The perspective of the citizen: why focus on the e- ?

• What is the social life of the citizen?

– Work : contribute to common and individual wealth

– Leisure : get reward from common and individual wealth

– Politics : get the social life organised for common benefits

• We believe that Political main priorities are based on a democratic system

• (Other systems exist, however)

• The working environment is being optimised largely through the use of IT

• Current life is also becoming fully reliant on e-tools

(for communication, mobility, management of information, …)

• It is natural that democratic politics, one of the basic social functions, is also taking benefit from IT

E-Voting and e-Citizenship within e-

Government environments

• Managerial model : Digital cities,

Administrations on-line, i.e. e-government reengineering

• Participatory model : e-voting are restrictive as such and converge towards (and will be supported by) new networked deliberative systems

• The main challenge today is that the political environment remains democratic

• This implies that the citizen is effectively involved in the political decision making process

• EFFECTIVE AND CONSISTENT

• Low participation in the democratic process, both from citizen and from representatives sides, are anti-democratic

• Any constructive scenario for 2010 implies a high level of participation

• E-voting is now an engineering issue. Ecitizenship based on high level of information exchange and management is the real challenge

Challenges for 2010

• Suppress the digital divide in the democratic process

• Develop trust and security in the democratic process

Conclusions

• The democratic process shall benefit from IT as much as the rest of citizen social life, or democracy will become marginal

• Hopes, expectancies, desires, etc. of citizens are monitored, controlled, surveyed in permanence: is a democratic process capable to address them ?

• Information has long been a synonym of power: will representatives accept (at last !!!) to efficiently share ?
