Job Purpose
•
The Human Resources & Administration Manager will be responsible and
accountable for manage and lead the HR activities which develop and implement
HR policies and procedures for Lincoln College in order to ensure effective HR
business partnership and provisions of HR services in order to support the
organisation in achieving its strategic objectives..
Principal Duties and Responsibilities

As the Human Resources Director, the post holder will:
1. Provide professional advice and support to all levels of the business on HR issues in
order to ensure that HR & Admin policies are properly applied and implemented and
high standards in HR & Admin practice are achieved and maintained.
2. Develop and implement policies and procedures for organisation manpower and
succession plans in order to ensure optimum current and future resourcing across the
business. Approve the MP/succession budget plan for Lincoln College.
3. Develop, implement and maintain Compensation and Benefits policies and practices
that ensure that employees are equitably and competitively remunerated in line with
their contribution and that Lincoln College is able to attract and retain high calibre
employees
4. Through the selection of appropriate performance measures and the definition of
relevant plans/initiatives, ensure that all new business development activities are
captured within the Performance Management framework
5. Develop and implement recruitment policies and procedures for the recruitment of
high calibre employees into the business that will enable Lincoln College to meet its
objectives. Identify which vacancies can be filled by Saudis as part of the Saudization
plan or by expatriates or by contracted staff, and take the appropriate recruitment
action which will lead to filling jobs on a priority basis
6. Approve the promotion and merit increase systems in accord with approved
guidelines from year to year, and within the predefined budget
7. Consolidate manpower plans for the business and develop the long term HR &
Admin plans, policies, and procedures to provide a professional infrastructure for
executing modern HR practices in line with market developments
8. Provide an adequate standard of medical care for the employees through the
Organization or external clinics and their families through external clinics, or by
referral to hospitals, if needed. Medical care is administered through several contracts
with health service providers (hospitals, clinics and pharmacies).
9. Ensure the effective achievement of HR & Admin functional objectives through the
leadership of the HR & Admin department – setting individual objectives, managing
performance, developing and motivating staff, provision of formal and informal
feedback and appraisal – in order to maximise subordinate and departmental
performance
10. Manage the preparation of the HR department budget and monitor financial

performance versus the budget so that the business is aware of anticipated
costs/revenues, areas of unsatisfactory performance are identified and potential
performance improvement opportunities are capitalised upon
11. Ensure that the needs of all Lincoln college stakeholder groups are recognised within
the performance measures and action plans/initiatives that are developed so that the
organisation can build long-term sustainability and success
12. Manage the development and oversee the implementation of operational policies,
procedures and controls covering all areas of HR & Admin activities so that all
relevant procedural/legislative requirements are fulfilled while delivering a quality,
cost-effective service to customers
13. Ensure compliance to all relevant safety, quality and environmental management
policies, procedures and controls across the HR & Admin department to guarantee
employee safety, legislative compliance, delivery of high quality products/service and
a responsible environmental attitude.

Qualifications & Experience
•
University degree in Human Resources, Psychology or Public Administration.
•
5 years’ man-management experience in an Educational environment.
•
Experience of managing across several geographic locations
•
Master’s degree in Business Administration or Organisation Behaviour preferred.
•
Attendance on relevant functionally-related post-graduate programs covering
such areas as motivation theory, management of employee performance, rewards
and HR strategy.
•
Educational Sector experience is preferred.
•
Hands on Experience in managing human resources related activities including
recruitment, compensation, career development, performance measurement, training
and personnel administration.
•
Strong organizational skills.
•
Strong interpersonal skills such as leadership, communication, persuasion,
motivation.
•
Ability to select, develop, manage and motivate personnel.
•
Must be a professional of unquestionable integrity, credibility, and character.
