1. Attempts to select the item from lending
sites within the requester's group.
•
If more than one lending site in the requester's
group has the item, INN-Reach selects the lending
site with the highest priority value.
•
In the event of a tie (i.e., lending sites that belong
to the requester's group share the same priority
value), INN-Reach randomly selects the lending
site from among those sites.
