INTRODUCTION These papers are designed to give you as much information as possible to allow you to prepare for the races and to assist you with the planning of your arrival at the race ports. Each port has provided specific information which you will be required to follow. The Arrival Arrangements for Barcelona should be studied very carefully. Further detailed information will be provided later for follow-on ports. Because of the volume of paper that will build up as the races begin, it is strongly recommended that each vessel appoints one officer to be responsible for the paperwork. He should advise the Captain/Master on what affects him. He should ensure that everyone on board gets the maximum benefit from the many invitations and arrangements that have been made for the vessels taking part. Liaison Officers will be available in each port to come on board and assist in the interpretation of the papers issued by that particular port. 2. OFFICIAL DOCUMENTS In addition to these Arrival Arrangements, you are reminded that the following documents are available to be downloaded from the Captains’ Page on our website at www.tallshipsraces.com/captainspage 2.1 Racing & Sailing Rules and Special Regulations - 2012 Edition These are the official Rules governing the race and incorporate Special Regulations. If you have an earlier edition, destroy it! Copies of the Rules are also available online on the Captains’ Page at www.tallshipsraces.com/captainspage 2.2 Advance Notice The Advance Notice was published in April this year and is to bring you information about the plans made so far for the Lycamobile Mediterranean Tall Ships Regatta 2013 and associated events. This is also available online at www.tallshipsraces.com/captainspage 3 2.3 Captains’ Manual Each host port will produce a Captains’ Manual that will have full details of the arrangements in their port. A printed copy will be issued to each ship in the previous port, but the Captains’ Manuals will be available in advance on-line on the Captains’ Page at www.tallshipsraces.com/captainspage 2.4 Crew Lists Rule 12.1 of the Racing & Sailing Rules 2012 Edition explains the requirement. Captain/Masters are reminded that no vessel may start a Sail Training International Race until her Crew List has been handed in to the Sail Training International Race Office. Please remember the age rules and how they affect your vessel and no person under the age of 15 is to be on board during a race, cruise-in-company or associated events. The official deadlines for arrival in port are as follows, and there are penalties for being late: 2.5 Barcelona - 1200 Hrs (local time) Saturday 21 September Toulon - 1200 Hrs (local time) Friday 27 September La Spezia - 1200 Hrs (local time) Friday 4 October Vessel Life Saving Appliances Check List It is essential that the Captain/Master completes the Vessel Life Saving Appliances Check List and hands it in to the Sail Training International Race Office in Barcelona and Toulon within 12 hours of the stated deadline for arrival in port as published. Failure to do so will incur a Standard Time Penalty or lead to disqualification. 2.6 3. Sail Training International Memorandum on Safety RACE PENNANTS RACE PENNANTS WILL ONLY BE ISSUED TO A VESSEL ONCE A COMPLETED CREW LIST AND VESSEL LIFE SAVING APPLIANCES CHECK LIST ARE RECEIVED BY THE SAIL TRAINING INTERNATIONAL MOBILE RACE OFFICE AND THE VESSEL HAS PASSED ITS INSPECTION. 4. SHIP’S ENVELOPE On arrival at Barcelona and Toulon, Captains/Masters are to report to the Sail Training International Race Office and collect their ship’s envelope. Vessels that have done Race 1 and are also taking part in Race 2 must collect a second envelope in Toulon. These envelopes will contain: 4 4.1 Sail Training International Sailing and Communications Instructions This document includes information about the race start and a list of vessels taking part. An updated communications schedule will be issued at the Captains’ Briefings in Barcelona which will be held at 1500 hrs on Monday 23 September, in Toulon at 1100 on Sunday 29 September and in La Spezia at 1500hrs on Sunday 6 October. 4.2 Race Declaration Forms A Race Declaration form must be completed, signed where indicated and handed in to the Sail Training International Race Office as soon as possible after finishing the race and arrival at Toulon and La Spezia. Failure to do so will result in the vessel receiving a Standard Time Penalty or being treated as having failed to complete the course. It is the Captain/Master’s responsibility to ensure that the Race Declaration Form is delivered to the Sail Training International Race Office. 5 SECTION 2 BARCELONA SATURDAY 21 SEPTEMBER to TUESDAY 24 SEPTEMBER 1. Charts and publications. It seems advisable to remind here the definition of nautical chart as it appears in Chapter V regulation 2 of the SOLAS Nautical chart or nautical publication is a special purpose map or book, or a specially compiled database from which such a map or book is derived , that is issued officially by or on the authority of a Government authorised Hydrographic Office or other relevant government institutions and is designed to meet the requirement of marine navigation*. *Refer to appropriate resolutions and recommendations of the International Hydrographic Organisation concerning the authority and responsibility of Coastal States in the provision of charting in accordance with regulation 9. Charts, the use of which is recommended, are: Spanish Hydrographic Institute charts: 489A INT3184 (Approaches to the Port of Barcelona, scale 1:25.000) and 4891 INT 3185 (Port of Barcelona) or equivalents charts published by a Government Hydrographic Office (for example Admiralty charts). Electronic Navigational Charts: (ENC) ENCES400488 (southern approach); ENC ES400489 (northern approach); ENC ES504891 (port of Barcelona). Note: the tidal range in Barcelona is not exceeding 30cm 2. Arrival to Barcelona The berthing places assigned to the participating ships are located in the Port Vell of Barcelona. The quays that will be used are named (on the nautical chart) Barcelona (north side), Drassanes and España 15B. The berthing plan is attached to the Captain’s Manual. 3. Frequencies, call signs and procedures The port of Barcelona employs the following VHF channels: - Channel 10 VHF Call “Barcelona Traffic” 1 hour before the ETA - Channel 14 VHF Call “Barcelona Pilots” when at 2 miles from the entrance - Channel 16 VHF Safety and emergency - Channel 67 VHH Reserve channel See also the appropriate volume of the “Radio signals” published by the Spanish Hydrographic Institute and the Admiralty List of Radio Signals volume 1 part 1 and volume 6 part 3. 4. Pilots A vessel, with a length of 50m and above, has to request pilot for entering the port. This service is free for the Tall Ships participating in the Mediterranean Tall Ships Regatta 2013. 5. Tugs The tugs assistance is free; ships needing for it have to indicate this on the LOGISTIC REQUEST FORM (that was sent to each ship in January 2013) and confirm the request calling Barcelona Traffic before entering the port (see paragraph 3 above). 6 6. Vessel’s E.T.A In order to give vessels the appropriate assistance, the organisation requires to be informed about the ETA. Please send as soon as possible an email to msalvado@fnob.org 7. Immigration. All crew members must have their National Identification Card or passports. If they do not belong to the European Union must have, beside, the appropriate Visa. Schengen VISA, that are valid for Barcelona Toulon and La Spezia, should have been already obtained in the own country. Military vessels crews are exempted from this formality. 8. Customs Ships from countries not belonging to the European Community that have to get on board or to land material or equipment from or to other countries must communicate it to Customs Service through the Liaison Officer designated by the STAE Coordination Centre. 9. Bunkering Class A ships that have so requested will be bunkered at their berthing place with naval or terrestrial means as appropriate. Liaison Officers will inform about this. Class B,C and D ships have to reach the gas stations indicated on the berthing plan, having previously informed the Liaison Officer. 10. Fresh water and electricity. Fresh water will be available at the berthing places for all classes of ships. The electricity will be available for all Class B, C and D ships. Class A ships will have to make use of their on board generators. 11. Waste There will two types of waste collection: ashore containers and collection from the sea with naval means that will pass by the ships periodically. At the arrival there will be an initial waste collection both for solid and liquid waste. 12. Pollution Oil pollution legislation imposes strict control over the discharge of oily mixtures. Any vessel causing or sighting such pollution is obliged to immediately report all details to the port authorities. The Liaison Officer should be informed. 13. Fenders and gangways All quays are fitted with black tick fenders. Those ships that will be Mediterranean moored have to use their own fenders on the sides. Gangways need, if any, should be requested as a special additional item when filling out the LOGISTIC REQUEST FORM. The port will put in place pontoons to facilitate the disembark and the re- embark of the personnel of the small units. 14. Logistics As said above the ships have to fill out the LOGISTIC REQUEST FORM and send it to msalvado@fnob.org In addition to this general logistic information are contained in the Captain’s Manual. The assigned Liaison officer will be briefed in order to meet the ship requirements at the best. 7 15. Security The area of the port where the ships are berthed is normally open to the public as it is integral part of the town of Barcelona. In the Barcelona quay, anyway, it is possible to implement the ISPS code. If one ship has to implement security measures, the ship security officer should notify this need to the Port Authority Security Officer. The Coordination Centre of STAE may assist. 17. SHIPS’ MAIL The fleet’s last full day in port: Monday 23 September. Immigration Crew members or every person on board not belonging to the Schengen area or the European Union must take the entering formalities at the first port of entry in the Schengen area. If they didn’t take it, they have to indicate it in order to take it in Toulon. In that case, they could be possibly submitted to the entrance visa in the Schengen area (this visa can be charged depending on their origin) (refer to the table annexe) For the crew members or embarked persons leaving the Schengen area in Toulon and who have taken the entering formalities, there are formalities to accomplish with Customs for the exiting too The organization will facilitate their relations with Customs Administration 8.
