External and Internal Referees
External referees are individuals external to the University of Toronto and its
affiliated hospitals. External referees should be individuals of appropriate
stature who are able to judge the quality and impact of the candidate’s work.
Internal referees are individuals at the University of Toronto who are usually
neither full nor cross-appointed members of the candidate’s department.
However where Departments are comprised of more than 3 divisions, or
equivalent, the internal referee may be solicited from another division, or
equivalent, within the same department. (Section 4.3.1, pg 29).

The Review Process
A brief oral presentation is made of the candidate’s dossier and rationale for
recommendation indicated
Summary of the individual’s contributions in the three areas for promotion: research,
education/teaching and creative professional activity. Comments on administrative activity,
if applicable
Attention drawn to strengths and weaknesses including problem areas
Any referee or student letters that may be problematic are flagged and recognition in Chair’s
letter noted

Deferral of promotion application
Deferral is where there is insufficient information and documentation to
recommend promotion
The Committee and primarily the assigned reviewers provide clear
comments to compose a set of questions which the Chair is asked to
address in the deferral letter which is sent to the Departmental Chair
The Department Chair works with the candidate and the Departmental
Promotion Committee Chair to address the requests of the deferral letter
In March, the assigned reviewers lead the discussion and review of new
information when the Department Chair attends the deferral meeting.

Deferral
The Committee felt there was insufficient evidence to promote to the rank of
Associate Professor.
Examples of deferral statements

The committee requests additional evidence of excellence in CPA
B.
The Committee found the candidate’s dossier provided inadequate evidence
of national impact of the work and invites additional information
C.
The Committee noted a gap in productivity and asks for clarification
D.
The Committee requests any additional information regarding new
publications or submissions.
E.
The Committee found the candidate promotion dossier lacking sufficient
documentation of impact of research.

Promotion - Recommendation
The Decanal Promotion Committee recommendations are
reported to the Dean by the Chair of the Decanal Promotion
Committee. All negative recommendations are thoroughly
reviewed by the Dean.
There is an appeal mechanism in place which the candidate may
utilize after receiving a denial of promotion.
