1. Background
Eurojust currently occupies two buildings, The Haagse Arc and The Haagse Veste I building in The
Hague, The Netherlands. Various meeting/conference rooms are fully equipped with audiovisual
equipment, such as beamers, screens, and interpretation, video and sound equipment.
Eurojust’s meeting rooms rely heavily on modern audiovisual equipment currently owned by
Eurojust and a part of which is expected to be leased in the future through this envisaged contract.
The estimated number of coordination meetings and visits organised at Eurojust each year is
approximately 700.
For the purpose of this tender, meetings are essentially classified in two categories:
- Meetings inside Eurojust’s premises, and
- Meetings outside Eurojust’s premises
For the second category of meetings, Eurojust will make use of this contract to rent appropriate
equipment when needed. Eurojust organises approximately ten meetings outside of Eurojust. In
addition, around 10 larger seminars and external meetings are organised each year. All meetings
outside of Eurojust premises will be held in The Hague or its immediate vicinity. During the
duration of the contract, the organization might decide that some of the meetings can be held in
other places in the Netherlands; the tender will then be accordingly advised.

2. Minimum requirements of services to be provided
The following services are included in this lot:
1.
Critical intervention service for specific equipment;

Preventive and corrective maintenance for Eurojust’s equipment;

Rental of interpretation booths and other equipment for in-house and external conferences
and meetings;
5.

to test specific systems in certain meeting rooms;
7.
Small purchases of IT/technical equipment.

The tender shall be able to provide the above stated services and supplies as per the minimum
requirements stated below. Tenderers not meeting all of these minimum requirements will be
rejected from further evaluation.
2.1. Critical intervention service for specific audiovisual equipment
Eurojust requires tenders to be able to provide a ‘Critical Corrective Maintenance’ service. This is
the case when a sensitive problem is encountered (the problem causes a breakdown on a larger
scale, for example audio system doesn’t work at all, or none of the screens in the room can be used
to show the videos and PowerPoint presentations or no interpretation booths can be used and a
meeting is scheduled for the same or the next day). In this line Eurojust requires as a minimum:
•
Coverage: 24 hours/day, 7 days/week (including holidays, vacation periods, summer etc);
Step 1 - Maintenance call-back response time:
The contractor shall guarantee a telephone response or email response time of not more than one
(1) hour after the first contact with the helpdesk. Within this time, an employee of the contractor
with relevant expertise shall make contact for the purpose of analysing and attempting to resolve
the problem over the telephone.
Step 2 - If the Maintenance call-back cannot solve the problem Eurojust requires:
On-site intervention within four (4) hours from contractor’s call-back unless otherwise arranged
during the maintenance call;
If the defective item cannot be repaired at Eurojust premises, the contractor must provide, free of
charge, a technically appropriate temporary replacement or alternative solution within 4 hours
from the intervention on-site if the meeting is in place or within twelve (12) hours if the meeting is
going to be held on the following day.
The Critical Corrective maintenance response will be applicable to all audiovisual equipment
currently in house (Eurojust’s owned and leased) or bought during the contract.
For maintenance services, the contractor shall use qualified staff that is familiar with the
characteristics of systems of the type used by Eurojust. The technical and administrative staff of the

2.2. Preventive and corrective maintenance for Eurojust’s equipment
For maintenance services, the contractor shall use qualified staff that is familiar with the
characteristics of systems of the type used by Eurojust. The technical and administrative staff of the
contractor who is in direct contact with Eurojust shall be fluent in the English language, (Minimum
level B2 in all categories as per the Council of Europe: Common European Framework of Reference
for Languages (CEF) http://europass.cedefop.europa.eu/en/resources/european-language-levelscefr/cef-ell-document.pdf). All communication with Eurojust shall be done in English.
The Preventive and corrective maintenance will be applicable to all audiovisual equipment
currently in house (Eurojust’s owned and leased) or bought during the contract.
All replaced and new items and audiovisual equipment such as sockets, cables, beamers, screens
etc. must be clearly labelled by the contractor. Text on the label will be decided by Eurojust
depending on the item to be labelled.
Maintenance services are required to take place as follows:
2.2.1. Preventive maintenance
Preventive maintenance sessions shall be scheduled at least once every year, preferably during the
month of August, when the number of core business meetings decrease, as long as the maintenance
does not interrupt operations.
The minimum services to be provided during the preventive maintenance session shall include:
-
cleaning of the optical blocks and filters, in all the beamers and cameras;
-
a general check-up of the audiovisual systems at the 10th and 11th floor meeting rooms at
Eurojust’s premises.
The tenderer shall propose the time for the preventive maintenance activities. Eurojust has the
right to approve or reject the proposed plans.
2.2.2. Corrective maintenance
Corrective maintenance is understood as any intervention made in case of improper performance
or breakdown of the equipment. In this line:
Step 1 - Maintenance call-back
•
Eurojust requires technical support by telephone as per the information provided under the
Critical intervention service for specific audiovisual equipment section.
Step 2 - If the Maintenance call back cannot solve the problem Eurojust requires:

The tenderer shall resolve any problem (correcting it, replacing the unit or through other
means) within three (3) working days unless the problem can be resolved over the telephone.

The tenderer must provide on the spot assessment of the breakdown/repair/replacement needed
free of charge. All necessary consumables1 shall be included in the maintenance fee and not be
invoiced to Eurojust. Additional/spare parts and/or new items such as bulbs, optical blocks, filters,
larger audiovisual equipment etc must be invoiced separately and according to the prices proposed
by the tenderer (as per service no.7: Purchase of small IT/technical equipment).
2.3. Audiovisual assistance and on-site support
Eurojust may request from the contractor an on-site support to be placed at Eurojust’s premises or
at any other location (usually in the Hague area) as indicated by Eurojust. This support is needed to
set up and configure audiovisual equipment in situations where Eurojust’s technician would not be
available and an operator is needed to be present. Eurojust also foresees that this support will be
stationed at Eurojust over an extended period of time (e.g. 1 month or more).
Eurojust also foresees the need for ad-hoc audiovisual assistance and support for example in case of
rental of audiovisual equipment or lease of equipment.
The proposed operator must be able to provide the following services:
-
Providing audiovisual technical support for events, conferences and meetings held at
Eurojust or at any other location (usually in the Hague area) as indicated by Eurojust;
-
Providing support for the use and set-up of the interpretation installations and
videoconference facilities;
-
Setting up and operating sound, data/video projection, lighting and computer tools;
-
Setting up, configuring and managing the discussion system, currently a DCN system,
(Digital Congress Network, from Bosch).
-
Troubleshooting audiovisual equipment and resolving technical failures, when requested by
Eurojust;
-
Other administrative audiovisual related tasks assigned by Eurojust.
It is necessary that all contractors’ assigned on-site support speak fluent English, (Minimum level
B2 in all categories as per the Council of Europe: Common European Framework of Reference for
Languages (CEF) http://europass.cedefop.europa.eu/en/resources/european-language-levelscefr/cef-ell-document.pdf) the official language at Eurojust. All contractors’ assigned on-site
support shall wear neat and clean attire (or uniform when requested by Eurojust) provided by the
contractor.
Eurojust requires that all on-site support staff providing services to Eurojust signs a Declaration of
Confidentiality. An example is included as Annex G. This signed Declarations of Confidentiality will
remain valid and kept in Eurojust’s files during the whole duration of the contract.

Eurojust requires that all on-site support staff must present a recent certificate of good conduct
issued by national authorities of an EU member state (less than 1 year old) before carrying out
service at Eurojust’s premises.
2.3.1. Procedure to be followed for ordering
1. Eurojust shall send requests for on-demand support to the contractor in writing specifying the
date/time foreseen for the service and the number of hours needed.
2. The contractor shall sent a quote based on the request within the next three (3) working days,
unless another time-limit is agreed with Eurojust;
3. The contractor shall propose an appropriate technician and will provide the name and, if
applicable, car registration number so that Eurojust can arrange access to Eurojust premises
and parking;
4. If the quote is acceptable, Eurojust will issue a Purchase Order (PO) and send it to the
Contractor;
5. The Contractor shall countersign the PO and send it back to Eurojust within 3 working days;
6. Before carrying out services at Eurojust’s premises the technician must sign the Declaration of
Confidentiality and present a certificate of good conduct (as described above). The technician
will be requested to sign timesheets recording the hours of services.
2.4. Rental of interpretation booths and other interpretation
equipment
2.4.1. Interpretation booths
Eurojust will need to rent interpreters’ equipment for simultaneous interpretation, portable
equipment for whispered interpretation (consecutive) and other small equipment facilitating
interpretation services. Eurojust forecasts that approximately three (3) booths with two or three
work stations, for approximately ten (10) days per year will be needed. The equipment could be
used either at Eurojust premises, or at other locations such as congress centres, hotels etc, usually
in The Hague or its close surrounding areas.
The needed equipment includes interpretation booths (one per output language), interpreter
consoles, mixer, transmission system, headset receivers for participants and interpreters,
microphones for interpreters and for participants.
In order to ensure proper quality of the goods, the conference equipment must be in compliance
with CEI/IEC 60914:1988 - Electrical and audio requirements for conference systems or equivalent,
and the booths must comply with the minimum standards - ISO 4043
(http://aiic.net/page/138/mobile-booths-for-simultaneous-interpretation/lang/1) or equivalent,
soundproof interpreters’ booths.
Depending of the specific needs related to each meeting and the equipment already available in the
concerned meeting room, the contractor is expected to advise Eurojust on the necessary equipment
in order to get best results.

The rental price of all the above equipment must include the related transport, delivery, assembly,
insurance, installation including functionality test, dismantling and removal of the equipment
within maximum 2 days. The setup and dismantling times and procedures will be agreed with
Eurojust taking into consideration the time needed for testing before the use of the equipment.
If a technician is required to set up or assist in advanced tasks, this shall be ordered by Eurojust
separately according to Section 2.3 - Audiovisual assistance and on-site support.
2.4.2. Portable equipment for whispered interpretation
Eurojust may decide to rent portable equipment for whispered interpretation (consecutive). It is
estimated that approximately one (1) kit for four (4) days per year will be needed.
The technical requirements and terms for the installation of the whispered interpretation
equipment shall include:
-
One microphone (preferably handheld) per interpreter with a transmitter,
-
1 receiver per participant of the meeting with headphones,
-
Chargers and power supply.
-
Carrying case.
The contractor must ensure compliance of the equipment with IEC914 standard or equivalent.
The rates for the rental of equipment proposed by the tenderer shall be all-inclusive and they must
cover all costs related to work involved including the delivery, training in operation if needed,
functionality test, removal of the equipment within 2 days maximum and insurance. The delivery
times and procedures will be agreed with Eurojust to ensure there is sufficient time to test the
equipment before using it.
2.4.3. Procedure to be followed for ordering
1. Eurojust shall send the request for supplies/services to the contractor in writing specifying the
date and time foreseen for delivery and the needed supplies/services;
2. The contractor shall send Eurojust a quote based on the request within the next three (3)
working days, unless another time-limit is agreed with Eurojust;
3. If the quote is acceptable, Eurojust will issue a Purchase Order (PO) and send it to the Contractor;
4. The Contractor shall countersign the PO and send it back to Eurojust within 3 working days;
5. The goods shall be inspected by Eurojust upon receipt to ensure that they conform in quantity,
quality, price and packaging with the PO.
Each delivery shall be accompanied by a consignment note.

2.5. Short term rental of mobile audiovisual equipment
Eurojust foresees the need to rent audiovisual equipment such as beamers, big screens, audio
mixers, plasma and led screens and other audiovisual related equipment for external and internal
meetings and conferences in The Hague or elsewhere in The Netherlands.
The rates for the rental of equipment proposed by the tenderer shall be all-inclusive and it must
include:
-
all costs related to work involved including the delivery, assembly, installation, maximum
two (2) hours training in operation if needed,
-
functionality test,
-
removal of the equipment within maximum two (2) days,
-
insurance.
The delivery times and procedures will be agreed with Eurojust to ensure there is sufficient time to
test the equipment before using it.
2.5.1. Procedure to be followed for ordering
1. Eurojust shall send the request for supplies/services to the contractor in writing specifying the
date and time foreseen for delivery and the needed supplies/services;

2.6. Operational lease of fixed audiovisual equipment and associated
software service package to test or upgrade specific systems in
certain meeting rooms
Eurojust sees a need for operational leasing of a yet-unknown-range of audiovisual products
(upgrades, new models, new set-ups etc). The operational lease will not be more than 30% of the
total value of the contract (i.e. maximum € 150,000). These products might include DCN Next
Generation discussion system or similar, recording equipment, managing equipment (Crestron or
similar), tablets, LED screens etc. The operational leasing shall include:

all costs related to work involved including the delivery, assembly, de-installation of the
current audiovisual equipment, installation, maximum two (2) hours training in operation if
needed,

insurance,

all consumables like bulbs, filters and optical blocks.
Eurojust does not want ownership of the equipment.
2.6.1. Procedure to be followed for ordering
1. Eurojust shall send the requests for leasing to the contractor in writing specifying the date/time
foreseen and a description of the needed supplies;
2. The contractor will provide a quote based on the request within the next three (3) working days,
unless another time-limit is agreed with Eurojust;
3. If the quote is acceptable, Eurojust will issue a Purchase Order (PO) and send it to the Contractor;
4. The Contractor shall countersign the PO and send it back to Eurojust within 3 working days;
5. Eurojust shall inspect the goods upon receipt to ensure that they conform in quantity, quality,
price and packaging with the PO;
Each delivery shall be accompanied by a consignment note.
N.B. Eurojust has purchased the source code of its current audiovisual systems. Any future
modifications/configurations/changes to the settings or the code itself shall become the property of
Eurojust and no further costs will be accepted during the contract implementation or after the
contract expiration/handover to the future contractor.
2.7. Purchases of IT/technical equipment
This contract includes the possibility for Eurojust to purchase IT/other technical equipment from
the successful tenderer.
The equipment shall include (but not be limited to): Monitors, screens, HD dome camera, beamers,
touch screens, audio and video recorders, bulbs, optical blocks, microphone (with necessary
transmitter and receiver if wireless), microphone stands, photo and video cameras, batteries,
power chargers, ear pads, cables, SD and flash memory cards, loudspeakers, headphones etc.
The tenderer shall supply items under the following minimum conditions:
-
Prices should not exceed the recommended retail price (RRP).
-
The price offered by the tenderer shall include the product itself, all related costs for
delivery, assembly, installation, functionality control, max two (2) hours of training in
operation if needed, and two (2) years warranty as a minimum.
-
The tenderer shall be able to supply any requested equipment within four (4) weeks
starting from signature of the order form by both parties. Any change to the delivery period
needs to be announced in the quotation, accepted by Eurojust and confirmed in the order
form.

2.7.1. Procedure to be followed for ordering
1. Eurojust sends a request for small purchases of IT/technical equipment to the contractor by
Eurojust in writing specifying the needed item from the price list and the quantity.
2. The contractor will provide a quote based on the request within the next three (3) working days,
unless another time-limit is agreed with Eurojust, indicating the delivery date. The contractor is
free to propose alternative equipment when another product is of the same/ a better quality at a
lower price / the same price range.
When proposing alternative equipment, the following rules shall be respected:
-
The alternative equipment should match or exceed the characteristics and functionalities of the
initially requested equipment;
-
The alternative equipment shall be available within four (4) weeks (if not, this must be specified in
the quote);
3. If the quote is acceptable, Eurojust will issue a Purchase Order (PO) and send it to the Contractor;
4. The Contractor shall countersign the PO and send it back to Eurojust within 3 working days;
5. Eurojust shall inspect the goods upon receipt to ensure that they conform in quantity, quality, price
and packaging with the PO.
Each delivery shall be accompanied by a consignment note.
The goods have to be included in the agreed upon pricelist submitted by the tenderer or in the
tenderer’s official price list, if any.
The goods cannot be delivered until approved by Eurojust.
If a technician is required in order to set up or assist in advanced tasks, this shall be ordered by
Eurojust separately according to Section 2.3 - Audiovisual assistance and on-site support.
3. Administration
The tenderer shall identify a project manager within its organisation who will represent the single
contact point for all administrative and operational communication with Eurojust. The project
manager shall have an excellent working knowledge of both written and spoken English. Minimum
level B2 in all categories as per the Council of Europe: Common European Framework of Reference
for Languages (CEF) http://europass.cedefop.europa.eu/en/resources/european-language-levelscefr/cef-ell-document.pdf. Similarly, Eurojust will designate a contact person in the Eurojust
Conference and Events Management Sector in charge of handling contacts with the tenderer.
All communications and exchange of information between Eurojust and the tenderer shall be held
in writing, by fax or email, in English and be addressed to the tenderer’s single contact point and to
the contact person in the Eurojust respectively.

4. Warranty
All the equipment that might be purchased under this contract must include a warranty period of
minimum two (2) years covering any default, degradation or malfunction of equipment. This
warranty service of 2 years is mandatory and shall be included with any price offer/quotation made
under this contract.
In the case a defect of conception or construction, or any other fault would occur during this
warranty period, Eurojust will advise the contractor who shall execute any repair, modification or
replacement within twenty (20) working days (including transport and re-installation if required).
The repair or modification can be executed on-site or at a site decided by the contractor, in any case
all the related fees (transport, handling, etc.) shall be undertaken by the contractor.
If some equipment under warranty cannot be repaired or if it takes more than 20 working days to
repair, it shall be replaced by the exact same equipment, at least until the faulty unit is repaired.
Again all fees shall be undertaken by the contractor.
In the case some equipment must be replaced but is not available anymore from the manufacturer,
the contractor shall propose some alternative equipment matching or exceeding the specifications
of the defective equipment. Eurojust shall give its approval before this equipment can be replaced.
In any case no extra fees will be charged for the replacement of some equipment by another
reference, even if the new equipment is more expensive.
5. Update of equipment and prices
Eurojust is aware that the equipment is subject to a continuous technological evolution. Taking into
account the duration of the contract, some equipment might become obsolete or unavailable before
the end of the contract.
The price lists can be modified (items added or taken out) when requested by any of the parties
after the signature of the contract or its extensions. Prices may be at those times revised
downwards and technological or manufacturers' changes can be made on request of one of the
contracting parties.
Change requests shall be agreed upon as specified in the Model Contract (Annex C).
