THE GENERAL ASSEMBLY,

Recalling the United Nations General Assembly resolution 62/7 of 13December 2007 on promoting democracy based on support of United Nations system and efforts of governments,

Also Recalling the 2005 World summit Outcome in particular paragraphs 138 and 139 thereof,

Further recalling the United Nations General Assembly resolution 60/253 and 61/226 of 23 August 2007 on assistance provided by the United Nations system to promote democracy,

Reaffirming the Charter of the United Nations, especially about the principles and purposes of recognizing human rights, rule of law and democracy are closely linked and thus inseparable,

Believing democracy is vital for securing human rights, preventing wars and terrorisms,

1. Urges all member states to terminate economic and military actions that support anti-democratic powers which are dominant in some regions in the world;

2. Recommends the Secretary-General to review the effectiveness of ongoing United Nations projects including the

United Nations Democracy Fund Project, International Day of Democracy, ICNRD, etc;

3. Recommends relevant NGOs, civil projects and media groups to create and proceed projects in terms of public relations for the purpose of education and raising public awareness for UN-oriented democracy promotion programs including International Day of Democracy, Universal Declaration of Democracy, etc;

4. Encourages the Secretary General and United Nations to form a United Nations Democracy Monitor Group with the purpose of determining the actual level of democracy that is achieved and raising public awareness on the notion of democracy by but not limited to: providing specific guidelines for election and voting procedures, bearing responsibility as a consultative advisory board in terms of continuing democratic administration;

5. Suggests all member states, especially those who have already achieved considerable economic development and democracy, to support and participate in a financial aid project which is based on principles of but not limited to: a. subsidizing nations that encounter hardships in terms of reaching democracy and basic economic and industrial development, b. reviewing the decision regarding subsidy when there exists an official request from nations of financial subsidy, c. deciding the level of subsidizing on efforts to purely achieve democracy, made by nations which are both in transition in democracy and subject to subsidy, which can be determined by recognized monitoring done by organizations such as Freedom House, or recognized universal democracy criteria, d. subsidizing in regular terms if actual improvement of democracy and promotion of human rights are seen and determined by United Nations Monitor Group;
