Monitor 5 THE BENCHMARKS One can think about career guidance in terms of ‘push’ and ‘pull’ factors. ‘Push’ factors are school-based; ‘pull’ factors come from employers. Push and pull complement each other, and Monitor our conclusion from this study is that employer-pull is as important as school-push. Learning from career and labour market information Every pupil, and their parents, should have access to good quality information about future study options and labour market opportunities. Addressing the needs of each pupil Pupils have different career guidance needs at different stages. Opportunities for advice and support need to be tailored to the needs of each pupil. Linking curriculum learning to careers All teachers should link curriculum learning with careers. Encounters with employers and employees Every pupil should have multiple opportunities to learn from employers about work, employment and the skills that are valued in the workplace. Encounters with further and higher education All pupils should understand the full range of learning opportunities that are available to them. Personal guidance Every pupil should have opportunities for guidance interviews with a career adviser, who could be internal (a member of school staff) or external, provided they are trained to an appropriate level. These should be available whenever significant Monitor study or career choices are being made. They should be expected for all pupils but should be timed to meet their individual needs. 18 THE COSTS • Cost of implementing all the benchmarks in a medium-sized school outside London is estimated at £53,637 in the first year and £44,676 per year thereafter. • Equivalent to £54 per pupil from the second year onwards. Monitor • Less than 1% of schools’ budgets. 19 THE BENEFITS Comparing the costs with the benefits, PwC estimate that if one more pupil is prevented from becoming NEET, the avoided cost to the Exchequer would be enough to provide career guidance to Monitor the benchmark level for 280 pupils. 20 BENCHMARKS BENEFITS Manage/ Maintain Interest Monitor Keep Informed 21 THE RECOMMENDATIONS In drawing up our ten recommendations, we followed these principles: 1. Minimise statutory requirements to allow schools the autonomy to produce the career guidance programme that works best for their pupils; 2. Optimise incentives to encourage schools to prioritise career guidance among the many other demands on them; 3. Provide support through the National Careers Service, Monitor which currently has a very limited remit with schools; 4. Improve access to employers so all schools can provide multiple encounters for their pupils with the workplace.
