PROPOSAL
Draft for the establishment of Secretariat of the Partnership for
Sustainable Agriculture in Viet Nam (PSAV Secretariat)
To: Minster Cao Đức Phát
Implement the Minster’s guideline to promote the agricultural cooperation
in the framework of the World Economic Forum (WEF) and the Prime
Minister’s comment in Official Letter No. 1494/VPCP-QHQT dated March of
04th,2015 about deploying the result of the Minister of Agriculture and rural
Development’s assignment in Germany and Switzerland, International
Cooperation Department would like to propose the establishment of Secretariat
of the Partnership for Sustainable Agriculture in Viet Nam, as follows:
I. BACKGROUND AND RATIONALE
At the World Economic Forum (WEF) East Asia was organized at Ho Chi
Minh City from June of 05th – 07th,2010, Minister Cao Duc Phat has initiated to
establish the "The Agricultural Partnership Working group" in the framework of
The World Economic Forum's New Vision for Agriculture initiative. The
Working Group has attracted the participation from the Agencies under MARD
and multinational companies in the agricultural sector according to the PublicPrivate Partnership model to produce and promote trading some key agricultural
commodities in Vietnam.
Base on this Initiative, 06 taskforces on each industry or sector has been
established, including: Coffee, Tea, Fisheries, Fruits and Vegetables,
Commodities (Corn and Spices) and Microfinance. Through the Public-Private
Partnership model, the taskforces are operating effectively to promote good
farming practice, improve product quality, food safety, create the added value
chain to achieve the common goals: increase the farmers’ income and develop
the sustainable agricultural production. This is an opportunity and right direction
in attracting investment, improving the level of technology and agricultural
management, expansion of agricultural markets and connect to global supply
chain.
With the result achievement after more than four years of deployment, the
Viet Nam Agriculture Public-Private Partnership model are high appreciated by
WEF and considered as a typical method for countries to learn and replicate. Up
to now, the “New Vision for Agriculture” initiative has spread to many
countries, attracted the participation of dozens of multinational corporations,
government agencies, NGOs, international organizations, the scientific research
Institutes and other economic sectors. In Asia, this initiative is being expanded
in the ASEAN countries as the platform for Grow Asia Partnership.
However, in recent years, the process of implementation the Vietnam
Agriculture Public-Private Partnership model has shown some limitations that
hindered the expansion and development: the scale was applied at small size,
uneven results among the taskforces, the taskforce activities are relatively
independent, lack of sharing information between the Taskforce, the
participation of domestic enterprises are not high and not continuity, lack of the
policies to encourage supportting and especially that lack of the effective
coordination mechanism & sustainability between the public sector and the
private sector.
The lack of coordination between the Viet Nam TaskForces lead to the
implementation of programs and activities of the sectors are not unified,
ineffective support, especially for domestic business and small farmers. Besides,
the attraction of the foreign investment in agriculture sector is impeded due to
lack of coordination mechanisms and using the resources follow the PPP model.
The Public sector role in the Viet Nam Public-Private Partnership model has not
been promoted properly due to the lack of cooperation among the taskforces and
limited resources to maintenance the general common activities complete
penetration.
Practical experience in Indonesia, Mexico and several African countries
showed that we need to establish an organization/ coordinator department,
gathers the representatives of government agencies, manufacturing and trading
companies in the value chain, service organizations and other parties. Given the
importance of an effective solution to coordinate and link between stakeholders
of agricultural production chain towards sustainable development, not only
ensure the multinational companies interests but also farmers, the small &
medium domestic enterprises must be beneficiaries.
The establishment of a coordination mechanism for the Partnership for
Sustainable Agriculture in Viet Nam is becoming more imperative, especially, in
the context of many domestic and international enterprises express their interest
to be involved Taskforces and proposed to build a new taskforce in other
industries. The establishment of common coordination mechanism will create
advantage conditions for the participation of other Ministries, Agencies, thereby
confirming and strengthening the state management role in attracting resources
of the private sector, combining efficient use the government resources.
Confronted with situation of ODA for Vietnam is declining, the

establishment of coordination mechanisms for agricultural development is an
appropriate way for coordinating and creating advantage conditions for new
investment model, thereby attracting resources from multinational corporations
and international organizations, contributing to deploy the project of restructure
agricultural sector towards increasing the added value and sustainable
development was approved by the Prime Minister at Decision No.899/QD-TTg
dated June of 06th,2013.
WEF unanimously support the establishment of the Secretariat of the
Partnership for Sustainable Agriculture in Viet Nam and committed to continue
to support and mobilize some corporations and organizations in the WEF
network to invest the resources for the important projects in the agriculture &
forestry and fisheries in Vietnam. WEF also confirmed the establishment of
coordination mechanisms is really necessary and is a prerequisite for Vietnam to
promote the leadership role and link with WEF in the implementation of
Initiative Grow Asia Partnership at ASEAN in the future.
II. LEGAL BASIS
1.Decree No.199/2013/NĐ-CP dated Nov of 26th,2013 of Government
prescribing functions, tasks, rights and organizational structure of the Ministry
of Agriculture and Rural Development;
2. Decision No.34/2007/QĐ-TTg dated March of 12th,2007 of the Prime
Minister promulgating the Regulation on the establishment, organization and
activities of the organization intersectoral collaboration;
3. Decision No.432/QĐ-TTg dated April of 12th,2012 of the Prime
Minister approving the Vietnam Sustainable Development Strategy 2011-2020;
4. Decision No.899/QĐ-TTg dated October of 06th,2013 of the Prime
Minister approving the restructure of agriculture towards increasing the added
value and sustainable development;
5. The directions of the Government Office and Ministers promoting the
activities of agricultural cooperation in the framework of the World Economic
Forum (WEF).
III. INTRODUCTION OF STEERING COMMITTEE AND
SECRETARIAT OF THE PARTNERSHIP FOR SUSTAINABLE
AGRICULTURE IN VIETNAM
1. The name of Secretariat
- Vietnamese: Ban Thư ký thường trực về Đối tác phát triển bền vững
nông nghiệp Việt Nam (Ban Thư ký thường trực PSAV).
- English: Secretariat of the Partnership for Sustainable Agriculture in
Viet Nam (PSAV Secretariat).
2. Operation structure

Office established under the model to assist the Steering Committee of the
Partnership for sustainable agricultural development in Vietnam (PSAV Steering
Committee) and the TaskForce according to industry organization model
attached
- Head of PSAV Steering Committee: Minster of MARD.
- The deputy of the PSAV Steering Committee:
+ Head of Planning Department;
+ Head of International Cooperation;
+ Head of IPSARD;
- Member of PSAV Steering Committee:
+ Head of Departments: Personnel Dept., Finance, Science, Technology
and Environment; Enterprise Management;
+ Head of the General Departments: Forestry, Fisheries, Irrigation;
+ Head of Departments: Crop, livestock production;
+ Head of NAEC;
+ Head of PPP taskforce;
+Representatives of relevant ministries and donors, international
organizations.
The members of the PSAV Steering Committee work as holder position
and automatically dissolved upon completion task
3. The mission of PSAV steering committee:
- Advise to the Minister and direct the implementation of policies,
strategies, programs, action plans related to sustainable development under
authority of MARD
- Advise and assist the Minister to direct and strengthen the government
management in the mobilization and effective use of funds from the
Government budget, aids, contributions, trustee of the international organization,
NGOs, institutions and individuals from domestic and abroad to support the
projects, activities, initiatives and models for sustainable agricultural
development in Vietnam
- Advise development sectors and receive support from partners;
- Direct to build action plans, programs and guidelines for Secretariat of
the Partnership for Sustainable Agriculture in Viet Nam and taskforces to
organize and implement activities to support sustainable development in the
MARD management sectors;
- Go through mobilization plans and annual budgets of the Partnership for
sustainable agriculture development in Vietnam;

- Participate to World Economic Forum (WEF) and the related events as
assigned by the Minister.
4. The purpose to establish PSAV Secretariat:
- Promote cooperation and partnership between the TaskForces, between
the MARD, other Ministries, other related industries, enterprises, and domestic
& international associations in the agriculture sectors, NGOs and other
stakeholders to develop sustainable agriculture in Vietnam;
- Facilitate enterprises and small farmers to apply the standards and
processes for sustainable agricultural production based on agricultural value
chains; support to build and implement policies and best farming practices in
Vietnam to improve the competitiveness of Viet Nam agricultural products;
- Develop common cooperation mechanisms among taskforces, create a
forum for dialogue between stakeholders in order to attract and effective
coordinate the resources from the public sector, private sector and international
resources for sustainable agricultural development in Vietnam;
- Connect, share and update the progress report of the task force and
disseminate the information of sustainable development and best farming
practice in the agriculture area.
4. The mission of PSAV Secretariat:
- Support PSAV Steering Committee to organize tasks in programs and
plans have been approved by the PSAV Steering Committee;
- Liaise and coordinate between domestic and international organizations,
between the taskforces/working groups in the process of implementing activities
under the framework of the Partnership for sustainable agricultural development
in Vietnam
- Recommend and coordinate to build initiatives, the Public-Private
Partnerships models in the agricultural sectors of mutual interest;
- Support the taskforces/working groups deploy the activities in the
specialty expertise, organize training programs, improve capability for members
of the task force/ working group;
- Coordinate of activities within the WEF framework, arrange the WEF
assignment group visit to Vietnam and Vietnam delegation participating in the
activities of the WEF;
- Propagandize and disseminate information about the PSAV activities,
share experiences and learnings with other countries and international
organizations to implement the model for development of sustainable agriculture
in Vietnam;
- Prepare documentations and provide information to members, organize
annual meetings and extraordinary of PSAV Steering Committee, thematic

working groups and PSAV plenary conference;
- Develop and update the sustainable agricultural development website,
database of models for partners in the agriculture sector.
5. PSAV Secretariat Structure:
a. PSAV Secretariat office:
PSAV Secretariat Office is located at the International Cooperation
Department, MARD, address: 2 Ngọc Hà st, Ba Đình Dist, Hà Nội city.
b. PSAV Secretariat staffs:
- Head of PSAV Secretariat: Head of International Cooperation
Department, MARD direct to manage as holder position;
- The Deputy of PSAV Secretariat: 01 Deputy of IPSARD work as holder
position;
- 01 specialized staff;
- 01 representative from Private sector with holder position;
- HR, other experts in each specific tasks and requirements of the PSAV
Steering Committee.
c. Account & Seals:
- Head of PSAV Secretariat use the seal of the MARD on behalf of
Deputy of the PSAV Steering Committee to sign documentation to operate the
PSAV Secretariat;
- PSAV Secretariat use account (accounts branch) of the International
Support Group (ISG) by Head of International Cooperation Department
account.
d. The operation cost:
PSAV Secretariat Fund is mobilized from voluntary contributions of
donors and stakeholders in partnership programs; counterpart fund from the
Ministry, in-kind contributions and other relevant sources. The management of
operational fund will be managed according to the regulations of Vietnam and
on donors.
e. Operation Regulation:
Head of PSAV Secretariat will be taken responsible for building and
operating regulations promulgated and operation of the PSAV Secretariat.
IV. PROPOSAL:
Base on the background above, the International Cooperation Department
would like to propose to the Minister :
1. Assign to the Personnel Department in cooperation with the
International Cooperation Department to submit to the Ministry Office to

establish the PSAV to direct the implementation of related tasks assigned by the
Government;
2. Approve to establish PSAV Secretariat to support the Steering
Committee;
3. Assign to the International Cooperation Department to lead and
collaborate with stakeholders to develop and implement programs under the
Partnership for sustainable development of agriculture Vietnam;
4. Assign to Finance Department, allocate funds for the establishment
and operation of PSAV secretariat.
The International Cooperation Department would like to submit and get
approval from Minister.
