Welcome to the professional staff at Buffalo State College!
As you begin your professional career in a new job, it’s sometimes overwhelming
to understand all the rules and requirements. “Seasoned” professionals are here to
help you. Happy to provide information, answer your questions, and direct you to
the proper person or office to sign up for a retirement plan or obtain a parking
sticker. We understand just how confusing and isolated it can be.
This handbook is available on the Professional Staff Caucus website at

handbook, the committee did not attempt to be all-inclusive; instead, they collected
websites, addresses and phone numbers as resources for a new professional. This
online version is meant to be a starting point for new employees and mentors.

APPOINTMENT TYPES

Temporary Appointment
Temporary appointments are ordinarily given only when service is to be part-time, voluntary, or
anticipated to be for a period of one year or less, or when an employee's initial appointment is
made to a position vacated by a professional employee who is serving a probationary
appointment in another position. A temporary appointment is also appropriate whenever an
employee on an approved leave vacates a position. This type of appointment may be terminated
at any time.
Term Appointment
A term appointment is given for a specified period of not more than three years. It automatically
expires at the end of that period unless terminated earlier because of resignation, retirement or
termination. A term appointment cannot be offered to a new employee without completing a
search or search waiver approved by Equity & Campus Diversity. Further employment of a parttime employee beyond six consecutive semesters in a professional title shall be a term
appointment.
Permanent Appointment
Permanent appointments are granted by the Chancellor after recommendation by the President.
Professional employees are eligible for permanent appointment upon completion of seven years
of full-time professional service at the college, the last two years of which are in the same
professional title. Note: Some professional employees are not eligible for permanent
appointment, but are eligible for five-year term appointments.
BANKING
There are Automated Teller Machines (ATMs) located in the Campbell Student Union for use by
all faculty, staff, and students. Buffalo State College is also a member of the Morton R. Lane
Federal Credit Union, which has a branch on campus located in the Classroom Building (see
Credit Union for details). Off-campus banking services near the college include ATMs at Tops
and Wegmans supermarkets, along with numerous banks including First Niagara, M&T, and Key
Bank.

The Buffalo State College Child Care Center is a non-profit, on-site child care center located at
Buffalo State College. The Center is licensed by the New York State Office of Children and
Family Services, and is accredited by the National Academy of Early Childhood Programs,
which is a division of the National Association for Education of Young Children.
The Center is funded through parent fees, Buffalo State College, SUNY, the United Students'
Government of Buffalo State College,and Family Benefits Committee.

The College Relations Office produces publications for a wide variety of audiences—alumni and
friends as well as faculty, staff, and prospective students. These publications are used for
undergraduate and graduate student recruitment efforts, internal communication, and institutional
advancement efforts.
Examples include 1300 Elmwood magazine, the Daily Bulletin, and viewbooks, annual reports,
invitations, brochures, and other custom publications.
College Relations is responsible for the official Buffalo State web site and works closely with
campus to provide general web support, promotion via the main site, official web
templates, and product-specific training (templates, Urchin, etc.).
Buffalo State uses a web-based content management system (CMS) to house the main site, key
custom subsites, academic department sites, and administrative office sites. The CMS includes
campuswide access to 12 unique templates designed specifically for academic
departments/programs and administrative offices. Campus use of the college's web template
system for new web sites is strongly encouraged.

The Daily Bulletin is a weekly newsletter of official campus announcements that is published
most Thursdays during the academic year. Each issue is posted online and employees receive
email notification when new issues are available. Anyone wishing to receive a hard copy of the
Bulletin should send a written request to the College Relations Office. Guidelines for
submissions to the publication are available in each issue.

Campus Services operates the Copy Center, which is located in the basement of Grover
Cleveland Hall. The Copy Center’s primary function is to provide services to Buffalo State
offices for official state business only. As an added convenience, the Copy Center also provides
high volume (20 copy minimum) personal copy services for a fee. Services available include
color photocopying, binding, transparencies, and lamination. A current list of prices and services
is available upon request at the center.

The Morton R. Lane State University Federal Credit Union is a non-profit financial institution
that provides its members with a variety of banking services. Employees may use either the
campus office or any of the 3 additional branches: Headquarters – Englewood Avenue;
Downtown – Roswell Park Hospital; Amherst – UB North campus. To obtain quick cash at BSC,
there is a Credit Union ATM located in the Student Union. The Credit Union also offers a
Member Access Touch-Tone Teller (MATT) for 24-hour account access. Services offered
include savings and checking accounts, payroll deduction, direct deposit and Visa Cards. Other
options include children’s accounts, loans, money orders, IRAs, traveler's checks, a Holiday

The Employee Assistance Program helps state employees and their families cope with a wide
variety of personal problems which in some cases impair job performance. EAP is not a
counseling service, but rather a confidential information, assessment and referral service.
Depending upon the nature of an employee’s concerns, referrals are made to programs, services
or agencies within the community for appropriate assistance. Employees interested in the EAP
can leave a message on the program’s confidential voice mail line or contact the Human
Resources Office for the names of the current EAP coordinators. Written information is also
available online and in the hallway outside of the Human Resource Management office .

Buffalo State College must comply with all NY State Environmental Health and Safety
Regulations. All employees are required to perform their duties utilizing safe work practices as
stipulated under these regulations. It is Campus Services policy that no one is required to do a
task he or she feels is unsafe. It is imperative for employees who deem a task unsafe to
immediately speak with their supervisor. Any employee with questions or concerns pertaining to
health or safety issues should first consult with their supervisor and then the Director of
Environmental Health and Safety.

First Aid Needs
Emergency health needs on campus should be phoned directly to University Police, who will
then dispatch an ambulance, if necessary, and provide on-site assistance until emergency medical
technicians arrive. The Buffalo Police Department does operate a 911 emergency system, but
University Police suggests that phoning them directly will enable the most efficient response.
Please note that according to campus policy, The Weigel Health Center can treat registered
Buffalo State College students only.
Accident Reporting
An Employee Personal Injury/Illness Form must be completed and submitted to Human
Resources. This is often the responsibility of the employee’s supervisor, but can be initiated by

Printed information on providers is provided by Human Resource Management or it can be

The campus identification card, or SUNYCARD, is a multi-purpose photo ID card issued to all
students, staff and faculty. Each card has an identification number assigned to the individual
cardholder. It serves as identification for use of services and facilities on campus, such as library
borrowing privileges. The card also has the following uses: long distance calling, meal payment,
vending debit, and bank debit card purposes. The cards are available in Butler Library by
showing a valid photo ID. Cards are free of charge, but there is a $10.00 replacement fee.
Present your card at the college bookstore to obtain a validation sticker and your card can be
used for a 10% discount at the Barnes & Noble bookstore (Niagara Falls Blvd location only).
You may also use it at certain Performing Arts Center events for a faculty/staff ticket discount.

FAST works with faculty and staff to promote the use of information technologies to enhance
instruction and program services. Services offered include computer instruction, web
consultation and development, resource books on software programs and web creation,
equipment loans, and a Faculty/Staff Workroom where employees can use a color scanner, color
printer, a digital camera and a variety of PCs. The Center is composed of both faculty and staff
from multiple departments who also work on grants, special projects, and connect employees
with technology resources and assistance.

Each employee’s supervisor will identify which keys are to be issued by completing a Key Card
for each key requested. It will be signed by the supervisor and returned to Campus Services.
There is normally a two-day waiting period for key requests. Employees must sign for their keys
and pick them up in person. There is no charge for keys when issued; however, there is a fee for
key replacement and for keys that are not turned in upon termination of employment. Employees
are personally responsible for the use or loss of their keys. Please protect them at all times.

Employees should know both department and SUNY policies regarding use of any leave time:
LEAVE ACCRUALS
An employee must be on the payroll on or before the 15th of the month to accrue leave time for
that month. At the end of the month, each employee will receive a form for reporting attendance
for that month. It will contain such information as the employee’s line number, name, ssn,
department and office location, FTE (1.00 for full-time staff), and beginning accrual date, which
is the first official day of work on campus, in most cases. Employees must update the time they
have used in the last month for vacation, sick, and compensation purposes. Please check this
information every month to make sure it is correct.
HOLIDAYS
A calendar year or college year employee is eligible to observe the following days prescribed by
law as holidays: New Year’s Day, Martin Luther King Jr. Day, Lincoln’s Birthday,
Washington’s Birthday, Memorial Day, Independence Day, Labor Day, Columbus Day,
Veteran’s Day, Election Day, Thanksgiving Day and Christmas Day. A part-time employee who
is employed on a fee-for-service, per diem, or hourly basis, whose professional obligation is less
than a day of work per week, is not be considered an eligible employee for purposes of holiday
leave.
OVERTIME
No member of the Professional staff (with the exception of non-exempt employees under the Fair
Labor Standards Act) is eligible for payment of overtime. Thus, for example, additional
payment for evening or weekend service is not possible. If such service is required by the Chief
Administrative Officer, it should be officially recognized by compensatory time off at a later
date.
EXTENDED LEAVES
There are a variety of leaves available to eligible College employees: Sabbatical, FMLA
(Family/Medical Leave Act) Workers Compensation, Leave Without Pay, Sick, Maternity, Child
Care, Jury Duty, and Title F (other circumstances). The college also has a Leave Donation
program and specific steps that must be taken upon returning from a leave. Employees and
supervisors should contact Human Resource Management with any questions prior to completing
the necessary forms.

Located in the center of campus with seating for more than 1200 patrons, E.H. Butler Library is
an ideal place for both the serious researcher and the casual reader. The library houses a

collection of nearly one half million books, 2000 periodical subscriptions, and an extensive
collection of audiovisual items, microforms, and electronic resources. Professional staff should
feel free to borrow books, watch videos, attend meetings, view exhibits, take classes, or have a
cup of coffee at the café.
Some services that professional staff may be interested in accessing include the online catalog
(SHERLOCK), data bases such as Books in Print, LEXIS-NEXIS, and FirstSearch,
complimentary color laser printing from computers, hands-on computer training workshops, and
free photocopying of non-circulating library materials. Please view the library’s web page for
further details on these services and other offerings.

The Events Management Office will assist employees in using college facilities for special
events, conferences, and meetings. The office will also assist with coordinating the logistical
details of space/room requirements, parking, catering, and equipment needs. Rooms available for

Instructional Resources provides total media support to the faculty, staff, and students at Buffalo
State College. The Center provides media support for courses, scholarly activities, and research.
Specific services available include audio-visual duplication, production, repair, and equipment
loan; instructional supplies such as film transparencies, pens, video tape, and audio tape; material
production such as copy slides, original graphics, computer graphics, and photography; satellite
videoconferences, off-satellite recordings and TV distribution of tapes; TV repair; and broadcast
quality studio productions. Services are heavily used on campus, so please contact the center at

Staff members can obtain parking permits by paying a small fee. Permits are valid for one school
year and are renewed before the fall semester begins. Permits must be properly displayed at all
times. A campus map indicating the lots designated for faculty/staff use will be provided at the
time of registration. One day temporary permits are available for staff who have registered for a
parking permit. Guest or visitor permits can also be obtained through individual departments in

Within 30 days of a new employee’s date of hire, a performance program must be developed by
the supervisor in consultation with the employee. The program should detail the primary duties
and responsibilities of the employee during the coming year. It should also list objectives to be
achieved and criteria to be used in evaluating performance effectiveness. Current employees,

whether permanent, management confidential, or term appointment, need to have the program

The Professional Staff Caucus is the official assembly of the professional staff at Buffalo State
College. The organization provides an arena for open discussion of professional staff concerns.
PSC organizes and conducts elections, which require professional staff representation. All
Professional Staff have a contractual right to attend PSC and Union (UUP) meetings on campus
and are encouraged to do so. PSC gives recognition to the professional staff for their efforts,
achievements & accomplishments. The Chronicle is the official newsletter of the Professional
Staff Caucus.
Purpose of PSC




to unite those designated as “Professional Employee” as defined by the Policies of the Board
of Trustees for the State University of New York (current edition);
to provide an open forum for discussion of issues relevant to the Professional employee;
provide a single structure wherein all Professional employees are recognized;
elect and/or select Professional employees as requested for representation to/on other
committees and organizations.
Relationship to United University Professionals (UUP)

UUP is the union that represents faculty and professionals on 29 State University of New York
campuses, including Buffalo State. UUP is affiliated with the New York State United Teachers
and the American Federation of Teachers, AFL-CIO. It also represents SUNY faculty and
professionals at the bargaining table and works to protect their interests. Many UUP members
are also members of PSC, and vice versa. Although PSC and UUP often have similar interests
and concerns, the two groups are not affiliated.
PSC Chronicle

The PSC Chronicle is the official communication vehicle of the Professional
Staff Caucus. It is available online and can also be mailed in hard copy form to your office. The
Chronicle is published 2-3 times a semester and contains minutes from executive board and
membership meetings, general announcements from the PSC chair, and special committee
reports. The current PSC executive board membership and contact information is available in the
publication. Submissions are encouraged and can be emailed after accessing the publication

Supplemental Retirement Plan (SRA)
The Supplemental Retirement Plan is a voluntary tax deferred savings program. There are
annual maximum limits set by the IRS which Human Resource Management can assist
employees in determining. Payroll deductions for SRAs are not subject to federal and state tax,
but are subject to Social Security and Medicare tax. The carriers for SRA include the four
institutions available for the Mandatory Retirement Plan, but are not limited to these alone.

The College Senate is the principle deliberative and advisory body of the College, established in
the by-laws of the College as “...the official agency through which the faculty and students
engage in the governance of the College.” The college Senate is intended to serve as:

1. A forum in which representatives of faculty, staff, students and administration interact;
2. The agent of the college community which holds the administration, through the office of the
President, accountable for actions taken and decisions made;
3. An advocate for that system of governance which has been agreed to by the various
constituencies of the College and approved in the College by-laws by the eligible voting
faculty, the President, the College Council, the Chancellor and the SUNY Board of Trustees;
4. The organization structure through which faculty, staff, students, and administration will be
involved in issues of concern to the College.
The composition of the body is as follows: The President of the college (non-voting); the Provost
(non-voting); 9 at-large members of the faculty and professional staff; 6 members of the
professional staff; 6 members from each of the faculties; 1 member from the library; 12 students;
State University Senators; and 2 non-voting members appointed by the College President.

The office of University Police provides services free of charge to assist faculty, staff, students

The Escort Van follows a set route along campus roadways and through parking lots that
takes approximately 15 minutes to complete. A map outlining the van’s predetermined route
is available from University Police. Riders should wait at the Blue Light phones that have
been designated along the route or clearly signal the driver to stop when a ride is needed.

MAP (Motorist Assist Program)

The Motorist Assist Program operates a van equipped with jumper cables and other tools to
assist drivers who are stranded on campus due to vehicle trouble during the week, only.
Hours: Monday-Thursday, 10:30 am-10:30 pm; Friday 10:30 am to 3:30 pm.

Walking Escorts

Escorts are available 24 hours a day, 7 days per week for assistance on campus grounds only.
During the day, University Police officers will escort and trained Public Safety Aides will
escort during the evening and night hours. The aides are easily identified by their red PSA
jacket and cap as well as their ID tag.

Employees are eligible after completing six months of employment prior to receiving tuition
assistance. Current policy allows waiver of 50% of SUNY in-state undergraduate or graduate
tuition (maximum 2 courses per semester and 15 credit hours per academic year).

100% tuition is waived for one course per semester provided space is available. Obtain

What is UUP?
United University Professions (UUP) is the union that represents faculty and professionals on
State University of New York campuses. UUP is affiliated with the New York State United
Teachers and the American Federation of Teachers, AFL-CIO. There are approximately 800 job
titles included in the bargaining unit, and UUP reflects the diversity of the State University.
UUP represents SUNY faculty and professional staff at the bargaining table and works to protect
their interests by:
 Achieving improvements in salary, benefits, working conditions & retirement programs.
 Providing funding for professional growth and development through leaves, awards,
conferences and other grant programs.
 Obtaining state resources for the State University through legislative and political action.
 Seeking to enhance and preserve the quality of the university.
What is an agency shop?
BSC in an agency shop in which the union serves as the agent for and receives dues and
assessments from all employees in the bargaining unit regardless of union membership. There

are no voting privileges for contract or union officers.
Why join UUP?
By signing a membership application and joining UUP, you have the right to vote on the contract
and choose the union leaders on your campus, as well as your representatives at the state and

What is the difference between UUP and CSEA?
CSEA (Civil Service Employees Association) represents classified personnel at the state, county,
and local levels. It is the largest public employees union in New York with 77,000 members.
UUP represents faculty and professional staff on State University of New York campuses.
