ENGINEERING SPECIALIST - ADVANCED 1

POSITION SUMMARY
This position performs technical engineering work which provides direct assistance to the Operations
Manager, staff Engineer and staff Architect activities and programs. Has administrative responsibility for
services in the areas of planning, design, construction, maintenance and review of facilities. This position
requires dealing on a daily basis with the mechanical and electrical systems, including involvement with
minor modification projects to these systems.
This position will operate with a minimum of supervision from the Operations Manager of Facility Services
and using independent judgment, will perform advanced work of a highly technical nature. The ability to
organize and be self-motivated is essential to successful performance in this position.
Performs all duties in a professional manner, with an emphasis on customer service, and serves as a model
representative of the Department of Facility Services, the Division of Finance and Administration Affairs,
and the University of Wisconsin- Milwaukee.

GOALS AND ACTIVITIES

A.
Facility Services coordinator on non-delegated Division of State Facilities (DFD) construction
projects, including new building construction, major structural changes and other very complex
projects of at least $185,000
A1.
Serves as Facility Services Construction Representative for all DFD projects.
A2.
Review plans and specifications provided by consulting Architects and Engineers.
Submit written comments prior to comment review deadlines.
A3.
Assist the DFD construction representative to help ensure full contract compliance and
punch list completion. Inspect installations and materials for contract compliance. Where
discrepancies are found, draw them to the attention of the DFD construction
representative.
A4.
Responsible for initiating and coordinating the submittal and approval processes for all
campus maintenance projects.
A5.
Attend pre-construction and progress meetings and represent Facility Services needs and
concerns.
A6.
Involve key University people in the construction process where appropriate and follow
up on their concerns.
A7.
Advise the Campus Engineer and Operations Manager weekly on the progress of each
project.
A8.
Advise affected staff of disrupting events such as power outages. Coordinate, if possible.
A9.
Ascertain that all work is completed prior to Campus approval of final payment.
A10.
After projects are completed, follow up with campus planning, the DFD construction
representative, project consultants and contractors to ensure that all warranties are
honored.

Manage Division of Facilities Development (DFD)- Delegated Construction Projects on Campus

Coordinate project schedules between contractors and the University.

Conduct pre-construction and progress meetings on delegated projects.
B4.
Inspect and ascertain that work being done is in strict compliance with contract drawings,
specifications and applicable codes.
B5.
Consult and advise the campus Engineer as to contract interpretations, change orders, and
supplementary work.
B6.
Approve change orders and arbitrate contract disputes.
B7.
Approve cost breakdowns and subcontractor lists.
B8.
Issue letters of Substantial Completion.
B9.
Approve final payments to Project Manager at DFD.
Identify, obtain funding, design, coordinate submittal and manage delegated projects to correct
maintenance needs of academic buildings and campus utilities
C1.
Through consultation with vendors, contractors, consultants, etc., prepare simple project
designs.
C2.
Plan and schedule project activities to ensure correct and total completion.
C3.
Conduct regular building and utility inspections to identify maintenance and repair needs.
Prepare appropriate work order requests to correct deficiencies.
C4.
Consult with the campus Engineer to determine which facilities repair needs are beyond
the annual departmental operating funding sources and must be deferred, or separately
funded.
C5.
Develop cost estimates for each deferred maintenance need.
C6.
Through consultation with the campus Engineer, evaluate and prioritize deferred
maintenance needs to be funded with maintenance and WisBuild funds.
C7.
Ensure that Small Project requests are prepared for all projects requiring construction
contracts. Submit requests to the Department of Administration’s Division of Facilities
Development.
C8.
Coordinate project activities with Campus departments and Facility Services staff.
C9.
Requisition and/or contract for materials and services to complete approved projects.
Obtain and ensure proper price solutions.

Prepare, issue, and manage purchase orders and construction contracts.

Ensure proper contract compliance by all contractors.

Monitor project expenditures, issue change orders, process requests for payment and
prepare close-out reports.
C13.
After projects are completed, prepare close-out reports and follow up with contractors to
ensure that all warranties are honored.
Responsible for maintaining the Facilities Maintenance Management Database
D1.
Make routine inspections with updated entries for each building and interconnecting
utility into the computerized database which tracks the condition of all facets of the
buildings and systems on campus.
D2.
Work with shop supervisors to monitor the conditions of buildings and utility systems.

MINIMUM REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES
1.
Background in mechanical engineering with strong skills in HVAC is required.
2.
Associates Degree, or equal in a technical or business related field, preferred.
3.
A minimum of 5 years of employment in the area of building operations and maintenance in an institutional
environment is preferred.
4.
Understanding of building envelopes, construction materials and techniques.
5.
Awareness of campus policies and procedures in the project area is essential.
6.
Ability to coordinate construction and/or remodeling projects.
7.
Knowledge of maintenance procedures for building systems and components.
8.
Ability to interpret blueprints, plans and specifications for construction and remodeling projects.
9.
Ability to develop project cost estimates, including labor, supplies, equipment and materials.
10.
Ability to prepare written specifications and requisition project materials and services.
11.
Ability to interpret contracts and ensure compliance by contractors.
12.
Knowledge of building codes; OSHA and ADA issues.
13.
Computer skills (including Microsoft Office Suite, Microsoft Publisher, AutoCAD, and building
maintenance systems, such as Metasys).
14.
Knowledge of the operation of electrical and mechanical systems that is common in institutional buildings
(e.g., steamfitting, masonry, HVAC, building envelope, roofing, etc.).
15.
Ability to inspect building electrical distribution equipment and mechanical systems.
16.
Ability to develop project schedules.
17.
Possession of a valid Wisconsin driver’s license in good standing is required for use of State-owned
vehicles.

Work inside State-owned/leased space in a variety of environments.

Dust, chemical odors and noise commonly encountered in construction work.
3.
Outside work, including extreme weather conditions.
