LUKE AIR FORCE BASE – MACC TASK ORDER NO. 1, BUILDING 976 F-35 FOREIGN MILITARY SALES TRAINING FACILITIES 14708 W SUPER SABRE LUKE AIR FORCE BASE, ARIZONA 85309 SECTION 260140.51 BASIC ELECTRICAL REQUIREMENTS PART 1 - GENERAL 1.01 SUMMARY A. Section Includes: Electrical general provisions as indicated, specified and required, including but not limited to the following: 1. Division 1, General Requirements. 2. Electrical connections for motors, line, and low voltage wiring. Individual motor controllers except motor controllers furnished as integral parts of items of equipment. 3. Electrical connections to all electric powered or motorized equipment furnished and installed under other Divisions of the Specifications such as electric water coolers, power operated doors, and special equipment. 4. Furnish power, disconnects, starters, remote pushbutton stations, fuses (or breakers) for motorized equipment, and electric water cooler units as shown on the Drawings. 5. Prior to rough-in, coordinate locating outlets and controls by verifying with individual equipment suppliers the exact heights, location, ampacity, number of wires, etc., required. No extras shall be considered as a result of failure to obtain this information prior to starting work. 6. Labor, materials, apparatus, and appliances essential to the complete functioning of systems described and indicated herein, or which may be reasonably implied as essential, whether mentioned in the Contract Documents or not, shall be furnished and installed by the Contractor. In case of doubt as to the work intended, or in the event of need for explanation thereof, Contractor shall refer to the Contracting Officer for supplemental instructions. 1.02 SUBMITTALS A. Product Data: Submit 4 copies of data as specified hereinafter. B. Provide name of manufacturer, brand name, and catalog number of each item. Submit systems as complete submittals, at one time, with items arranged in numerical sequence corresponding with each Specification Section and article of each Section. Listing items "as specified" without both make and model or type designation is not acceptable, except pipe and fittings not specified by brand names shall be listed "as specified" without manufacturer's name, provided proposed materials comply with Specification requirements. C. Descriptive Data: Submit copies of complete description, information, and performance data covering materials and equipment which are specified but for which catalog numbers, brand names, or specific models have not been used. D. Miscellaneous: Prior to installation, submit to the Government Construction Manager on the job site, two copies of the following: 1. Installation instructions for each piece of electrical equipment furnished. 2. Dimension drawings for electrical equipment pads and curbs, including bolt sizes and locations. 3. Do not install materials until written approval has been obtained from Contracting Officer. 4. Equipment or apparatus that varies from drawings shall be submitted with large-scale layout drawings for review before work is started. 260140.51 - 1 LUKE AIR FORCE BASE – MACC TASK ORDER NO. 1, BUILDING 976 F-35 FOREIGN MILITARY SALES TRAINING FACILITIES 14708 W SUPER SABRE LUKE AIR FORCE BASE, ARIZONA 85309 E. Regulations: Comply with applicable codes, rules and regulations, including all building and safety laws or regulations relating to building, public health and safety. 1.03 RESTRICTIONS AND SPACE REQUIREMENTS A. Restrictions: Contractor shall note that for all items of equipment and materials, the names of selected manufacturers have been specified. Bids shall be based on use of product of one of these selected manufacturers, and only their products may be submitted for approval. No other substitutions will be accepted. B. Space Requirements: In the preparation of Drawings, a reasonable effort has been made to include equipment manufacturer's recommendations. Since space requirements and equipment arrangement vary according to manufacturer, the responsibility for initial access and proper fit rests with the Contractor. Final arrangement of equipment and service connections shall allow the unit to be serviced, including space to pull motors, change fuses, and operate switches. 1.04 SPACE PREFERENCE A. Carefully check and coordinate plan location and elevation level of all pipes, ducts, etc. Run preliminary levels and check with other trades so that conflicts in all locations may be avoided. Where conflicts occur, the following preference schedule shall be followed: 1. Recessed electrical light fixtures. 2. Ductwork. 3. Sprinkler piping. 4. Soil, waste, vent, and storm piping. 5. Domestic water piping. 6. Electric conduits. B. Ductwork or Heating Main: No ductwork or heating main shall have preference over plumbing lines below plumbing fixtures, or over electrical conduits above or below electric switchgear and panels. No piping conveying fluids shall be installed directly over electrical equipment or electrical equipment rooms. 1.05 REGULATORY REQUIREMENTS A. Certificates of Inspection: Where local or state authorities require inspections of the work, notify same at appropriate times for inspection. Obtain certificates of inspection by such authorities and submit same (in triplicate) to the Contracting Officer before final certificate for payment will be issued. 1. Mount Certificate of Inspection in building, framed under glass, at location required by governing authority or by Contracting Officer. 1.06 RECORD DRAWINGS AND OPERATING AND MAINTENANCE MANUALS A. Record Drawings: On completion of work, Contractor shall furnish the Contracting Officer with a complete set of Record Drawings and Shop Drawings which properly reflect final locations and sizes of conduit, equipment fixtures, controls, etc., as actually installed. Where necessary to locate concealed equipment, dimensions shall be included on these Drawings. 260140.51 - 2 LUKE AIR FORCE BASE – MACC TASK ORDER NO. 1, BUILDING 976 F-35 FOREIGN MILITARY SALES TRAINING FACILITIES 14708 W SUPER SABRE LUKE AIR FORCE BASE, ARIZONA 85309 B. Operating and Maintenance Manuals: Contractor shall provide the Contracting Officer, with Operating Instructions and Maintenance manuals for equipment and materials furnished under this Division. Submit 4 copies of operating and maintenance data books to the Government for review two weeks before final inspection of the project. Assemble data in a single complete indexed volume and identify the size, model, and features indicated for each item. 1. Identification readable from the outside of the cover, entitled "Electrical Installation." 2. Neatly typewritten index near front of manual furnishing immediate information as to location in the manual of emergency data regarding installation. 3. Complete instructions regarding the operation and maintenance of equipment involved. 4. Complete nomenclature of replaceable parts, their part numbers, current cost, and name and address of nearest vendor of replacement parts. 5. Copy of warranties issued on the installation, showing dates of expiration. 1.07 WARRANTY A. In addition to specific warranties required by the Specifications, the Contractor shall leave the entire installation in complete working order and free from defects in materials, workmanship or finish. Contractor shall repair or replace at his own expense any part that may develop defects due to faulty material or workmanship during the tests and within a period of one year after the work is accepted by the Government. Contractor shall repair or replace existing equipment and work which is damaged during the repair of defective apparatus, materials or workmanship. 1.08 DRAWINGS A. Clarity and Legibility: For purposes of clarity and legibility, the Drawings are diagrammatic. Size and location of equipment are drawn to scale wherever possible. Contractor shall refer to related data in all Contract Documents and shall verify this information at building site. 1.09 REFERENCES A. Reference in the specifications to known standards and codes. Each such standard referred to shall be considered a part of the Specifications to the same extent as if reproduced therein in full. Contractor shall coordinate with all other trades to avoid conflicts and interference. No extra compensation will be allowed for changes made necessary by interference between work of various trades. 1.11 PRELIMINARY OPERATIONS A. Should the Government require that a portion of the systems or equipment be placed into operation prior to final completion of the entire project and acceptance of the work, the Contractor shall turn over that portion for operation. All the expense thereof will be paid by the Government, separate from payments on account of the Contract. For such preliminary operation or testing, payment shall not be construed as final acceptance of the work of this contract. 1.12 PAINTING AND FINISH A. All exterior installed electrical equipment shall be factory finished or field painted to match Luke AFB Architectural Compatibility Standard. B. The Luke AFB acceptable color is FRAZEE, "MELLOWBROWN" semigloss, part number 628mellowbrown, or equal. C. Exterior mounted equipment shall include but not limited to: 1. High Voltage Switches 2. Pad mounted exterior transformers 3. Service entrance sections 4. Panelboards 5. Disconnects 6. Motor Control Centers 7. Light Fixtures 8. Exterior exposed conduit 9. Pull boxes 10. Junction boxes 11. Motors E. Preservation of Nameplates: Nameplates shall be protected. Painting over nameplates voids the UL listing of equipment. The Contractor shall recertify or replace items that have nameplates painted. 1.13 DISPOSAL OF HIGH INTENSITY LIGHT BALLAST AND TUBES A. Disposal: The Contractor is responsible for the proper disposal of high intensity lighting ballast and tubes. 1. High Intensity lighting ballasts are considered to contain "PCB" (Poly Chlorinated Biphenol) unless otherwise stated on the unit. 2. Tubes are considered to contain mercury. 1.14 QUALIFICATIONS OF LINEMAN A. C. D. E. F. G. H. I. J. K. L. be physically and mentally able to perform the work of the trade. Linemen shall have a current first aid and CPR (Cardio Pulmonary Resuscitation) card. Certificate of Completion: A lineman shall have a current "Certificate of Completion" indicating successful completion of a National Apprenticeship and Training Committee for the Electrical Industry which meet the basic standards and policies of the Bureau of Apprenticeship and Training, U.S. Department of Labor. Equivalent Experience: A lineman shall have documented experience equal to the following minimum items within the past ten years. Not less than 7000 hours on-the-job work experience in the trade and shall include: 1000 hours of general maintenance work near energized distribution conductors including pole placement, conductor replacement, changing insulators and crossarms, changing and installing transformers, switches and other distribution equipment. 1000 hours of material handling, framing, and erection of poles, installation of anchors and guys, stringing, splicing, sagging of conductors on de-energized construction work. 1000 hours of rubber glove and Hot Stick work on energized primary circuits 15 KV or higher. 2000 hours of work on the installation of underground duct, high voltage conductors, splicing, handhole and manhole conductor installation, load break and dead break junctions and elbows. 500 hours of installation and/or replacement of pad mounted, oil filled transformers, 100 KVA and higher. 500 hours of installation of 15 KV high voltage, pad mounted, multi-compartmented, air or vacuum media, switches. 1000 hours of High Potential Testing of 15KV or higher. Completion of 500 hours of related training away from the job in addition to "on-the-job" training. Related training is a course of study, usually covering the theoretical aspects of the trade which may be accomplished by correspondence or classroom instruction or a combination of correspondence and classroom instruction.
