This year’s conference is takes place in Bristol, one of the
UK’s most vibrant and successful cities. It is also one of
the UK’s leading experiments in civic leadership and
governance, with George Ferguson as mayor.
The conference theme looks at town, cities and
development in the 21st century and how better design
quality can achieve health, wellbeing and prosperity while
reducing costs to the public purse; and yet still make a
profit.

URBAN DESIGN 135 The City as Master Developer
Eminent planning practitioners from Continental Europe and the UK question the dominant role in UK planning of
controlling rather than that of impresario making good things happen.
Peter Bishop argues planning is about leadership prepared to assume the role of impresario, and then earn the right
to hold the ring.
Peter Studdert reflects on his experience at Cambridge highlighting the weaknesses as well as the strengths of the
UK delivery model for accommodating growth. “It expects local authorities to operate largely as regulators of a
dysfunctional market rather than active partners with the private sector”.
The Continental contributions drawn from Dublin, Utrecht, Berlin and Malmo highlight the greater autonomy of
European cities, arising from their different legal structure, greater opportunity to raise money and strong emphasis
on community, collaboration and equality.
John Worthington and Rosalie Callway the guest editors in summing up suggest developing the city involves in
collaboration the State, City and Civic Society. The State providing the infrastructure for cities and their citizens to
thrive and the certainty to make decisions in a timely manner. Cities providing a long term vision, leadership and
facilitation, to support the success of their citizens, and seeking sustainable and equitable outcomes for all. Civil
society contributing to the ambitions of the city, through social and economic enterprises, stimulating resilience,
prosperity and global competitiveness and innovation.

Urban Designer/Senior Urban Designer - Pegasus
At 140 hectares, Barking Riverside is the UK’s largest
residential regeneration scheme. The masterplan includes
two distinct areas separated by a central linear park. There
are SUDs, cycle routes, a designated bus route and play
areas. To encourage the formation of a community there
are communal orchards, gardens and semi-private spaces
are designed to encourage people to actively care for their
neighbourhood.

Where do you read Urban
Design? Photo competition
The Urban Design Group will award two prizes to the best
photographs taken during this Summer and submitted
before 5th September 2015. The idea is to show interesting
or original places in which members have read the journal.
The competition is open to individual UDG members and
the photograph (only one per member) should be submitted
as a jpg at 300dpi for a minimum size of 190mm width, with
your name, and the location of the photograph . The author
of the best photograph, to be chosen by the Editors, will be
