In furthering its mission and operating as The Center for the Advancement of Health IT (AHIT), CHCA is also a federally funded and authorized Regional Extension Center, providing Meaningful Use, Electronic Health Records, health information exchange, and patient centered medical home consulting services to private and non-profit medical practices. Diane has over 22 years experience in the healthcare sector serving in information technology, financial, operations, private consulting, and executive leadership roles. Recognized by HIMSS with Fellow status for her commitment and service within the healthcare information technology field, she also holds certification as a Professional in Health Information Management Systems and Health Information Exchange. Diane holds a degree in Business Administration and Management Information Systems from the University of South Florida, graduating magna cum laude. Currently, Diane serves on the State of Florida’s Health Information Security and Privacy Committee’s Legal Working Group and as Vice-Chair for the National Association of Community Health Centers HealthCenter- Controlled-Network task force. MacKenzie, M.N., M.H.S.A President and CEO, Sarasota Memorial Health Care Systems Gwen MacKenzie is President and CEO of Sarasota Memorial Health Care System, a regional medical center consisting of an 806-bed hospital, physician practices and a network of specialized medical campuses and clinics that include a nursing and rehabilitation center, psychiatric hospital, urgent care and outpatient centers. Sarasota Memorial is one of the largest acute-care public hospitals in the nation and has nearly 4,000 staff, 1,000 volunteers, and 802 physicians. Despite the challenges of being the county’s only safety-net hospital for the uninsured and underinsured, Sarasota Memorial was named in the nation’s top 1% of hospitals for consistent clinical excellence, earning a spot on HealthGrades' “America’s 50 Best Hospitals” and 5-star ratings in more than a dozen specialty areas. Sarasota Memorial continues to remain the only hospital in the region with “Magnet” status – the nation’s highest honor for nursing excellence. Gwen has served on Florida’s Low Income Pool Council and the Governor’s Health and Human Services Transition Team. She serves on the Uninsured Committee and the Advocacy Committee of the Florida Hospital Association, and on the Board of Visitors of the FSU College of Medicine and the Community Leadership Council of USF Sarasota-Manatee. She also is on the Boards of the Safety Net Hospital Alliance of Florida, the Economic Development Corporation of Sarasota County, the Greater Sarasota Chamber of Commerce, Cooperative Services of Florida, and USF Community Leadership Council. Gwen was named among the “100 Leaders of Great Hospitals” by Beckers Hospital Review in 2013. Trained as an oncology nurse, Gwen worked for 25 years at the Detroit Medical Center before assuming the leadership role at Sarasota Memorial in 2005. Gwen earned a Bachelor of Science and a Master’s in Health Services Administration at the University of Michigan, and a Master’s degree in Nursing from the University of California, Los Angeles. 3 ACHE-HIMSS Education Panel Discussion Program: The Healthcare Organization’s Role in Formulating Public Policy Tampa General Hospital June 7, 2013, 8:00am- 11:00am Carl Patten, JD MPH Director, Florida Blue Center for Health Policy at Florida Blue Carl Patten is director of the Florida Blue Center for Health Policy at Florida Blue, Florida’s Blue Cross Blue Shield Company, located in Jacksonville, Fla. Patten oversees the process of aligning Florida Blue’s public policy positions with its mission and strategy. He is also responsible for informing internal and external key stakeholders about a range of public policy issues. Prior to joining Florida Blue, Patten served as a staff attorney at Community Catalyst in Boston, Mass. During his tenure at Community Catalyst, Patten advised health care advocates of medically underserved populations in jurisdictions where non-profit hospitals and health plans were in the process of converting to for-profit entities. Patten’s efforts resulted in over $35 million in funded allocated to community health foundations and the guarantee of essential services to medically underserved areas. Patten is an adjunct professor at the University of North Florida where he teaches, or has taught, courses in health policy and health care law and ethics. Patten serves on the Board of Directors of the Nonprofit Center of Northeast Florida; member of the Florida Covering Kids and Families Advisory Board; member of the Central Florida Regional Health Information Organization Board of Directors; member of the Berger Institute for Work, Family and Children Advisory Board at Claremont McKenna College and is a graduate of the 2010 class of Leadership Jacksonville and Class III of Connect Florida. Patten is a graduate of Claremont McKenna College, the University of Chicago Law School, and the Harvard School of Public Health. (HMA) Toby Philpot joined Health Management Associates in January 2013, and is directly responsible for advocating on behalf of HMA before the Florida Legislature and state health care agencies, as well as the Florida Congressional Delegation. Toby is a resource for the hospitals and associated services in dealings with state and federal leaders. He most recently served as Deputy Legislative Affairs Director for the Florida Department of Transportation. Previously, he served as a political director to former Senate President Mike Haridopolos. Toby first entered state government at the Florida Agency for Health Care Administration where he served as Deputy Communications Director and Special Assistant to the Secretary, participating in several significant reforms, including the publishing of hospital quality metrics online and reforms to the Medicaid program. A member of the Florida Bar, Toby previously clerked for the Washington, D.C., based lobbying firm Barbour Griffith & Rogers, and subsequently served in the Office of United States Senator George LeMieux. Toby received an undergraduate degree from the University of Florida and a Juris Doctorate degree from the Florida Coastal School of Law. 5 ACHE-HIMSS Education Panel Discussion Program: The Healthcare Organization’s Role in Formulating Public Policy Tampa General Hospital June 7, 2013, 8:00am- 11:00am Rick Schooler, FCHIME, FACHE Vice President and CIO for Orlando Health Rick Schooler joined Orlando Health in October 2001 as Vice President/Chief Information Officer. His current areas of responsibility include Information Technology, Telecommunications, Clinical Informatics, BioMedical Engineering, Supply Chain, Retail Pharmacy and a Group Purchasing Organization. Prior to joining Orlando Health, he was the Vice President and CIO for Central Georgia Health System. From 1991 to 1994, Rick served as Director of Systems Integration for the Methodist Hospital of Indiana. His previous employers also include Ameritech, General Dynamics, and Computer Systems Corporation. Rick earned his Masters degree in Business Administration from the University of Indianapolis and his Bachelor of Science degree in Computer Technology from Purdue University. Rick is a member of the following professional organizations: American College of Healthcare Executives (Fellow), College of Healthcare Information Management Executives (Fellow and former Board Member) and the Healthcare Information Management and Systems Society (Fellow and Board Member.) He is also a Certified Healthcare CIO (CHCIO.) Rick currently serves on the Board of Directors of the Coalition for the Homeless (Orlando, Florida) and the Healthcare Information Management and Systems Society (HIMSS.)
