Behavioral System Enhancement RFP Frequently Asked Questions:
1.
Program Description (pg. 11): Part A states that $250,000 is available. On
that same page, under Funding, it states that the project limit is $200,000. So
am I correct in understanding that $200,000 is the max award, not $250,000?
Correct. There are project area limits and proposal limits. There is a
potential to fund multiple projects in a project area depending on the request
amounts.

Can an agency apply under multiple sub-categories (delineated by number on
the RFP) within a priority area, or should we target a single, specific subcategory?
The RFP states that Lane County will accept one proposal per agency.
3.
In priority area A (Integration of Behavioral Health and Primary Care), are
you targeting the development of new programs or expansions of existing
programs?
We will accept proposals for both the development of new programs and
expansion of existing programs.
4.
Can we apply for $200,000 in each of two years, or is $200,000 the maximum
award regardless of project period length?
Total project funding cannot exceed $200,000.

I understand that you will accept only one proposal per agency. My question
concerns the subcategories listed under each of the three priority areas. For
instance, can a proposed project that seeks to Expand Services (priority area
B) address adolescent substance abuse, ACES, and Children’s System of
Care/Wraparound simultaneously? Or should the proposal be focused on
developing or expanding services within only one of the subcategories listed?
As funding will be allocated per subcategory (project) within priority area, you
will need to determine which priority area and subcategory your proposal
addresses. Your proposal could certainly address how you will impact other
subcategory/program areas within the priority program area, but you must
select only one subcategory within a priority program area. For example, you
could select B.2 – Adolescent substance abuse treatment programs and your
proposal could speak to how B.4 and B.5 mighty also be impacted. Even
though other subcategories may be impacted, you will need to select the
subcategory that most appropriately describes your project.

In the FAQ part of the RFP there is a statement that only one proposal will be
accepted from each agency, but this isn’t stated anywhere that we can find it
in the RFP itself.

Do you know where I could get statistics and information regarding Lane
County/Trillium clients and their behavioral health needs? If you have any
ideas, I would appreciate it.
Trillium staff is not aware of where a proposer could access this data.
According to staff, the needs are really throughout the system, and include
access to therapy, peer services, prescribers, education classes, behavioral
change groups, rural services, substance abuse services for chronic pain,
residential substance use treatment for adolescents, children’s services, older
adult services, etc. Our current system does not have capacity for the
increased membership of OHP.

I have read through the entire RFP and cannot find the answers to the
following questions:
a. What size should the page margins be?
b. Do you have a preferred font?
c. What is the required font size?
There are not required margins, font or font size. Your proposal should be
readable, both online and if printed out.
