The Health and Community Services Workforce Council (Workforce Council) is a peak body for health and community services workforce. We
are leading the way in delivering workforce results since 1992, influencing workforce development, sustainability and innovation across
Queensland’s Health and Community Services Industries.
We provide services supporting the current workforce, and its development into the future through close and skilled engagement with policy
makers, our clients, staff, the broader workforce, the people in their care and their supporters. Our aim is to enable our workforce to be well
researched, informed, planned and developed; as well as connected and resourced to perform. We do this through the following product
areas:
1. Research and Representation – collecting and reporting of key data to represent the industry, promote policy change, target
investment in workforce and skills development, and speak for capacity building within industry and government
2. Workforce Planning – using the evidence to develop a workforce to meet future workforce and service needs in organisations,
communities and sectors
3. Workforce Development – practical strategies to support organisational and individual workforce goals; and
4. Advice and Support – building a strong and sustainable health and community services industry through strategic consulting and
advice services.
Our services are designed to help health and community service organisations to meet the future organisational and service delivery needs
and develop skills and competencies amongst their workforce.

POSITION DESCRIPTION:
Consultant – Human Resource and Workforce
Planning
Position purpose
Work autonomously to develop, maintain and implement Human Resources, Strategic Workforce Planning and Quality Assurance strategies,
policies and practices to achieve organisational outcomes and priorities. These priorities include internal HR functions as well as provision of
external consultancy services in strategic and operational HR and in Workforce Planning; the facilitation of small and large group workshops;
and development of resources.

Work collaboratively across the organisation to co-ordinate planning and delivery in the areas of human resources, workforce
planning, quality assurance and workplace health and safety;
Contribute to the design and delivery of products and services to meet external customer needs focusing on:
o Human Resource Management
o Strategic Workforce Planning
Provide technical human resources advice and support to both internal and external clients in the advocacy for and delivery of
consistent and appropriate human resources activities including: workforce planning, recruitment, induction, performance
management, training and development and industrial relations;
Work with the CEO to facilitate organisational engagement in the planning and delivery of key initiatives including Enterprise
Agreement negotiations and quality accreditation;
Provide support, education and assistance to the management team and external clients in the effective management and
development of staff including grievance and appraisal processes;
Provide technical advice in quality assurance to advocate for, develop and influence organisation policies and systems;
Demonstrate leadership in developing and maintaining effective continuous improvement and information management systems
aligned to the organisational strategic direction and ISO 9001 standards;
Maintain Workplace Health and Safety (WH&S) policies and procedures ensuring compliance with WH&S legislation and risk
management;
Manage WH&S requirements and ensure that appropriate training is delivered to key personnel to ensure a safe and healthy working
environment is promoted by all staff

Skills, knowledge and experience
In this type of role it is necessary to have some or all of the following:
 Ability to establish and maintain effective relationships with a range of stakeholders;
 Experience in the broad range of generalist and contemporary Human Resources practices including WH&S, Industrial Relations,
recruitment and retention and performance management systems;
 Sound knowledge and understanding of workforce planning and development
 Experience in negotiating and implementing Enterprise Agreements;
 Highly developed negotiation and communication skills, including facilitation of adult learning and group processes;
 Knowledge of ISO quality management system and Business Excellence Framework;
 Highly developed problem solving, organisational and time management skills;
 Knowledge and understanding of the health and community services industry or an ability to acquire this knowledge and
understanding.
Qualifications

Relevant tertiary qualifications and/or relevant experience and expertise in human resources management.

associated documentation.
