The United States faced
growing problems
during the 1780s.
Many Americans
believed that the
Articles did not give the
government enough
power to solve the
current problems of the
US.






Under the Articles, each state
had its own trade policy.
Each state set taxes on goods
brought in from other states
This discouraged trade
among the states
In addition, each state was
printing its own different
money, making trade even
more difficult
The central government had
no power to tax and there
was little to no money to run
the government
The countries economic
situation grew worse each
year



In the mid-1780s a
severe economic
depression hit the US
Business slowed, prices
and wages dropped,
and unemployment
rose
In America there was
despair and anger




The depression hit farmers in Massachusetts
especially hard.
When farmers could not pay their taxes
because crop prices fell too low, the state
government began seizing some farms and
selling them to get the tax money.
Angry farmers demanded that the legislature
stop the farm sales. They did not.
In August of 1786, a former Revolutionary War
captain named Daniel Shays led an uprising of
about 1,000 Massachusetts farmers.




The farmers tried to seize arms from the state
armory, the state called in their militia.
Fighting broke out and some 150 of Shay’s
men were arrested, including himself
This was the event that proved to the nation
that a stronger central government was
needed, meaning the Articles had to go.
**In response to this rebellion, Congress
asked the states to send delegates to a
convention in Philadelphia in 1778 to revise
the Articles.

