Welcome to Surrey Schools' Cricket
competitions for 2015!
This booklet contains all the information regarding inter-school
competitions organised by Surrey Schools' Cricket Association.
Details of other Under 11 competitions organised by SCB, (i.e.
Connellan Trophy & Kwik Cricket Competitions) will be circulated to
competing schools in due course. There will also be Plate Competitions
at U12, U13 and U14. These competitions will use the same Playing
Regulations as the ECB/ESCA National T20. The Plate Competitions
will involve Preliminary and First Round losers from the main U12, U13 & U14 competitions
respectively. The draw for the Plate Competitions will be published by the Summer Half-Term.
With record entries in all competitions it is essential that matches are played by the specified limit
dates and that the results are notified promptly. U12, U13 & U14 competitions all have Preliminary
Round that must be completed by early May. If there are difficulties, please consult the relevant
competition administrator at the earliest opportunity.
It is essential that the highest standards of sportsmanship and behaviour are upheld at all levels of
cricket. Coaches and managers are asked to ensure that all players are aware of the MCC Spirit of
Cricket. Details are available via the SSCA website.

COMPETITION RULES AND CONDITIONS OF ENTRY:
1.
Entry to competitions is open to all schools and colleges affiliated to Surrey Schools'
Cricket Association, and to guest schools subject to the fees and conditions set out in
the Constitution of the Association (Para.13)
2.
All children participating in these competitions must be under the appropriate age-limit
at midnight on 31 AUGUST 2014.
3.
The first-named school in each pairing shall be the home, unless mutually agreed
otherwise, and shall be responsible for the match arrangements and for making initial
contact with the opposing school. The first-named school should offer at least two
proposed dates to the opposing school.
4.
It is the responsibility of both schools to inform the relevant competition administrator
of the match result within 48 hours of the match being concluded.
5.
Finals will be arranged by the Association on neutral grounds and with neutral umpires.
Where possible, dates and venues of finals are notified on the draw sheets. Published
dates of finals will only be changed due to circumstances beyond the control of the
Association and the schools involved. Where a school cannot make a published final
date, the team should be withdrawn at the earliest opportunity.
6.
All matches shall be played by the relevant limit date. Extensions will only be granted
after prior consultation with the competition administrator, and only in very exceptional
circumstances. Schools failing to adhere to this rule will be eliminated.
7.
Participating schools will comply with ECB Regulations on Close Fielding, the ECB Fast
Bowling Directive and the ECB Guidance on the wearing of cricket helmets. (see ECB
Recommendations for Junior Cricket)

ECB/ESCA NATIONAL T20 COMPETITION (U15)
(also to be used for U15 T20 Vase, U14 Plate, U13 Plate, & U12 Plate)
PLAYING REGULATIONS
(County rounds)
The Laws of Cricket (2000 Code 5th Edition -- 2013), including the size of bat, ball and
wicket, will apply, with the following exceptions:

The length of the innings shall be 20 overs. The Final will be of 20 overs per side.
One hour and fifteen minutes is allowed to bowl the overs.
Each side must face 5 overs to constitute a match.
The break between innings will be 10 minutes.
Timed Out: The incoming batsman must be in position to take guard within 90
seconds of the fall of the previous wicket.

No player may bowl more than 4 overs, reduced proportionately for reduced over
matches.
3.
If a bowler breaks down, the remaining balls will be bowled by another bowler.
part of an over will count as a full over when working out each bowler’s limit.

The side which scores the most runs shall be the winner.
5.
If the scores are level, the side which has taken the most wickets shall be the winner.

If the scores continue level, the winner shall be the side which, in order:
a) has the highest scoring rate over the first 10 overs of the innings;
b) takes the most wickets in the first 10 overs of the innings.

If the scores are still level a bowl out will take place. The toss of a coin will be a last
option to decide a match.

In the event of weather reducing the duration of matches, overs will be deducted at
the rate of one per 3.75 minutes, down to a minimum of 5 overs per side.
No penalty runs will be awarded under Law 42 (Fair and Unfair Play), except for 1 run
under 42.6, 42.7 or 42.8 (Dangerous & Unfair Bowling). The award of penalty runs
under Law 41 (The Fielder) will apply, i.e. ball striking a helmet on the playing surface,
or illegal fielding. For penalty runs under Laws 24 & 25 see Para. 14 below
10. Where possible, the length of the pitch and sizes of equipment for younger pupils
should conform to the ESCA recommendations.
11. The ECB regulations concerning close fielding by young players will apply to all matches
according to age.
12. The ECB guidance on the wearing of cricket helmets by young players will apply to all
matches.
13. In the semi-finals and finals of U15 competitions, ECB Fielding Restrictions without
Inner Circles (see below) will apply.
14. In the U15 Vase and the 3 Plate competitions only, the penalty for wides and no-balls
will be 2 runs in addition to any runs scored. No extra ball will be given for wides & noballs except in the last over of the innings.
Note: ECB Fielding Restrictions -without Inner Circles
1. Two semi-circles shall be drawn on the field of play. The semi-circles shall have as their centre
the middle stump at either end of the pitch. The radius of each of the semicircles shall be 30
yards (27.4 metres). The ends of each semi-circle shall be joined to the other by a straight
line drawn on the field on the same side of the pitch. The field restriction area should be
marked by painted white ‘dots’ at five-yard intervals, each ‘dot’ to be covered by a white
plastic or rubber (but not metal) disc measuring seven inches in diameter.
2. At the instant of delivery, there may not be more than five fielders on the leg side.
3. For the duration of the innings only five fielders are permitted to be outside the fielding circle
at the instant of delivery.
4. In the event of an infringement of the above fielding restrictions, the umpire at the striker’s
end shall call and signal ‘No Ball’.
PLAYING REGULATIONS:
(Other competitions, excluding U14 Girls’ & Geoff Richards Trophy)
The Laws of Cricket (2000 Code 5th Edition -- 2013) will apply to all matches in SSCA
Competitions, with the following exceptions:
1.
The length of the innings shall be as specified for the relevant competition in APPENDIX
A, or fewer overs by agreement, IF NECESSARY. The late arrival of one side shall not
be sufficient reason for a reduction in the number of overs.
2.
No player may bowl more than the number of overs specified for the relevant
competition in APPENDIX A. This number must be reduced proportionately for reduced
over matches.
If a bowler breaks down, the remaining balls will be bowled by another bowler. Such
part of an over will count as a full over when working out each bowler’s limit.
N.B. Bowlers spells will be regulated according to the ECB Fast Bowling
Directive.

The side scoring the most runs shall be the winner.
4.
If the scores are level, the side which has taken the most wickets shall be the winner.
5.
If the match is still undecided, the winner shall be the side which, in order:
a)
has the higher score in the first 20 overs of the innings, or, if still equal, in the first
10 overs of the innings;
b)
takes the most wickets in the first 20 overs of the innings, or, if still equal, in the
first 10 overs of the innings;
If the match is still undecided, a bowl out will be organised, or as the last resort, the
captains shall toss a coin to decide the winner.
6.
If inclement weather curtails a match, no result can be declared unless the side batting
second has received 10 overs. The winner shall then be decided according to the
priorities in Para. 5 of these Playing Regulations.
7.
If persistent inclement weather prevents the resolution of a match by means of Para. 6
of these Playing Regulations, then the result shall be decided by a ‘bowl out’. If this is
impractical, then the result shall be decided by the toss of a coin, or any other method
mutually agreeable to the two sides. ‘Bowl-out’ regulations are available on request.
8.

This competition is a qualifying tournament for the 2015 ESCA 8-a-side Hardball
Competition.
The winners of this competition will go forward to the Regional Finals at Horsham CC,
Sussex on Wed, 01 July.
The Regional winners will then go to the National Finals on Thu, 09 July at Oakham School.
The Surrey entrants have been placed into groups for a round-robin group phase. The 6
Group Winners plus the 2 highest scoring 2nd placed sides will play off in KO matches to
qualify for the Surrey Finals Day at Horsley & Send CC on 18 June 2015.

First named school has the right to play at home. Limit dates above are advisory.;

A school may choose to host all matches in the group as a one-day festival subject to the
agreement of the other schools in the group. If the innings length is reduced to 8 overs (i.e. 2
overs/pair) this should be possible in an afternoon with 2 pitches. (In a group of 3, the host school
will play the first and last matches);

Schools will be awarded match points at follows: 4 pts for a win, 2 pt for a tie; 1 pt for a loss;

If 2 or more teams have equal match points at the end of the group phase, the winner will be, in
order,
a) the team with the greatest difference between aggregate runs scored and aggregate runs
conceded in all group matches;
b) the team losing the fewer wickets in all group matches.

The 2 best 2nd placed teams will be decided by dividing the difference between aggregate runs
scored and aggregate runs conceded in all group matches by the total number of overs played.
The 2 teams with the highest aggregate run difference per over played will go into the play-offs.

All group matches results must be notified by Sat 06 June.

the ECB/ESCA National U15 T20. The draw will be published on the SSCA website by 23
May 2015.
The 4 semi-finalists will go through to the Finals Day on Tuesday, 07 July at Horsley &
Send CC (starting at 10:00).

A school may choose to host all matches in the group as a one-day festival subject to the
agreement of the other schools in the group.

Schools will be awarded match points at follows: 4 pts for a win, 2 pt for a tie; 1 pt for a loss;

The top 2 schools in each Group at the end of the Group Phase will qualify for Finals Day on
Wednesday, 24 June. If 2 schools have equal points at the end of the group phase, the Group
winner will be the winner of the match between the 2 schools;
If more than 2 schools have equal points, the Group order will be decided in order of Net Run Rate.

PLAYING REGULATIONS
The Playing Regulations for the ECB/ESCA NATIONAL T20 COMPETITION (U15) will apply, with the
following exceptions:
Para 1a)
The length of the innings shall be 15 overs. This may be reduced to 10 or 12
overs for tournaments in the Group Phase;
Para 6 If the scores continue level, the winner shall be the side which, in order:
a) has the highest scoring rate over the first 5 overs of the innings;
b) takes the most wickets in the first 5 overs of the innings.

APPENDIX C:
Close fielding by Junior Players
 No young player in the Under 15 age group or younger shall be allowed to field closer than 8 yards (7.3





metres) from the middle stump, except behind the wicket on the off side, until the batsman has played at the
ball.
For players in the Under 13 age group and below the distance is 11 yards
(10 metres).
These minimum distances apply even if the player is wearing a helmet.
Should a young player in these age groups come within the restricted distance the umpire must stop the game
immediately and instruct the fielder to move back.
In addition any young player in the Under 16 to Under 18 age groups, who has not reached the age of 18,
must wear a helmet and, for boys, an abdominal protector (box) when fielding within 6 yards (5.5 metres) of
the bat, except behind the wicket on the off side. Players should wear appropriate protective equipment
whenever they are fielding in a position where they feel at risk.
These fielding regulations are applicable to all cricket in England and Wales. Age groups are based on the
age of the player at midnight on 31st August in the year preceding the current season.
USE OF ECB PLAY-CRICKET WEB-SITE
Play-Cricket is the ECB’s on-line cricket network for all Clubs, Leagues, Cup Competitions and County
Boards. It is the official source of all information and statistics on club cricket for all cricketers and
supporters. The system provides clubs and leagues with purpose built cricket software which publishes a
website to help manage your club or league on-line. The system is free to all ECB affiliated clubs and
leagues and it is easy to use!! This will allow you access to all public areas of the site and receive PlayCricket newsletters and offers.
As your school is affiliated to Surrey Cricket Board, the system is also free for your school. Surrey
Schools’ Cricket Association has registered a competition site on Play-Cricket at
http://surreyschoolsca.play-cricket.com. This site will be used for 2015 cup competitions.
In order for this system to operate effectively, schools must claim their websites, many of which have
already been set up be ECB. To claim your site you must first register with Play-Cricket, if you are not
already a member.
Go to the Play-Cricket Home Page at http://www.play-cricket.com.
Click on Sign Up and complete the Form, leaving the Club box blank.
When you have received an e-mail from Play-Cricket confirming your membership, return to the Home
Page and Sign In using your Username and Password.


You will now have a box “Apply for your site” on the left side. Click this box.
Complete the Cricket Directory search box as follows:

Type Name of School, or College or School
You will be presented with a list of one or more unclaimed sites. Find your school site and click
the Status button.
Click Choose.
Complete the Form and Submit.
If your school does not appear in the list, either contact Phil Everest (peverest@ssca.org.uk) or contact
Play-Cricket using the address shown on the form.
If your submission is successful, you will receive an e-mail notification from Play-Cricket that your site is
active with yourself in the Administrator role. Other members of your school, staff and pupils, will then
be able to apply for membership of your site. You can then approve each membership and allocate roles.
Once your site is active, it can be linked to the competition draws on the Surrey Schools’ Cricket
Association competition site at Play-Cricket. This will have the advantage that you will be able to enter
your own results directly via your own site.
More details on the use of your site will appear on the existing SSCA website at www.ssca.org.uk in due
course.
For the sake of familiarity, results will also continue to be posted on the existing SSCA website
supporting Surrey Schools’ Cricket
