Article – 4 The chief executive is authorized to take such lands as are deemed suitable for fortifications or arsenals for the new colonies. Article – 9 The introduction of foreigners across the northern frontier is prohibited under any pretext whatever, unless the sais foreigners are provided with a passport issued by the agents of this Republic at the point whence the said foreigner sets out. U.S. immigration stopped 3. Article – 10 No change shall be made with respect to the slaves now in the states, but the federal government and the government of each state shall most strictly enforce the colonization laws and prevent the further introduction of slaves. Texas will be exempt from the Decree of 1829 abolishing slavery in Mexico. Austin’s Letter to the officials in Texas 1. "all the municipalities of Texas should unite in organizing a state, under the provisions of the Mexican Federal Constitution of 1824 ... prepare for a refusal of their application by the supreme government. If we do not take matters into our own hands, Texas will be ruined forever." Mexican authorities said Austin committed Treason when he wrote this letter and had him arrested.
