Capability Survey

For Vietnam

Hanoi, 25 – 28 October 2011

“Inception Report” Briefing and

Preparatory Meeting

CAAV, 09:00-15:30, Tuesday, 25 October

BACKGROUND

1. Human resources development to having capability of design and publish the Instrument Flight Procedure (IFP) for Performance-based Navigation (PBN), which utilize

Global Navigation Satellite System (GNSS), is one of the most important key factors for the Project.

2. However, Vietnam faces human resources challenges to implement adequate Flight Procedure Design (FPD) process, suffering with a shortage in human resources for

PBN IFP.

3.

ICAO’s Universal Safety Oversight Audit Programme

(USOAP) pointed out inadequacy of FPD structure.
