they learned that loan should not be taken for the purpose of daily use of expenditures such as food, school fee, travelling etc. They learned that record of repayment of loan should be kept. They were also told repayment of loan should not more than total income. Moreover, Participants learned about severing financial institutions such as local people, committees, NGOs, commercial banks, local organizations, insurance companies etc. 1.4 b CNIC After this session, next session was also taken on computerized national Identification card. In this session, participants learned about how make new NIC and they learned whatever requirement needed for making NIC. They also told about the importance of computerized NIC. 5. Approach to Financial Institutions In this session participants learned that how can we reach Banks or other financial institution that are supporting financial services. The target beneficiaries were poor & low income group they were also less educated or ill-treated so these were mostly unknown from banks. Some of them also shared that have can’t see bank in our life and we are unaware from bank and their objective or role. Mostly people say that we can’t borrow from bank due to this we borrow from local money lender and we are also unknown from MFIs. 5 Villagers Development Organization-VDO In this session, the session was taken on the banks and methods of opening new bank account. As this session was very interesting for the participants, because majority them were without having bank accounts. In this way, in this session, participants learned about services of banks and opening bank account through sample of account opening form. They also learned how to deposit money and withdraw from bank, use of check as well of use of ATM. There were participants who were asking abbreviation of ATM. The session was taken on the villages banking. In this session participants learned about services provided through village banking to the people such as payment of mobile bills, mobile purchase of of balance, transformation of money to any account and payment of electricity and gas bills. Participants also learned how to open mobile account and how to send money to relatives and friends in any area of country. 1.6 Consumer Rights and responsibilities The session was also taken on the consumer’s rights and responsibilities. In this session Participants were told about whatever, rights and responsibilities of consumers were discussed comprehensively. Then participants were told two story which were based on the taking loan. In these stories, it was taught that responsibilities of clients and loan providers. 2 INTRODUCTION BearingPoint (Management& Technology consultants) has initiated Financial Literacy with the collaboration Asian Development Bank and State Bank of Pakistan in different districts of Pakistan. Under this initiative, 68 trainings workshops are being conducted in respective districts of Sindh, namely, Sanghar, Dudu, Matiari and Shaheed Benazirabad. Each session consisted on two days with 30 or 32 participants who are less educated having low income. 6 Villagers Development Organization-VDO The purpose of this program is to impart knowledge and understanding of basic financial concepts and services to low-income Pakistanis to enable better economic decisions. The main purposes of the training workshops were to import knowledge and understanding of basic financial concepts to low income people of Pakistan through using proper income, investment and saving, making budget and reducing expenses so that they can live happily. The timing of training was mostly kept from 9:30 am to 1:30 pm, in few sessions the timing changed from 2.30 pm to 6.30pm due to some unavoidable condition such as with the suggestion of community, or clash of the trainer. The training workshops were facilitated by trained facilitators. Participants learned about how to make proper budget, ways of saving, investment, profitable loan and non-profitable loan. They also learned to approach financial institutions which are providing loans. They also learned consumer’s rights and responsibilities. They were told different stories related to use of loan, investment, managing debits, reducing extra expenditures and taking cheap things. 3. RU LES OF THE GROUND Few principles of three days training workshop were also established by the training facilitators which are given below; Cell phone of all participants must be on silent during the training. Only one person will talk at one time. Everybody will listen to each other in a tolerant manner. Nobody will talk to each other during the session. Everybody should try to stick to the topic. Nobody will make laugh to each other. The learning responsibility of the training would be on the shoulders of all participants Everybody would be punctual in the training timings. 5. Scope and objectives To create atmosphere of making proper budgeting among less educated people having low income in easy way through local language To train low income man and women ways of savings, to less educated people having low income To tell about Investing, managing debt to less educated people having low income To inform about consumer rights and responsibilities to less educated people having low income 6. Approach and Methodology The class room training workshops were based on these approach and Methodology: Lectures: lectures delivered in local language to understand the participants. Material and Publication: The designer developed the printing material very interested and this publication remained fruitful for these low income communities during class room Picture: In the training material the interested Stories are given and community learn in a easy way due to observe the pictures and charts during sessions Group activities: in group work activities they share information and knowledge without any hesitance and learn more from each other 8 Villagers Development Organization-VDO Charts, pamphlets: these charts and pamphlets also convey the message to participants. From charts they learn more and feel that they are wasting their own resources due to unaware about financial awareness VDO trainer with support of co trainers prepared attendance sheet of the participants according to prescribed format of Bearing Point. The trainer care for the 2nd days attendance of required (30) participants as they can fully take advantage from the session. VDO share the required information regarding class room training session group photos day one and day two, attendance sheet of both days, assessment form to respected Bearing Point in proper time. VDO submitted Interim progress report of Class room training session to Bearing Point regarding to the MOU. 7. Training Schedule For implementation process VDO develop a comprehensive Class Room Training Schedule to achieve the targeted areas. This training schedule is shared with Bearing - Point and follows it. If at any time VDO take amendment or changing, VDO just inform to Bearing Point. VDO develop training schedule of eight weeks as to cover sixty eight sessions ( 19th March-7th May 2012) in the targeted districts. In the training session VDO management and trainers care the climate and prefer interest of community participation. Detail of sessions 9.1 Backup of the session: VDO achieved sixty CRT by six master trainers. The TOT training was organized by Bearing Point at Hyderabad from 23 -26 February 2012. In this TOT training, 27 trainers from four selected PO of Bering Point participated. VDO has selected 7 Facilitators who further played their role in the community trainings on Finance literacy. It relates that Ms. Rehana has taken 15 sessions, and she trained 450 female participants. Ms. Sumera Gul has taken 23 sessions and she trained 690 female participants. It relates that Mr. Mukhtiar kapri has taken 14 sessions and trained 432 male participants. Noor Bano has taken one session and trained 30 female sessions. As it shows that 14 sessions were conducted in district Sanghar, 210 female and 210 male participated in these sessions. 11 Villagers Development Organization-VDO The eight sessions were conducted in district Matiyari where 120 male and 120 female were provided training. Ten sessions were conducted in district Hyderabad where 150 female and 150 male participants were trained. Ten sessions were conducted in district Dadu in which 150 female and 150 male participants were given training. Similarly, ten sessions were conducted in district Thatta where 150 female and 150 male members were trained. Furthermore, it shows that sixteen sessions were conducted in Shaheed Banazerbad where 240 female and 240 participants were provided trainings. 12. Monitoring of sessions Sessions were also monitoring by BearingPoint team and State Bank of Pakistan. Total 20 sessions were monitored. The monitoring team observed the ways of facilitators in imparting trainings. The monitoring officers asked questions from participants, and participants answered questions and shared their views about financial literacy. 13. In this way, all sessions were successfully conducted and VDO team achieved excellent result. 14 Villagers Development Organization-VDO 14. Challenges During all class room training sessions, the participants were keen interested in participation. During the session challenges were central point faced by team in some project areas. These are following: Women were not interesting for photo session People were demanding in financial support such as loan Community have more expectations than training sessions and coordination with banks and MFIs. In some areas demand printing material in Sindhi languages. Some places suggested for full day session instead of two days Women hesitate from male visitor In some areas people were denying to enroll their CNIC #.in attendance Climate or crop season create difficulties for participants. 14.1 Solutions VDO team leader mobilize the women for photos VDO trainers motivate the participants that many MFIs & banks have loan facility available Our team members suggested that we should prefer our national language VDO respected team mobilize the community that after training (4) hours you can do your home activities and you will also be fresh for second day Our trainers mobilize them that your CNIC # is only your proof for identification besides any organization or government will take steps for CNIC creation Mobilize the community members to work of the harvest in early morning as you will your agriculture yield from worse condition 15. Way forward State Bank of Pakistan and sponsored by Asian Development Bank, has initiated the Nationwide Financial Literacy Program (NFLP). This program focuses to impart financial knowledge and understanding of basic financial concepts services and products for low income people in order to promote socio economic condition. The NFLP is chaired by Pakistan Poverty Alleviation fund (PPAF), Pakistan Microfinance network (PMN) Pakistani Banks Association. For the current Phase Bearing Point is implementing with ten Partner organization at over all country. 15 Villagers Development Organization-VDO NFLP focuses common people on sharing simple but important tips about budgeting, savings, investing, managing debt, the formal financial sector, branchless banking as well as consumer rights and responsibilities through workshops and street theatre performances. From March to May 2012, over 1,000 NFLP training workshops conducted to reach target 30,000 low income beneficiaries and other 15,000 beneficiaries covered through street theatres. In its final roll-out, this number will be increased to 500,000 beneficiaries. The message will be presented regional Radio & television also. Bearing point selected ten partners and signed partnership MOU with community based development organizations to cover the targeted beneficiaries in the country. Its pictorial handbooks are geared to the learning capacity and situations of its target low income audience, some of them have may be illiterate. Furthermore, NFLP focuses on 7 themes financial management such as: Budgeting, Investments Debt Management Savings, Consumer rights & responsibilities Financial products and services At the same time, a Road Show is being conducted throughout the Punjab and Sindh region, in collaboration with Rafi Peer Theatre Company on financial education. NFLP Training of Trainers has already taken place in Lahore and is currently ongoing in three other locations: Hyderabad, Mardan and Quetta. The training is an interactive session spread across three days that will equip participants with the knowledge and skills they need to conduct effective workshops using NFLP curriculum. The actual class-room trainings are to commence nationwide in March 2012. 17 Villagers Development Organization-VDO 16. Suggestions These few suggestions which has to be considered for next phase: Number of participants should be kept 25 for one session Budget should be increased for two days sessions Community suggested to arrange full day class Printing material and booklet be in local language 17. Conclusion with future Planning The Financial literacy training program has remained valuable for the people who had no idea about saving and budgeting in their life. There were 68 sessions were conducted for 2040 beneficiaries, male and female in attended period and 7 master trainers provided training to participants with cotrainers. All participants were imparted about financial literacy and it was first time that participants learned about saving and budgeting. Participants learned everything with eagerness and interesting in all sessions considering this, there is a need to initiative such projects for those people who have no idea about saving and budgeting in their life so that they can spend their life within meager resources. 18 Villagers Development Organization-VDO
