THE ARIZONA MOVE ON WHEN READY INITIATIVE OCTOBER 2011 Sybil Francis, Ph.D., Executive Director Amanda Burke, Director, Education Strategy and Innovation 2 Move On When Ready: Ideas into Action CONCEPT Competency-based education pathway tied to minimum college and career readiness standards STATE POLICY IMPLEMENTATION Grand Canyon High School Diploma established through 2010 legislation and State Board of Education rule 14 Arizona schools from across the state implementing the model in 2011; additional schools choosing to participate in 2012 3 The Move On When Ready Concept • Provide a competency-based diploma tied to minimum college and career readiness • Clearly identify for students what we want them to know and provide a way for them to get there, with less worry about how long it takes • Move away from a “one-size-fits-all” industrial-era system to one that is adaptive to individual student interests and needs • Bring proven complete instructional systems aligned to national and internationally benchmarked standards to Arizona high schools, moving us towards outcomes-based learning and away from timebased learning • Greatly increase the number of high school students who leave high school ready to do college-level work without remediation, opening up multiple pathways for students 4 A Few Important Points • The Move On When Ready strategy and the related Grand Canyon High School Diploma provide rigor and college readiness for ALL learners – it is not an elite program. • The Grand Canyon High School Diploma is directly tied to a minimum level of college readiness and signals that students are READY to “move on” to different programs of study within and beyond the high school. • Students become “diploma eligible” – are NOT required to graduate early. • Voluntary program for interested schools. No present options open to students for high school study are closed by the passage of the Move On When Ready legislation. • Requires collaboration across the P-20 educational pipeline. 5 The Arizona Move On When Ready Model in Practice: Competency-Based Pathways Leading to College and Career Readiness Grand Canyon H.S. Students who do not initially qualify or need additional time can continue to prepare for and take the exams in grade 11 and 12.) Lower Division Exams (Qualify for Diploma When Passed) Lower Division Diploma Program “Move On” Option Public Open Admission Colleges (Community Colleges) Workplace 6 The Foundation of Move On When Ready: World-Class Instructional Systems Aligned instructional systems are currently used in many high-performing countries and include: • A set of courses that constitute a core curriculum and are aligned to the new Common Core Standards • Thoughtfully constructed course designs captured in a syllabus • High-quality exams derived from the curriculum using multiple assessment methods designed to determine whether the students have mastered the curriculum described in the syllabus • Instructional materials of various sorts designed to support the syllabus • Quality teacher training matched to the course syllabi 7 Arizona State Board of Education Approved Board Examination System Providers Lower Division Program Upper Division Program The purpose of the lower division program (grades 9 and 10) is to create a very solid core curriculum for all high school students. Students who take an upper division Board Examination System program (grades 11 and 12) would typically do so to prepare for admission to a selective college and continue with a rigorous core course of study. Diploma (not automatically issued) Clarification of funding mechanism 9 Arizona Grand Canyon High School Diploma Minimum Graduation Requirements* • Two BES** credits of English • Two BES credits of mathematics • Two BES credits of science, including lab-based science, engineering or information technologies • One BES credit of World History • One BES credit of American History • One BES credit of fine arts or career and technical education; and • One half-credit of economics (may be a local offering) *Adopted in Rule by the Arizona State Board of Education on 1/24/2011 **BES stands for Board Examination System 10 Implementation in Arizona Leadership • Center for the Future of Arizona (CFA) selected by the State Board of Education to lead the Move On When Ready Initiative in Arizona (Sept. 2010) • All schools must work with CFA and the National Center on Education and the Economy to plan for and implement Move On When Ready • 14 schools across the state currently implementing Move On When Ready (most beginning with grade 9 students) Early Adopter Schools • Ready Now Yuma collaborative partnership between CFA, Yuma Union High School District, and Helios Education Foundation established to develop and demonstrate whole-school implementation of Move On When Ready – 5 participating schools • School recruitment for 2012 underway; 3 schools already committed Planning and Support Structures • Learning Collaborative established by CFA to facilitate knowledge sharing and communication across all partner schools – all early adopters schools are participating [meets monthly] • Campus design teams established by CFA in each school; design teams collaborate with CFA and the National Center on Education and the Economy in planning and implementation [meet monthly] 11 Move On When Ready – Participating Schools ASU Preparatory Academies - University Public Schools ASU Preparatory Academy High School (Phoenix) ASU Preparatory Academy High School – Polytechnic (Mesa) BASIS Schools Inc. Herberger Young Scholars Academy - ASU West Campus (Glendale) Nadaburg Unified School District The Academy at Desert Oasis (Surprise) Phoenix Union High School District Central High School Metro Tech High School Wickenburg Unified School District Wickenburg High School Yuma Union High School District Cibola High School Gila Ridge High School Kofa High School San Luis High School Yuma High School 12 Information for Schools Interested in Adopting the Model: Fall 2012 Cohort • Schools may implement Move On When Ready as a cohort program or as a school-wide model. • Schools will work with CFA and NCEE to plan for and implement Move On When Ready. • Fall 2012 Start Commitment: Offer a complete lower division Board Examination System in a high school to a cohort of grade 9 students (approximately 30% student participation rate at a minimum) – including assessments. Ensure teachers participate in professional development offered by the Board Examination System provider. Offer an upper division Board Examination System diploma program. Participate in the NCEE longitudinal study led by the University of Michigan. Make the Grand Canyon H.S.
