Managing Director, Navigant Center for Healthcare Research and
Policy Analysis
Paul H. Keckley, PhD, is Managing Director of the Navigant Center for Healthcare
Research and Policy Analysis where he leads a team of analysts in assessing industry
issues and regulations relevant to hospitals, medical groups, health insurers, drug and
device manufacturers and policymakers at the state and federal levels. He is a frequent
contributor to national media coverage about health reform. During the period preceding
the passage of the Affordable Care Act, he facilitated sessions between the White House
Office of Health Reform and major health industry trade groups. He serves on several boards is a member of the
Health Executive Network and an advisor to the Bipartisan Policy Center in Washington, D.C.
AL GOBEILLE, CHAIRMAN OF THE GREEN MOUNTAIN CARE BOARD
As Chairman of the Green Mountain Care Board, Al Gobeille directs the board’s work to curb health care cost growth
and reform health care delivery. In addition, he owns and operates Gobeille Hospitality, a Burlington-based
restaurant and hospitality business that includes four popular restaurants and catering businesses: Shanty on the
Shore, Burlington Bay Market and Café, Breakwater Café and Grill, and Northern Lights Cruises. Gobeille
Hospitality employs 230 people.
Mr. Gobeille served on the Town of Shelburne Select Board. He was a board member of the Visiting Nurses
Association of Chittenden and Grand Isle Counties and served on the State of Vermont’s Payment Reform Advisory
Committee.
Mr. Gobeille is a graduate of Norwich University and served as an officer in the United States Army. He lives in
Shelburne.

KEVIN DONOVAN, CEO, Mt. Ascutney Hospital and Health Center
Mr. Donovan began at Mt. Ascutney in September 2010 and his previous roles included serving as a Senior Vice
President at the Elliot Health System in Manchester, NH, a Director at Dartmouth-Hitchcock Medical Center in
Lebanon, NH and a hospital and physician practice leader in various organizations in Massachusetts.
Kevin has a Master of Health Services Administration degree from the George Washington University and a
Bachelor of Science degree in Information Systems from Syracuse University. Kevin is a Fellow of the American
College of Healthcare Executives and a Fellow of the American College of Medical Practice Executives. Kevin also
serves on the Board of the Northern New England Association of Healthcare Executives, the Vermont Association of
Hospitals and Health Systems and the Windsor, VT Rotary Club.
JUDY AUDETTE, RN, MSN Facility Telehealth Coordinator, VA Medical Center
Judy has been a nurse for 33 years. For the past 15 years she has focused her career on clinical informatics. She
has developed inpatient electronic medical records, patient education websites and most recently the meaningful use
and expansion of telehealth technology throughout the White River Junction continuum of care. Judy’s passion is
translating technology into clinical practice. She believes technology is the future of medicine, but emphasizes the
importance of utilizing it in such a way that it enhances the patient and provider interaction and contributes to positive
outcomes.

DR. SARAH PLETCHER, MD, MA Medical Director, Center for Telehealth, Dartmouth-Hitchcock
Assistant Professor- Department of Surgery; Assistant Professor- Department of Medicine
Geisel School of Medicine at Dartmouth College
Dr. Pletcher is the Medical Director and Founder of the Center for Telehealth at Dartmouth-Hitchcock, which
supports extension of population health focused telemedicine, health, wellness and provider outreach/educational
efforts in the region; engaging over 50 sites in New England. Dr. Pletcher also founded the Center for Rural
Emergency Services and Trauma (CREST).
In her current role, she is responsible for leading the health system in the selection and implementation of new
strategies utilizing telehealth technology platforms that support new clinical products and services that enable the
large scale transformation of health care. The Center for Telehealth supports comprehensive clinical telemedicine
programs across multiple specialties, and in multiple settings—advancing high value care by supporting providers
and patients, virtually anywhere. Dr. Pletcher also advises health systems, policy makers, and investors about
disruptive technologies and new business models that can provide value in serving populations.
DR. TERRY RABINOWITZ, M.D., D.D.S., UVMMC
Dr. Rabinowitz is a Professor in the Departments of Psychiatry and Family Medicine at the UVM College of Medicine
and has been Medical Director of the Division of Consultation Psychiatry and Psychosomatic Medicine at UVMMC
(formerly FAHC) since 1996. In 2001, he designed and implemented the first telepsychiatry consultation service in
Vermont and regularly performs psychiatric consultations for rural nursing home residents. He was appointed
Medical Director of the Telemedicine Service at the University of Vermont Medical Center in 2005. He is past Chair
of the American Telemedicine Association (ATA) Telemental Health Special Interest Group. He has been the
Principal Investigator or Co-Investigator on government-funded projects in both the United States and Canada,
including an Office for the Advancement of Telehealth (OAT)-funded project to develop and implement a regional
telehealth resource center (the Northeast Telehealth Resource Center, NETRC) whose mission is to help fledgling
telemedicine programs develop into independent telemedicine services.
VICKI LONER, MHCDS, RN.C
Victoria (Vicki) Loner currently works for OneCare Vermont where she is the Vice President for Clinical and Network
Operations. OneCare Vermont is a multi-payer full-continuum of care Accountable Care Organization whose mission
is to be a provider-driven integrated delivery network accountable for delivering high levels of access, quality, and
satisfaction to Vermonters. Ms. Loner oversees a variety of health services functions, including business operations,
clinical operations, quality improvement, government relations and network enrollment and development. She is also
responsible for developing and implementing federal and state-funded grants and projects, including a quality
improvement grant through the State Innovation Model.
Ms. Loner began her health care career as a registered nurse (RN) and completed her Bachelor of Science (BS)
degree summa cum laude in Health Care Administration and Nursing. She recently completed her Master of Health
Care Delivery Science (MHCDS) degree from Dartmouth College. Ms. Loner also holds many professional
certifications in health care management, health systems administration, utilization review, managed care nursing,
and case management. With over 20 years of experience in health care, she is recognized for her unique
combination of clinical, quality, and health care management expertise, her strong leadership and team development
abilities, her in-depth knowledge of state, federal and national health care standards, and her commitment to
continuous quality improvement.

John M. Colmers is Senior Vice President of Health Care Transformation and
Strategic Planning for Johns Hopkins Medicine. Mr. Colmers works with leaders
from the Johns Hopkins Health System, the Johns Hopkins School of Medicine and
related organizations to develop and implement a strategic plan consistent with the
organization’s tripartite mission of research, education, and patient care and
responsive to the new challenges of health reform and more value-demanding
health marketplace.
From January 2007 to January 2011 he served as the Secretary of the Maryland
Department of Health and Mental Hygiene. This cabinet level agency has a budget
of $9 billion and is responsible for protecting, promoting and improving the health
and well-being of Marylanders through a broad range of programs including
Medicaid, public health, behavioral health, state health facilities, and regulatory oversight.
From November 2000 through January 2007, Mr. Colmers was a Senior Program Officer for the Milbank Memorial
Fund. The New York-based Milbank Memorial Fund is an endowed national foundation that provides nonpartisan
analysis, study, research, and communication on significant issues in health policy.
Prior to joining the Fund, he spent 19 years in Maryland State government where he held various positions, including
executive director of the Maryland Health Care Commission (MHCC) and the Health Services Cost Review
Commission (HSCRC), the agency overseeing Maryland’s all-payer hospital rate setting system.
Mr. Colmers has a BA from the Johns Hopkins University and an MPH from UNC Chapel Hill. He was a director of
CareFirst Blue Cross Blue Shield and the Chairman of one of its affiliates, CareFirst of Maryland, Inc. He previously
was a member of the Board of Academy Health and served as its chair. He also served on the Commonwealth
Fund’s Commission on a High Performance Health System. He is a past chair of the steering committee of the
Reforming States Group, a bipartisan group of executive and legislative leaders. In July 2011, Governor Martin
O'Malley appointed him as chair of the Maryland Health Services Cost Review Commission. He also serves on the
board of the Milbank Memorial Fund.
Carmela Coyle is President and CEO of the Maryland Hospital Association
(MHA), the advocate for Maryland’s hospitals, health systems, and the communities
and patients they serve.
She played a leading role in the effort to rethink the future of hospital payment in
Maryland by preserving and modernizing the state’s unique Medicare waiver, which
allows the state to set the rates hospitals can charge.
Coyle also serves on the boards of the Maryland Patient Safety Center, the Maryland
Healthcare Education Institute, the Living Legacy Foundation, Wellness House of
Annapolis, and the Caring Bridge Consumer Advisory Group.
Prior to joining MHA she spent 20 years with the American Hospital Association
(AHA) where, as a member of the executive management team, she led the development of AHA’s policy positions.
She also managed AHA's team responsible for the analysis of legislation and regulation, policy issues, data
collection, and trend analysis. She served as a national media spokesperson for AHA and represented the
organization in various health care and other forums.

Keynote Session: The United States is getting real on health care reform in a number of significant
ways. The combination of the Affordable Care Act, market forces and new innovations will continue to
increase the pace of change in health care nationally as well as in Vermont. Paul Keckley will overlay the
national landscape on top of the changes ahead for Vermont to kick off our two-day discussion about
Vermont’s next chapter in health care reform.

Al Gobeille, Chair, Green Mountain Care Board (Foeger Ballroom)
Payment Reform: GMCB Chairman Al Gobeille has been at center stage in Vermont’s health care reform
arena for the past 4 years. As a business owner, Chairman Gobeille has brought a fresh perspective and
energy to Vermont’s reform efforts to improve care while reducing costs. Chairman Gobeille will outline the
state’s new approach to partner with the federal government, commercial payers and health care providers in
an effort to redesign provider payment to support improvements in care delivery.

Medical Practice in America: Past, Present and Future: Kurt Mosley, Merritt Hawkins (Foeger A)
This presentation traces the roots of medical practice in the U.S., from the pre-Flexner Report era to today’s
medical profession with its 200 certified specialties. Issues examined include current and historical physician
supply and demand trends, training, compensation patterns and practice types. Executives with Merritt
Hawkins will also project how healthcare reform and related changes will reshape the way physicians practice
and are paid. An engaging and instructive look at where physicians have been and where they are going.
Building Stronger Teams Through Trust: Ross Gibson, Richards Group (Foeger B)
The objective of this session is to understand the keys to building stronger teams. All of us are members,
with managers often being in a team leader position. Participants will leave this session with a framework of
what makes teams more effective and ways to increase team strength and productivity. This session will
include: Definition of what makes strong teams; Review of the barriers to great teams; Focus on building
trust as the key lever to higher performing teams; Strategies to remove barriers and get to higher levels of
team performance.
A Value-Based Shared Vision of Health Care Delivery in Vermont: Dr. Norman Ward, Executive Medical
Director of Accountable Care, UVMMC & Chief Medical Officer, OneCare Vermont (Foeger C)
Dr. Ward will outline OneCare Vermont's strategy to create state-wide clinical priorities aimed at improving
care and reducing costs. He will discuss the creation and support of the Clinical Advisory Board and how this
board creates synergy between state-level as well as local clinical leaders designed to improve care and
health.
Making More Informed Health Care Decisions with VITL Services: Robert Gibson, Kate McIntosh and
Judith Franz, VITL (Pepin Room)

The ACHE breakfast panel will discuss how telemedicine has become increasingly popular throughout the years.
Telemedicine uses a variety of forms of electronic communication technology to provide a convenient method to
deliver healthcare services and education. This program will explore the current and future role of telemedicine in the
delivery of health care. The expanding role that telemedicine holds in daily medicine and its direction into the future
of the healthcare delivery system will be explored. New ways in which healthcare organizations serve their
communities in light of pending payment reform, delivery system redesign and a new focus on population health will
be discussed as well.

Vicki Loner will discuss accountable care organizations from her perspective as Vice President for Clinical and
Network Operations of OneCare Vermont, the ACO in which all of Vermont’s hospitals participate. The focus will be
on the journey of the ACO as it explores innovative, highly reliable evidence-based population health strategies,
including successes and challenges from the governing Regional Clinical Performance Communities. She will
discuss work being done to redefine relationships across Vermont’s provider communities, broaden the concept of
“care teams” to include arrays of resources in each community, as well as creating, identifying and adopting better
ways to keep individuals and communities in good health.

CLOSING SESSION
The Maryland Experiment: Reform in Action (Foeger Ballroom 10:30 – 12:00)
Maryland hospitals have been operating under global budgets for 18 months as part of a new federal waiver. Last
year, we heard from hospital leaders about their views on global budgets. This year, we’ll hear about how this
“experiment” has continued to unfold from the chair of Maryland’s Health Services and Cost Review Commission and
the President and CEO of the Maryland Hospital Association. While Maryland is certainly different from Vermont, we
believe this closing session will provide hospital and community leaders a great deal of insight into how changing the
hospital business model will likely impact health care and community services.

morning ACHE Breakfast (1.5 credits).

Northeastern Vermont Area Health Education Center (AHEC) is approved as a provider of Continuing Medical
Education (CME) by the New Hampshire Medical Society, accredited by the ACCME. Northeastern Vt. AHEC
designates this educational activity for a maximum of 8.0 Category 1 Credits toward the AMA Physicians Recognition
Award.

mention the Vermont Association of Hospitals & Health Systems (VAHHS) Annual Meeting. You will be asked to
present a credit card, which will be processed for 50% of the room charge. This is a non-refundable deposit and
charges will be applied to the credit card according to the Reservation Cancellation Policy below. The remaining
50% is due at the time of check-in.
Call-In Reservation Cancellation Policy:
 More than 14 days prior to the arrival date $25 cancellation charge.
 Within 14 days of the arrival date forfeit the 50% deposit.
 Within 24 hours of the arrival date 100% of room revenue is due.

WHAT IF THE EVENT IS CANCELLED OR I CANNOT ATTEND?
VAHHS event registration fees are refundable up to one week prior to the event, minus a $25 processing fee. Less
than one week before the event, no refunds will be issued. Unpaid registrants who fail to attend will be billed for the
entire registration fee. Substitutions are permitted. All refund requests must be made in writing to:

Attendees need to make their own reservations by calling the Central Reservations Office (1-800-451-4449). Please
mention the Vermont Association of Hospitals & Health Systems (VAHHS) Annual Meeting. You will be asked to
present a credit card, which will be processed for 50% of the room charge. This is a non-refundable deposit and
charges will be applied to the credit card according to the Reservation Cancellation Policy below. The remaining
50% is due at the time of check-in.
Call-In Reservation Cancellation Policy:
 More than 14 days prior to the arrival date $25 cancellation charge.
 Within 14 days of the arrival date forfeit the 50% deposit.
 Within 24 hours of the arrival date 100% of room revenue is due.
The Resort reservation room block will be released on August 14, 2015.
The special group rate will extend 3 days before and after the conference dates based on hotel availability.
