Mr. George Kelley:
As the years have passed our office “Small Business Works” has received
requests from your company “Bidding Jobs” for a Programming and Graphics Creation
Proposal in order to tailor a high tech web site with “model” Programming and Graphics.
Small Business Works has been reluctant to fulfill these requests simply because of the
lack of precise training within our business in programming and graphic creation which
there is no guarantee of funding for. As a new customer, Small Business Works has
created the following sample Programming and Graphics Creation Proposal, complete
with fictitious names and sources. (Jones, D., & Tucker, I., 2003)
While not all of the components of this Sample Proposal are required from Small
Business Works, it is a good example of a universal and sound, funding proposal so that
we may continue to serve our customers with precise and qualified technicians that can
assist in any programming and graphics creation that’s needed in the future. In response
to your request of last Friday, I am submitting this proposal to increase and improve work
related situations by improving the overall physical aspects and appearance of
Programming and Graphic Creation on your Sample business Web Site that we have
created at BiddingJobs.com. Small Business Works hopes that your Organization will
respond favorably to this effort. (Jones, D., & Tucker, I., 2003)

NEEDS OF THE SITUATION
Small Business Works is experiencing a high incidence of Programming and
Graphic Creation problems among its newly hired Programmers and Graphic Design
Specialists. This problem has reached a point where newly hired Programmers and
Graphic Design Specialists may be in jeopardy due to lack of funding for proper training.
Research shows that continual training will help keep our Programmers and Graphic
Design Specialists fit to take on bigger tasks. A Volunteer funding drive needs to be
developed in order for our programming and graphic technicians to be properly trained
and kept up to date on software. The purchase of software material will need to be
included in the volunteer funding drive and training of all participants. Funding for this
type of training, Software, and possible equipment will run at $28,500 per year. (Jones,
D., & Tucker, I., 2003)
PROJECT OBJECTIVE
Given the Importance of making steady, incremental progress towards employee
skills, knowledge, and understanding, it is unlikely that demonstrable results will be
possible in the first 6 months. During the first six months, emphasis will be placed on
setting up the project, evaluating programming and graphics creation during various
training sessions among various employees. Our objective is to make sure that all
programming specialists and graphic creation technicians are properly trained, given the
appropriate software in order to learn new things and get fresh new ideas, and to be
provided with the equipment necessary such as modems, graphic software, and software
programs for our programmers to use. (Jones, D., & Tucker, I., 2003) This will be done
by four factors, Scope, Cost, Schedule, and Customer Satisfaction. (Gido, J., & Clements,
P, 2009) This will ensure a better and bright future for Small Business Works and will
provide our customers with good cost efficient deliverables that meet their requirements
in a timely manner in order to provide them with good customer satisfaction. (Jones, D.,
& Tucker, I., 2003)
ASSUMPTIONS
1. Funding
A. Same funding source assumptions would be used where volunteer fund raising
didn’t meet expected needs.

B. Not enough volunteer fund raising in order to meet the needs of software needed
for training.
C. Cost of equipment or training may be higher than original estimations.
D. Weather inclinations that would put a delay on volunteer fund raising needs.

2. Training and Testing
A. System test models being tested on a regular basis.
B. Employee successful training session certificates or licenses obtained.
3. Payroll
A. Pay roll gross wages and salaries being met according to skills, license, training,
and employment in years.
B. Insurance coverage per employee being met with standard criteria. (Jones, D., &
Tucker, I., 2003)
MAIN DEPARTMENTS INV OLVED
This project demands significant involvement by the IT and Web Design
departments. The Payroll Department will also be involved, as well as Human Resources
and all Management. Organizational Structure will need to be available through
Delegations created by Management. (Jones, D., & Tucker, I., 2003)
RISKS
A high risk of employee loss is at stake if proper training and funding do not
become available through our goals and objectives here at Small Business Works. We
estimate that the need of $28,500 per year for software, training, and possible equipment
needed will be sufficient in training and providing our customers with high tech
programming and graphic creations although there is a high risk in obtaining customers
with the lack of training and funding that’s provided within our Company. Another risk
would be where Delegation Planning, Organizing, Leading, and Controlling fail to obtain
successful results from all Management departments who do not put every effort into the
success of this Organization and follow Delegation Standards. (Jones, D., & Tucker, I.,
2003)
PROJECT
This project would be considered a Project because our entire staff here at Small
Business Works is willing to use their own time, resources, and talents in order to ensure
the success here at Small Business Works. Here at Small Business Works we have both

short and long term goals and every employee provides feedback as well as distributes
feedback forms to our customers to ensure we get the quality amount of feedback needed
in order for our Company to progress with Change. (Jones, D., & Tucker, I., 2003)

service your programming and graphic creation needs. If you would like to accept this
proposal, please sign one copy and return it with a 50% deposit of the software cost.
