QUESTIONS Related to RFP No. 15_001 for Pharmaceutical Grade
Warehousing Services for Storage of Health Commodities in Ghana
From page 4 of the RFP:
1. In Part B, section B subsection I (1) Selection Criteria states the following: “Proposals
will be evaluated first to ensure that they meet all mandatory requirements. Proposals that
fail to meet these requirements will receive no further consideration. ”
a.
Please confirm that “mandatory requirements” here refers to Part C:
Statement of Work, in which under “Objectives of this work” there is a list of
requirements from 1.1.a-1.1.z, all of which must be fulfilled.
Response: Yes, mandatory requirements also include the Statement of Work and its objectives
from Part C, as well as any requirements stated in Part B such as those included in b) Proposal
Deadline and Requirements, c) Offer Validity, d) Financial Responsibility, and j)
Representations and Certifications. If an element cannot be met, please provide a reason or
alternative.

2. In Part B, section B (i) states that “proof of current authorization with the local
regulatory authorities of Ghana for the warehousing of pharmaceutical grade
commodities” is required in the proposal.

Please confirm that this refers to the following required licenses:
i. Pharmacy Wholesale License (Premises & Business Operation) issued
by the Ghana Pharmacy Council
ii. FDA Storage Premises license issued by the Food & Drugs Authority
(FDA), Ghana
iii. Drug Importers License issued by the Food & Drugs Authority
(FDA), Ghana
iv. Certificate issued by the Ghana Fire Service
v. Environmental Compliance license issued by the Environmental
Protection Agency (EPA)
vi. Factories, Offices and Shops License issued by the Department of
Factories Inspectorate
Response: The first five (i-v) are required, but the last one (vi) is not required.

In Part C under “Objectives of the work”, in section 1.2 there are references to
transport and distribution activities:
a.
Specific responsibilities for the provision of warehousing services include:
To process orders duly authorized by JSI; and to pick, pack, dispatch, and transport
products for such orders, according to the regular delivery schedule and/or special delivery
orders provided by JSI, ensuring that products are distributed based on the FEFO
principle and that orders correspond precisely to draft PODs; Packaging and packing
methods shall comply with offeror’s requirements for ensuring the safety, efficacy, and
quality of the product, and shall be appropriate for distribution in the particular climates
and transport and storage conditions encountered in Ghana.. Orders will be received at
least 48 working hours prior to required dispatch.
b.
Please confirm the scope of services to be provided—will it only be warehousing
or will it also include distribution? Is an expected delivery schedule available?
If there is transport included, will the transport cover only to regional stores or
will it include last mile delivery?
Response: This is an error in the RFP. Transport will be done separately and is not included in
this RFP. The subcontractor will be required to unload within the same day as arrival; approval
must be received if unloading exceeds the work day. The subcontractor will also be responsible
for loading (not dispatch) outbound shipments and is not responsible for transport.
c.
Consolidation of deliveries across programs and product lines could be possible
and may yield cost savings at the health facility level, but these delivery
schedules would need to be shared ahead of time. Rather, consolidation of
deliveries across programs and product lines could be possible and may yield
cost savings, especially for last mile deliveries to primary healthcare facilities,
but would need program as well as delivery schedule alignment.
Response: Transport is not included in this RFP.
