Introduction: The meeting commenced with prayer followed by selfintroduction by the participants. The Director Monitoring and Evaluation, National Planning Commission, reiterated the role of the NPC as that of coordination and facilitation and stressed the need for all stakeholders to be committed in ensuring a successful birth of the Association. He highlighted that objective of the meeting is not to re-invent the wheel, but domesticate good aspects of existing constitutions for adoption by Nigeria. He then requested the Committee to examine the 14 paged draft constitution earlier circulated to make amends and suggestion for adoption. He concluded with reiterating that the Association being planned is expected to be an umbrella organization that will not be in conflict with any existing Network/Association. 3. Key Objectives: The key objectives of the meeting are: To produce a draft NEA constitution that shall be discussed at the forthcoming stakeholders meeting in both Lagos and Kaduna in October 2013. To critically examine the draft constitution and make amendments to reflect Nigeria context and align to best practice. To produce a standard draft constitution that can drive the Evaluation Association 4. Key Issues Discussed and Agreed: Monitoring & Evaluation Department, National Planning Commission, Abuja The discussion session was anchored on the draft constitution document circulated on the NEA Yahoo Group. And the meeting agreed on the under listed issues: Issue 1: Name of the Association It was observed that the name Nigeria Evaluation Association (NigEA) may not scale through Corporate Affairs Commission’s (CAC) registration because in Nigeria only government associations start with the name “Nigeria”. It was therefore agreed that the Committee should come up with 10 names that is registrable, out of which the first 5 would be chosen and send for a search at Corporate Affairs Commission. The names proposed should satisfy the following criteria: i. Apex (to reflect the umbrella ideology) ii. Inclusiveness iii. Professionalism iv. Integrity Based on the above criteria, the following names where suggested for considerations: 1. 2. 3. 4. 5. 6. 7. Evaluation Association of Nigeria (EAN) Evaluation Society of Nigeria (ESN) Association of Nigeria Evaluators (ANE) Society of Nigeria Evaluators (SNE) Community of Evaluators of Nigeria (CEN) Coalition of Evaluators (CoE) Evaluation Partners of Nigeria (EPN) In the interim however, Evaluation Association of Nigeria (EAN) and Evaluation Society of Nigeria (ESN) were selected for forwarding to the Corporate Affairs for the 1st search. A feedback is expected by Tuesday 24th September 2013 from Aliyu Aminu Ahmed who was assigned to handle the issue. Monitoring & Evaluation Department, National Planning Commission, Abuja Issues 2: Table of Contents The Committee agreed on the need to re-define the structure in the draft NEA document Table of Content to reflect the Nigerian context, and in view of this, the following articles were added: Article 8: “Structure of the Association” Article 10: “Election of Officers” The under listed amendment on the Draft were also agreed: Article 5 “Sources of Funds” amended as “Financing” Article 13 “Patron” amended as “Patron and Advisers” Article 15 “The Committee and its Duties” amended as “The Committee and Duties” Article 19 “Inspection of Accounts and list of Members” was agreed to be moved to Article 5 “Financing” Issue 3: Section on Interpretation of Terms The Key Amendments on the Draft: i. ii. The word “Regions” amended to “States” “Patron” was newly added and is to be defined Issue 4: Article 1: The Association The Amendments to the Draft: Article 1.2: “The Name” shall be amended subject to the one agreed by CAC after name search. Article 13: “The Vision” of the Association in the Draft was amended to read: “To foster an inclusive diverse, professional and credible source of evaluation, information, knowledge and practice for the well-being of all Nigerians” Monitoring & Evaluation Department, National Planning Commission, Abuja Article 2: Incorporation and Registered Office: Line 1: “The Nigeria Evaluation Association “ (NigEA) is subject to change depending on the new name Line 3: “geo-political regions and sub-national levels of Nigeria” were amended to “States, FCT and Local Government” Issue 5 - Article 3: Aims and Objectives: The Draft was amended as follows: i. ii. Objective 1 to read: “To provide an umbrella platform for community of evaluators for regulation and coordination of evaluation practice in Nigeria” This is to reflect the organization as an apex evaluation organization for Nigeria. Objective 2 in NEA draft was amended to “ To develop consensus on a code of ethics and Standards for evaluation practitioners in Nigeria in compliance with international best practices” iii. Objective 3 in NEA draft was amended to “To provide information to interested parties about new developments in the field of evaluation” iv. Objective 4a in the NEA was amended information, comparing available facts, and feedback through dialogue and individuals or a group of people within community” v. Objective 4b in the NEA was amended to “ Support projects designed to enhance the capability and the development of evaluation knowledge and skills and through the creation of evaluation resources useful for the field of evaluation” to “ Collection of verification, testing conversation with the organization or Monitoring & Evaluation Department, National Planning Commission, Abuja vi. Objective 4c was added to read “Support the institutionalization of evaluation practice in the Public, Private and Civil Society Organization” vii. Objective 5 in the NEA draft was amended to: “Sensitizing policy makers, NGOs, Private Sector, Donor Community and general Evaluation practitioners on evaluation process and making monitoring and evaluation practice an integral part all programmes” viii. Objective 6 in the NEA draft was amended to “Educating and training members of the Association in new techniques in the area of evaluation” Objective 12 was added to read: “To facilitate evaluation development in the education curriculum of Nigeria” Issue 6- Article 4: Membership and Subscription Paragraph 2, Line 1 reads: Institutional membership shall be open to private or public institutions and non-governmental organizations/agencies carrying out evaluation ….. (bold letters represent the amendment) Paragraph 3 was inserted as: “Fellowship shall be bestowed upon individuals who have made outstanding professional contributions to the development of the evaluation practice. Members may nominate or recommend individuals for Fellowship. Such nominations or recommendations shall be subject to approval by the executive” Paragraph 4 reads: “Honorary Membership shall be bestowed upon individuals who have made outstanding support to the development of the evaluation practice. Members may nominate or recommend individuals for Honorary Award. Such nominations or recommendations shall be subject to approval by the executive. An Honorary Member shall not be required to pay registration fee or annual subscription” Monitoring & Evaluation Department, National Planning Commission, Abuja Paragraph 5 amended as: “Student membership shall be open to students registered in academic institutions. A student member shall not be required to pay any registration fee or annual subscription or a reduced fee will apply in the case of student members as the case may be” Issue 7: Membership, Rights and Duties The Amendments on the Draft: The title: Membership Rights and Benefits was amended to “Membership Rights, Benefits and Duties” i. ii. Newly added duties include: To be listed as an accredited member of the evaluation profession in Nigeria Members are duty bound to abide by the ethics and standard sets by the Association Item “C” was amended to: “To vote and be voted for into any position of the Executive Council” Issue 8: Structure of the Association Article 8 was newly added to read: “Structure of the Association” The structure of the Association was defined as: National level State Level Local Government Level Monitoring & Evaluation Department, National Planning Commission, Abuja The Agreed Next Steps: 1.
