Poverty Alleviation Fund (PAF) is implementing a demand led community based poverty alleviation
programs funded mainly by IDA. Currently PAF is implementing its regular program in 55 out of 75
districts of Nepal. PAF is using data based PMIS/FMIS/AMIS for its information management in the PAF
secretariat. PAF wishes to upgrade its MIS by decentralizing the authority to the Partner Organizations
(POs) and Community Organizations (COs) to collect and update the information in real time.
The main objectives of the assignment are:



Development of web enabled integrated Management Information System (MIS) solution for
supporting PAF regular operations which include Project Management Information System
(PMIS), Financial Management Information System (FMIS), Contract Management Information
System (CMIS), Procurement Management Information System (PCMIS) and Human Resource
Management Information System (HRMIS).
The MIS solution should integrate all independent software modules that are currently supporting
the operation of PAF programs.
Establish and maintain a robust Online, Real-time, Web Based, Database Monitoring System
(ORDBMS) that facilitates real time data collection and statistics available for timely decision,
policy making, monitoring and program implementation for the PAF related activities and service
delivery.
PAF invites expression of interest (EoI) from national consulting firms to carry out design, development,
implementation and support of web based MIS. The approximate duration for design, development and
implementation is asumed to be one year and support and maintenance duration will be another one year.
Interested eligible firms are requested to submit their Expression of Interest (EOI) to PAF Office located
in the address below within 6 March 2015 at 5 pm. The EoI should be enclosed in the envelope marked
“Expression of Interest for Design, Development, Implementation and Support of Poverty Alleviation
Fund Management Information System (PAFII-AFII-S- CQS-107)-MIS) .
If the last date of submission falls on a government holiday then the next working day shall be considered
the last day
Service Agency will be selected in accordance with the procedures set out in the World Bank's Guidelines
Selection and Employment of Consultants under IBRD Loans and IDA Credits & grants by World Bank
Borrowers (January 2011, Revised July 2014).
The EoI should include firm profile with general experience design, develop and support sector, relevant
experiences of last 5 years, organizational setup with details of staffs & existing working space area,
financial status and brief CVs of the firm's core staff with their area of expertise, work experiences,
educational qualification and other related legal documents.
The short listing will be carried out based on the following criteria:




General experience of the firm
Relevant experience of the firm
Staffs and facilities in the firm
Financial situations of the firm
Only the short listed firms will be requested to submit detailed Technical and Financial Proposals.
