PREFACE
The GUIDELINES FOR MISSISSIPPI CHAPTER OF FUTURE BUSINESS LEADERS OF
AMERICA has been developed to serve as a supplement or addition to the National FBLAPBL Chapter Management Handbook. It is suggested that both handbooks be kept in a
loose-leaf binder so that complete information is easily and quickly available.
Some of the information in the GUIDELINES FOR MISSISSIPPI CHAPTER OF FUTURE
BUSINESS LEADERS OF AMERICA will change periodically. When this material is
revised, it is suggested that you immediately replace the old information with the current.
The loose-leaf format will also facilitate the easy inclusion of additional information as it is
made available.
All advisers and officers should be particularly familiar with the contents of both the
GUIDELINES FOR MISSISSIPPI CHAPTER OF PHI BETA LAMBDA and the National
FBLA-PBL Chapter Management Handbook and should share the relevant information with
local chapter members.

Is there a potential state officer in your chapter? Have you considered sponsoring a
candidate from your chapter? Is there someone who is currently active and will return to
your chapter next year? A candidate for a state office must have the determination to
conduct a vigorous campaign for election and the dedication to fulfill the demands of the
office. The rewards are immeasurable!
(You will find application/instructions/due dates, etc. in the State Officer Handbook)
Each chapter will be allowed to run one candidate for the following positions:
President
District Vice President – (one vice-president is elected from each district)
 Northern District Vice-President
 Central District Vice-President
 Southern District Vice-President
Secretary
Treasurer
Reporter
According to the bylaws, a parliamentarian will be selected based upon highest test score
taken by a state officer candidate at state conference. A minimum score of 45 must be
made to qualify.
1. If there are no nominees for an office, a student may submit an application on or before
September 1 of the current year for consideration by a selection committee. This person
must meet all of the requirements set forth for the other officers. This person will fill the
office for the remainder of the school year. An application and instructions are available
in the State Officer Handbook.
2. A student taking the Parliamentary Procedure test only for consideration for State
Parliamentarian is not classified as entering an event and may choose another event.
3. Each candidate for state office (excluding Parliamentarian) will be required to set up a
campaign booth. Campaign materials must be limited to campaign booths only.
REMINDER: No campaigning of any kind is allowed the night before the conference
begins. No campaign materials can be given at the door or any other area other
than behind the campaign booth.
The first 30 minutes of the campaigning procedure will be dedicated for voting
delegates. (Each local chapter in good standing shall have two voting delegates.)

4. The adviser of each officer must accompany his/her student to all FBLA functions.
NASSP (National Association of Secondary School Principals) requires adult chaperones for all
high school students--the State FBLA Office requires compliance with the policy.
5. All state officers are responsible for purchasing the designated uniform.
National Fall Leadership Conference
Held in several leading American cities each fall, the National Fall Leadership Conference
(NFLC) provides advisers and students with an opportunity to share ideas and reaffirm
common goals with their peers from across the country. Members attend leadership and
professional development workshops as well as general sessions with motivational
speakers.
Each fall, advisers receive the NFLC Guide from the FBLA-PBL National Office. Complete
conference information will be included in the guide. The Guide will also be available at
www.fbla-pbl.org for you to download.

District Conference Information
As a preliminary to State Leadership Conference, District Conferences are held giving FBLA
members opportunities for competition and participation in leadership activities.
Mississippi FBLA is divided (by counties) into three districts:



Northern (NEMCC- Booneville)
Central (East Central Community College)
Southern (Jones County Junior College)
District Conferences are held at a junior/community college campus in each district. Refer
to the table below for your district location.

Each one-day conference is designed for students to compete in events. Only students
entering a competitive event or taking the state officer candidate test are allowed to attend
the District Conferences. The top six finalists in each event at district will advance to
compete at the State Leadership Conference.
NOTE: Middle level events are available only at the District Conference—middle level
competitors do not advance to compete at the State Leadership Conference.
District Conference Regulations
1. A copy of the online registration form and any necessary folders for district
conference should be sent to the respective junior/community colleges by the
announced date (the official date stamp placed by the U.S. Post Office - not a
postage meter date).
2. ONLY students who are actively participating in a competitive event or taking the
officer candidate test are eligible to attend district conferences.
3. Official transcripts for Middle Level and 9th and 10th grade events should be mailed
with district conference registration. (If transcripts are not mailed by registration
deadline, the student will be disqualified.)
4. One chaperone is required for every ten students in attendance.
5. Name badges must be worn for all conference functions.

7. Students’ conduct should exemplify the purpose and creed of FBLA-PBL.

Beginning with the 2006-2007 school year, a chapter may enter up to three (3) students in each
middle level event. 7th and 8th Grade Individual Events Do Not Advance To State Conference
Please follow the National Chapter Handbook for guidelines for the Middle Level events. The
Middle Level events offered at district competitions are:

An individual student cannot enter more than one event.
State Conference
Mississippi FBLA holds an annual State Leadership Conference (SLC) prior to the National
Leadership Conference. This two-day event allows students to network with fellow members
from across the state and allows conference participants a chance to get acquainted and
exchange ideas and experiences.
State competitive events lead to the selection of winners who are eligible for national
competition. Other conference activities include state officer elections, leadership sessions,
and motivational keynote speakers. The conference culminates in an awards program.
STATE CONFERENCE REGULATIONS
1. Upon arrival at the conference, the chapter adviser will pick up the registration
materials for the entire chapter at conference registration.
2. One chaperone is required for every ten students in attendance.
3. Name badges must be worn for all conference functions.
4. Smoking is prohibited at all conference activities.
5. Students’ conduct should exemplify the purpose and creed of FBLA-PBL.

6. Students must be dressed appropriately for all conference functions. A copy of the
Dress Code is located in the National FBLA-PBL Chapter Management Handbook.
7. Each adviser is responsible for the conduct of his/her chapter during the conference.
Each adviser should sit with his/her chapter during all sessions.
8. FBLA members are representatives of an outstanding student organization and should
project the image of future leaders. Members should act courteously and professionally
while participating in FBLA activities. Goodwill and good times are a natural by-product
of good conference behavior.
9. Official registration forms/folders, payment for the State Leadership Conference should
be sent to the FBLA State Adviser by the announced date (the official date stamp placed
by the U.S. Post Office and not a postage meter date). No onsite registration is
accepted.
10. Hotel reservation forms must be mailed to the hotel by the date designated. A rooming
list should be mailed to the hotel two weeks prior to the conference. If there are any
changes in room adjustments after the registration form is mailed, the adviser should
contact the hotel immediately.
11. Students should respect the need for quiet in hallways and realize that loud behavior is
not appropriate at any time. Advisers should enforce the curfew listed in the
conference program. Hotel property should be respected, and local chapters are
responsible for any damage to hotel property.
State Competitive Event Information
The Awards Program (competitive events) at the State National Leadership Conferences
exemplifies the range of activities and focus of FBLA-PBL. These events are developed from the
goals of FBLA-PBL and the curriculums of business education programs.
Mississippi FBLA strives to give every student an opportunity to compete with his/her peers on
an equal basis. Some events are open only to 9th and 10th grade students, while others are
open to 9th through 12th grade students. Some events at state conference are for the district
conference winners and others events are held only at the State Leadership Conference.
Competitive Events are divided into the following four categories:
 individual
 individual-team
 team
 chapter

A member can participate in any number of chapter events. A member may enter only one
individual/individual-team/team event. (However, a member taking the parliamentary
procedure test only for consideration as State Parliamentarian is not classified as an official
event participant and may compete in another event.)
Listed below are the competitive event regulations that apply to District and State Conferences.
1. Competitive event participants must have paid membership dues by the deadline specified
in correspondence from the FBLA State Office.
2. Previous first place state winners are not eligible to compete in the same event again.
Team Event Exceptions:
 Business Plan. If a team developed the business plan, one member of the team may
have previously placed first at the State Leadership Conference (SLC) and have
competed in a previous National Leadership Conference (NLC).
 Business Presentation. If a team developed the business presentation, one member of
the team may have previously placed first at the SLC and have competed in a previous
NLC.
 Desktop Publishing. No member of the team may have previously placed first at the SLC
and have competed in a previous NLC.
 Entrepreneurship. One member of a two or three-member team may have previously
placed first at the SLC and have competed in a previous NLC.
 Parliamentary Procedure. Two members of the team may have previously placed first at
the SLC and have competed in a previous NLC.
 Website Design. One member of the team may have previously placed first at the SLC
and have competed in a previous NLC.
3. Participants in individual events must not have entered the event at a previous National
Leadership Conference.
4. Once a member has competed in an advanced level of an event, he/she may not
subsequently compete in the first level of the event.

5. Calculators may be used in all written events as indicated on the national event guidelines.
Calculators WILL NOT be provided for the students at the competitions. Graphing

calculators, PDAs (i.e., Palm Pilots), cell phones, or other memory storage devices are not
allowed in any event room, holding rooms, and/or preparation room.
6. No substitutions may be made in competitors from District Conference to State Leadership
Conference or from State Leadership Conference to National Leadership Conference.
7. A participant who fails to report on time for an event will be given the remaining time left
from when the test began to take the test.
8. Participants must follow the dress code as established by the national office.
9. Advisers must verify the eligibility of each student registered in a competitive event. All
guidelines for the various events must be followed. Advisers should first refer to the event
guidelines in the FBLA-PBL Chapter Management Handbook, then refer to the event
guidelines in the Guidelines for Mississippi Future Business Leadership of America. Failure to
follow event guidelines will result in disqualification.
10. All skill events will be scored according to the national FBLA-PBL National Standards of
Mailability and the FBLA-PBL Format Guide.
11. Materials submitted for competition MUST be prepared by student members, not advisers.
Local advisers should serve as consultants to ensure that the material is well organized,
contains substantiated statements, and is written in a business style.
12. Competitive event rating sheets will not be distributed after the District Conferences and/or
State Leadership Conference.
13. Who’s Who in FBLA is a recognition event, not a competitive event. Therefore, a chapter
member may be nominated for Who’s Who in FBLA and may enter a competitive event. (an
application must be submitted for all nominees)
The winners from the events held at the three district conferences will
compete at state conference. In addition to the district events, the
following events will be offered at the state conference.

FBLA T-Shirt Design Competition
(District Conference Event)
Mississippi FBLA members may have the opportunity to purchase a Mississippi FBLA T-shirt to
wear to the State Leadership Conference. All local chapters are encouraged to submit a T-shirt
design along with their registration for district competition. Listed below are the
criteria/regulations:
1. The design can be of any shape (state of Mississippi, square, rectangular, etc.).
2. The design must contain the word “FBLA.”
3. The word “Mississippi” or a “Mississippi” shape/outline/map must be used.
4. The design can use a maximum of four colors. White is considered a color.
5. Your local chapter or school name should not be a part of the design.
6. No glitter or other materials may be used.
7. The design must be depicted on a standard 8 1/2 x 11 piece of computer paper.
8. The design must be submitted along with the chapters district registration.
9. Label the back of your computer sheet with your school name.
10. A panel of judges will determine the winner.
11. The winning chapter will be responsible for coordinating the ordering and distribution of
the T-shirts for the SLC attendees. (This project may be used as a profitable fundraising
project.)

FBLA Recognition Awards
(State Conference Awards)
Membership Madness
This program recognizes FBLA members who extend the benefits of membership to their
friends and acquaintances. Members who recruit at least (5) new members receive a
certificate of recognition and are recognized at the state conference. To be recognized at SLC
please submit documentation to the State President before March 31.
10% Increase in Chapter Membership
This recognition is for FBLA chapters who increase their membership by 10% or more during the
current school year. Certificates will be presented at the SLC to the chapters who meet the
criteria. To be recognized at SLC please submit documentation of evidence of increase to the
State President before March 31.
Gold Seal Chapter Awards
Each chapter submitting a Local Annual Business Report will be recognized at SLC. Reports must
follow the national chapter guidelines and be included with your state conference registration
materials. Refer to the National FBLA-PBL Chapter Management Handbook for
regulations/procedures related to award. Refer to the State Leadership Conference memo for
submission deadlines.
Business Person of the Year
Each chapter may enter one (1) person from the business sector in Business Person of the Year.
The nominating chapter MUST submit to the state chapter a 3-4 paragraph summary indicating
why this person has been chosen. Each Business Person of the Year nominee attending the
State Leadership Conference will be recognized. Awards will be presented at the State
Leadership Conference. Refer to the National FBLA-PBL Chapter Management Handbook for
regulations/procedures related to award. Refer to the State Leadership Conference memo for
submission deadlines.

Local Chapter Who’s Who in FBLA
(State Conference)
This award honors FBLA members who have made outstanding contributions to the association
at the local, state, and national levels.
Eligibility
Each local chapter may nominate a member in accordance with the following regulations:
0 - 50 members - 1 nominee
51 - 100 members - 2 nominees
over 100 members - 3 nominees
State officers are automatically eligible for this event at SLC; therefore, having a state officer
does not prohibit a chapter from selecting an additional member for this honor. (However, all
state officers must submit an application.)
Regulations
1.
Nominees must be selected in accordance with the regulations of the state chapter and
the national association.
2.
If the chapter nominee is unable to attend the State Leadership Conference, the chapter
may designate another of its delegates to accept the award for that nominee.
3.
Nominees selected for this award at a previous State Leadership Conference are not
eligible.
4.
The entry form must be completed by the chapter adviser or designee and must be
mailed to the state office by the announced deadline date.
Procedure
Criteria for selection of nominees at the state level should include:
• Years of participation in FBLA activities
• Extent of participation in conferences sponsored by the state chapter and national
association
• Offices, chairmanships, and committee memberships held
• Contributions to local, state, and national projects
• Participation in other activities
• Recommendations supportive of member's involvement in FBLA

Eligibility
Each chapter may enter one student in Computer Applications and Word Processing. Desktop
Publishing is an individual or two-person team. (Topic is given in Chapter Management
Handbook each year and pre-submitted with registration for SLC).
Procedure
Follow guidelines in National FBLA-PBL Chapter Management Handbook. Computers will be
provided for SLC. Participants will be supplied with a formatted data disk and printer paper, if
required. No other software will be provided other than what is installed on the systems.
Competitors WILL BE ALLOWED to use the national formatting guide during testing. At district
and state competition, competitors will be given a one-hour written test. (State winners will
be required to take the national production test at a home-site testing lab prior to the national
conference.)
Participants must provide their own pens, pencils, correction materials, dictionaries, and word
division manuals. No other reference materials are to be brought to the event.

Each chapter may enter two students in Future Business Leader.
Each chapter may enter one participant in Job Interview.
Procedure
Follow guidelines in National FBLA-PBL Chapter Management Handbook and submission
instructions provided in the District and State Conference memos. All participants are
interviewed, and only one interview will be conducted at the District and State Leadership
Conferences.
Judging
The rating sheets in the National FBLA-PBL Chapter Management Handbook will be used. Job
Interview will follow the ranking listed in the National FBLA-PBL Chapter Management
Handbook. Final rank for Future Business Leader will be determined by a weighting of 50
percent for the test score and 50 percent for the interview score.
District and State Awards
The judges will determine the number of awards presented at the District and State Leadership
Conferences. The maximum number will be six (6). (The winners from the District Conference
will advance to the State Leadership Conference.)

Business Financial Plan, Business Financial Plan, Business Presentation, and Website
Development. These projects must not have been submitted at a previous State Leadership
Conference.

Judging

Objective Test. A collaborative objective test will be given at the District and State Conferences for
Banking and Financial Systems, Entrepreneurship, Global Business. For Parliamentary Procedure,
individual tests are administered with test scores averaged together.
Performance. See National FBLA-PBL Chapter Management Handbook. The top six teams (based on
test scores) in Banking and Financial Systems, Entrepreneurship, Global Business, and Parliamentary
Procedure will perform at State Leadership Conference. All teams entered in Emerging Business Issues,
Business Presentation perform at SLC.

Parliamentary Procedure: Final rank will be determined by a weighting of 50 percent for the team

submitted to a previous State Leadership Conference.

Written Report
Follow guidelines in National FBLA-PBL Chapter Management Handbook in the section entitled
“Competitive Events--Guidelines and Regulations.”
Oral Presentation
No oral presentation will be required at the SLC, but be sure to follow the National Chapter
Management Handbook for NLC.

National Leadership Conference
In the spring, advisers should go to www.fbla-pbl.org and print the NLC Guide. Conference
registration instructions as well as other pertinent information are included in this guide from
the FBLA-PBL National Office.
The National Leadership Conference (NLC) can be best summed up in one word: ENTHUSIASM.
Students from large cities, small towns, urban areas, and rural communities all over the country
meet at the NLC to compete, to win, to network, and to learn.
Election of national officers is an exciting conference highlight that takes place on the final night
of the NLC. Campaign speeches, demonstrations by supporters and caucusing, such as is done
in a national political campaign, climax in an election frenzy that few participants are ever likely
to forget.
On the final night of the conference, winners are announced and awards are presented. With
music and spotlights, the moment conference delegates have been waiting for finally arrives—
the presentation of awards.

Guidelines for Mississippi Who’s Who
Mississippi’s nominee for Who’s Who to NLC will be chosen by a state committee. Any member
may complete an application. The signed application must be received (by US Mail) in the State
Adviser’s office by the second Friday in May. The honoree must attend the NLC.

National Officer Information
If a FBLA member is interested in running for a national office at NLC, the member must
declare in writing his/her intent to run by his/her District Conference.
In order to be considered for a national officer position, the candidate must



have served a minimum of one term as a state officer
take the state officer’s test at respective District Conference
submit Running for National Application to State Chapter via US Mail on/before
December 1
The application may be obtained from the State Coordinator.
A screening committee will conduct an interview at the State Leadership Conference. The
endorsement decision will be based upon the application and the interview.
In the event there is more than one candidate interested in running for national office, the
candidates will also be required to make a three-minute campaign speech and participate in
caucusing at the State Leadership Conference. The local chapter voting delegates will vote to
choose Mississippi’s national officer candidate. Voting results will be added to the application
and interview scores.
If more than one member is interested in running for the office of National Parliamentarian,
only the current State Parliamentarian will receive endorsement/financial support to run for
the office of National Parliamentarian. (The normal financial support provided by the State
Chapter is the registration fee for Institute for Leaders.)
