complaints filed through mobile phones, website, paper letters, voice phone calls integrated into one system Complete information on all the complaints are available on website Complaints submitted via mobiles have preestablished credentials through mobile number, device IMEI number The complaint data is geo-referenced, thereby providing proof of place & time Use of data encryption ensures secure data transmission and processing Online collaboration enabled due to complete information being available in digital form to all stakeholders with adequate access rights The data captured at source using mobile phones, is processed through an effective evidence handling mechanism Existing Methods Website, paper letters, voice phone calls in disparate databases Parts of information may be available only in paper files Credentials have to be verified manually Origin & location of the complaint has to be separately verified Data encryption can be used Comparatively less efficient ,as need to know supersedes responsibility to share Information is transmitted through paper & online media, susceptible to manipulation 3/19/2016 18 Weaknesses • Adequate Publicity not given– only 7231 vigeyes registered • • • • • till date, out of which 1800 were registered within first 10 days Though some complaints were followed up, better complaint tracking and closure would have prompted more citizens to participate with confidence. Need more clarity in ownership and responsibility for the complete and effective adoption and use of the system Capacity building programs need to be organised continually A Call processing centre is still to be established due to cumbersome tender process and delay in resource allocation Attitudinal changes need to be brought about and can be achieved only through persistence 3/19/2016 19 Going forth to meet the challenges • Preventive Steps • Dedicated PMO to be set up • Ownership to be strengthened • Public involvement to be increased • Corrective Steps • Resource allocation to be improved • Technological glitches to be addressed 3/19/2016 20 What lies ahead….. • Launch Phase II of Vigeyegpms • Collective steps that can be taken • TEAM INDIA • A network of Vigeye volunteers as part of Team India to be built across India in its 600 thousand villages and towns • Concept of sponsorship through CSR to be developed • TEAM ONE WORLD • Interested participants can come together as members of the Task Force to implement the IAACA work plan now with CoSP • Team One world 3/19/2016 21 Come let us TEAM up as ONE WORLD “To use advanced Information & Communication Technology in improving Vigilance and Public Works Monitoring with the active involvement of concerned citizens” 3/19/2016 22 Any questions…. • Thank you • Pl visit http://cvc.vigeyegpms.org for becoming a member of TEAM ONE WORLD
