ACCESS for ELLs 2.0 Assessments
Florida uses the ACCESS for ELLs 2.0 assessments as a tool to measure
English Language Learners (ELLs) proficiency in English; thus, ensuring the
skills needed in school to achieve at high levels, academically.
ACCESS for ELLs 2.0 is a large-scale test of English language proficiency based
on the WIDA English Language Development (ELD) Standards that form the
core of WIDA’s approach to instructing and assessing ELLs in Grades K–12.
The ACCESS for ELLs 2.0 assessments includes
• ACCESS for ELLs 2.0, a paper-based assessment for Grades 1–12
• Kindergarten ACCESS for ELLs, a paper-based assessment for Kindergarten
• Alternate ACCESS for ELLs, a paper-based assessment for students in
Grades 1–12 who have significant cognitive disabilities

Test Overview
• Kindergarten ACCESS for ELLs is an individually administered, adaptive
assessment designed to take an average of 45 minutes per student.
o The Test Administrator scores all sections, including the Writing test, on site.
• ACCESS for ELLs 2.0 Paper is available in three tiered forms within a
grade-level cluster. Tier refers to the form of the test administered that
roughly correspondences to a student’s position along the second
language continuum: Tier A (Beginning); Tier B (Intermediate); or Tier C
(Advanced).
o Grade-Level Clusters: 1, 2, 3, 4–5, 6–8, 9–12
o The Speaking section is individually administered and scored by the Test
Administrator.
o The Listening, Reading, and Writing sections can be group-administered.
• Alternate ACCESS for ELLs is an individually administered, semi-adaptive
assessment.
o Grade-Level Clusters: 1–2, 3–5, 6–8, 9–12
o The Test Administrator scores all sections.

ACCESS for ELLs 2.0 Results
• Results will provide:
o data useful for charting student progress over time and, for the newly arrived
students, charting progress over the first year.
o information about the language proficiency levels of individual students that
can be used in making decisions regarding exit from English for Speakers of
Other Languages (ESOL) programs.
o useful information about students’ strengths and weaknesses in English.
• Results will NOT be used for:
o grade-level placement
o grade promotion or retention decisions

Students to be Tested
• All students enrolled in the district (grades K-12) and classified ELL, with a
code of “LY” on the 1st day of the test administration window, must be
administered ACCESS for ELLs 2.0.
• Students with disabilities participate in the statewide assessment program
by taking one of the following:
o ACCESS for ELLs 2.0 without accommodations,
o ACCESS for ELLs 2.0 with accommodations, or
o Alternate ACCESS for ELLs
• Important: All determinations regarding participation and
accommodations in the statewide assessment program must be
documented in the student’s IEP or Section 504 Plan, and the student’s
ELL Plan.

Speaking Assessment Scoring Module
There are five Speaking Assessment Scoring Modules that cover the grade-level
clusters (Grade 1, 2–3, 4–5, 6–8, 9–12), which takes approximately 90 minutes
to complete all modules. These modules provide sample student responses for
Test Administrators to practice scoring. The Speaking Quiz is provided in two
grade-level clusters (Grades 1–5 or 6–12). Note: If a Test Administrator is not
administering the Speaking section, the Speaking quiz is not required.

Training and Certification Requirements for Test
Administrators via WIDA Secure Portal
WIDA requires that all Test Administrators score 80% or higher on the
appropriate quiz to become a certified Test Administrator. For some
educators, one or more quizzes are required.

Security Log for each testing room. Anyone who enters a testing room for
the purpose of monitoring a test is required to sign the log.

Test Invalidation Policies and Procedures
District Test Coordinators should advise schools of the appropriate course of
action if invalidation is being considered. Remember that the main purpose
of invalidation is to identify when the validity of test results has been
compromised. A Test Administrator should discuss any situation involving
possible invalidation with the School Test Coordinator, and the situation
should be investigated immediately.

Exemptions for ELLs who are Deaf or Hard-of-Hearing
Students who are deaf and unable to produce spoken language should be
exempted from the Listening and Speaking sections. The teacher of each
deaf or hard-of-hearing student should make a determination regarding
whether the student is able to participate in the Listening or Speaking
sections. Once a determination is made, the student response booklet
should be marked to reflect any exemptions.
If the student is deaf or hard-of-hearing, grid SPD in Box 23 of the student
response booklet to indicate if the student is exempt from the Listening or
Speaking sections of the test.

• Per Test Security Statute, s. 1008.24, F.S., and Florida State Board Rule,
6A-10.042, Florida Administrative Code (FAC), inappropriate actions by
school or district personnel can result in student or classroom
invalidations, loss of teaching certification, and/or involvement of law
enforcement.

Test Security Policies and Procedures
• The security of all test materials must be maintained before, during, and
after test administration. Under no circumstances are students permitted
to assist in preparing secure materials before testing or in organizing and
returning materials after testing.
• After ANY administration, initial or make-up, secure materials (e.g., test
books, passage booklets, test tickets, used worksheets, used work folders)
must be returned immediately to the school assessment coordinator and
placed in locked storage. The Test Materials Chain of Custody Form must
be maintained at all times.

• No more than three people should have access to the locked storage
room.
• Secure materials must never be left unsecured and must not remain in
classrooms or be taken off the school’s campus overnight.
• Secure materials should never be destroyed (e.g., shredded, thrown in the
trash), except for soiled documents.

Test Security Policies and Procedures
Proctors
• School personnel and non-school personnel may be trained as proctors.
Prior to testing, all proctors should be informed or their duties and of the
appropriate test security policies and procedures.
o School personnel duties may include preparing and distributing materials.
o Non-school personnel may assists test administrators during test
administration; however, they may NOT participate in any of the test
administration procedures (e.g., distributing and collecting test materials,
providing accommodations).
• All proctors may help monitor rooms during test administration; however,
they may NOT assist in rooms where their family members are testing.

Test Security Policies and Procedures
Hazardous Materials
• If a used test and answer book is soiled (e.g., with blood or vomit), the
school must notify the district assessment coordinator. At their
discretion, school personnel may transcribe the response into a
replacement test and answer book.
• The damaged test and answer book should then be destroyed or disposed
of in a secure manner (e.g., hazardous waste receptacle, shredding,
burning).

Missing Materials/Test Irregularities/Security Breaches
• Test administrators should report any test irregularities (e.g., disruptive
students, loss of Internet connectivity) or missing materials to the school
assessment coordinator immediately.
o A test irregularity may include testing that is interrupted for an extended period
of time due to a local technical malfunction or severe weather.
• Test administrators should report possible breaches of test security (e.g.,
secure test content that has been photographed, copied, or otherwise
recorded) to the school assessment coordinator immediately.
• For any of the above, the school assessment coordinator must contact the
district assessment coordinator.

Incident Reports
• Within 30 calendar days of the incident, a written report must be
submitted to FDOE. The report must include, as applicable:

coordinator’s office and school personnel,
o how the incident was resolved, and

• Precautions must be taken at testing sites when students are unknown to

Make-up Testing
• Students who are not tested on the regular administration date due to a

Infrastructure Trial
• The Infrastructure Trial test must be run on each workstation prior to the
test administration
o All schools are required to participate in these important trials
 elementary schools must conduct one infrastructure trial for FSA.
