Island County Planning & Community Development 2016 Comprehensive Plan Update Freeland Subarea Development Regulations Why are we doing this? • Freeland is an “Urban Growth Area” (UGA) • Urban Growth Areas are intended to accommodate a full range of commercial uses and housing types • A subarea plan was developed and adopted by the Board of Commissioners. To implement it, two things are required: (1) A plan to provide urban services (sewer and water) throughout the UGA (2) Zoning regulations to permit the types of development identified in the Freeland Subarea Plan Island County Planning & Community Development 2016 Comprehensive Plan Update Freeland Subarea Development Regulations What’s the plan for Freeland? • In 2010 the County adopted a “subarea plan” for Freeland • The County has a plan for the whole County – the subarea plan is focused only on Freeland • As a matter of planning practice and State law, plans establish the “big picture” and describe what we’re trying to achieve.
