THE CONSTITUTION OF THE VAYFL
YOUTH FOOTBALL LEAGUE, INC.
ARTICLE 1
NAME
The name of this organization shall be the Virginia Youth Football League.
ARTICLE 2
DEFINITIONS
For purposes of this Constitution, the following specified words shall have the indicated meanings:
2.1. The "League" shall be the Virginia Youth Football League Inc.
2.2. An "Association" shall be any association or organization, which is a member of the League.
2.3. The "Officers" shall be the officers defined in Article 6 known as the Executive Board.
2.4. A "Field Commissioner" shall be the person designated by each Association to perform on behalf of
such Association the duties set forth in Section 5.2.
2.5. Each Association's Field Commissioner shall be collectively referred to as the "Board."
2.6. A "VAYFL Meeting" shall include any regularly scheduled meeting, any special meeting, any
emergency meeting, any committee meeting and any clinic, which an Association's Field
Commissioner or designee is required to attend.
2.7. Each Association's football team and cheerleading squad shall be referred to individually as a "Team."
2.8. Each child participating on an Association's football or cheerleading Team will be referred to as a
"Participant."
2.9. A "season" shall include all games scheduled by the League including all post-season games, and
shall be deemed to commence the first day of practice.
2.10. The "Participant Code of Ethics" shall be the form attached hereto as Addendum I.

2. 11. The "Coach Code of Ethics" shall be the form attached hereto as Addendum 2.
2.12. The "League Roster Form” shall be the form attached hereto as Addendum 3.
2.13. The "Serious Incident Report" shall be the form attached hereto as Addendum 5. This form must be
completed by the Field Commissioner (within 48 hours of the incident and sent in writing to the
designee specified on Addendum 5 on each accident/injury), whether claim is submitted to
insurance carrier or not.
2.14. A "Roster" shall be an Association's listing of its Participants and all coaches, including assistant
coaches, on the League Roster From.
2.15. “Roster Night"" shall be the date, time and location designated by the Commissioner for submission
by Associations of their respective verified Rosters and payment of all League dues and fees.
2.16. “Check-in" shall be the procedure established by the League and performed by the Associations
before each game to confirm the identity of the Participants on each competing Association Team
and to confirm that each Participant's weight is in compliance with the Age Schedule. Check-in
shall be conducted in accordance with Section 12.5.4.
2.17. “Proof of Age" shall be a current Virginia DMV identification card within 5 years from issue, US
Passports or Military ID and any other document that is deemed acceptable by the Commissioner.
2.18. Any reference to “in writing" in this document shall be defined as either a written letter or e-mail.
ARTICLE 3
PURPOSES
3.1. The stated purposes of the League shall be:
3.1.1. Civic service through an organized effort of the individuals to train and develop, both
mentally and physically, today's youth through organized football and cheerleading; and
3.1.2. To develop high character and moral standards; to develop a sense of competitiveness and
fair play; to develop a respect for authority; to help one's fellow man; and to develop a
love of God and country.
3.2. The League shall operate as a tax-exempt organization under IRS Section 501 (c) (4), contributions to
which are not tax deductible.

ARTICLE 4
MEMBERSHIP
4. General Provisions.
4.1.1. Each Association’s Field Commissioner, directors, coaches and members must maintain a
high standard of conduct and integrity during meetings and/or any VAYFL event in order to
maintain its membership in the League.
4.1.2. No Association shall cause any harm to the League by its own conduct.
4.1.3 The League must carry General Coverage Insurance for a minimum of 1 million and must
provide proof annually to Insurance board member before the first scheduled game.
4.2. All New Applicants for Entry into the League.
4.2.1. Any association, organization or individual that desires to become a member of the League and
abide by this Constitution may apply for membership in the League.
4.2.2. All applicants to the League must be presented to the commissioner in writing. All applicants to
the League must be approved by a two-thirds vote of the Associations at a VAYFL Meeting held no later
than the close of the calendar year proceeding the first season in which the applicant will participate. All
applicants will be on a one (1) year probation period.
4.2.3. Any organization seeking membership in the League will not use any Association rosters
and/or information obtained for the purpose of registration to solicit new members. Disciplinary
action to include, but not limited to, ineligibility and will have membership refused.
4.2.4. No Association can solicit players by any unethical means such as: promising tuition fees to be
exempt or any other financial exemptions to be used to influence that player/Parent or Guardian to be
rostered with their Association. Any disciplinary action to be determined by the Commissioner.
4.2.5 Any organization having one varsity team shall have one main Field Commissioner to represent
their team.
4.3. Membership Fees.
4.3.1. The Elected Board shall determine the amount of all League dues and fees (including but
not limited to membership/roster dues and insurance fees), all such dues and fees being
consistent with the League's purposes and basic needs.
4.3.2. No Association may receive a refund for any dues and fees paid.
4.4. Association Colors.
4.4.2. An Association shall not change its Team colors without approval of the Commissioner.
4.4.1. Each Association shall adopt colors for its Teams that shall be approved by the

Commissioner.
4.5. Loss of Association Membership.
4.5.1. If during the calendar year the Commissioner finds that an organization has committed
violations of Section 14.3. Or two violations of Section 14.4., such Association shall lose
membership in the League, unless the Board rules otherwise. The Commissioner will
notify by mail (or e-mail) the Field Commissioner or President of the Association within
seven (7) days of infraction.
4.5.2. An Association, which fails to pay any assessed fine by the time specified by the
Commissioner, shall lose its membership in the League at the end of the season, unless
the Board rules otherwise.
4.6. Association Re-Admission.
4.6.1. If the Board fails to rule favorably pertaining to an Association retaining its membership
that Association must pursue membership as a new applicant: Any team losing
membership in the League must pay a re-admittance fee of one hundred dollars
($100.00). All privileges of an Association shall be suspended until the League receives
the re-admittance fee.
4.6.2. In order to be accepted for membership for the following year, an Association seeking readmission must submit an application with the League at or before the December meeting
of the year in which the violation occurred in accordance with this Constitution.

ARTICLE 5
THE BOARD AND THE FIELD COMMISSIONERS
5.1. General.
5.1.1. The Board shall be the governing body of the League and shall approve, establish, and
administer all policies of the League
5.1.2. The Executive Board shall be the supreme court of the League. It will hear all decisions
appealed from the Board and make a decision from which there is no appeal.
5.2. Field Commissioners.
5.2. L. Each Association shall be represented at all League meetings by its Field Commissioner,
its alternate Field Commissioner, or a member of the Association’s Board of Directors.
5.2.2. An Association's Field Commissioner shall be a member of such Association's Board of
Directors.
5.2.3. An Association's Field Commissioner, alternative Field Commissioner, or a member of the
Association’s Board shall be the League's representative at all League games.
5.2.4. A coach may not serve as an Association’s primary Field Commissioner.
5.2.5. The Commissioner may discipline any Field Commissioner for unsportsmanlike conduct,
as determined by the Commissioner, and report in writing.
5.2.6. Each Association shall be represented by a Field Commissioner, alternate Field
Commissioner or a member of the Association’s Board of Directors at the Championship
Games regardless of whether or not a Team of such Association is participating in the
Championship Games. If an Association fails to be so represented, such Association shall
pay to the League a penalty of one hundred dollars ($100.00).

ARTICLE 6
THE OFFICERS AND THEIR DUTIES
6.1. The League shall have the Officers set forth in this Article 6. All terms of office for Officers shall be
one (1) year commencing January 1 of each calendar year.
6.2. The Commissioner.
6.2.1. There shall be a Commissioner who shall serve as the League's Chief Executive Officer
and who shall direct the administrative functions of the League.
6.2.2. The Commissioner shall be a voting member of the Elected Board and the Executive
Committee
6.2.3. The Commissioner shall be the administrative head of all special and standing committees
except the Nominating Committee.
6.2.4. The Commissioner need not be a member of any Association. The Commissioner may not
serve as the athletic director (or equivalent position) of any Association nor serve as a
coach for any Association.
6.2.5. The League shall reimburse the Commissioner for all expenses incurred by the
Commissioner in the performance of Commissioner Duties as long as proper
documentation is submitted in writing to the elected board. Any expenses over $500 or
recurring expenses totaling over $500, must be approved by the Elected Board prior to
the expense otherwise the Commissioner will pay the overage.
6.2.6. Enforcement of Functions.
A. the Commissioner shall direct the enforcement functions of the League. He shall
investigate all alleged violations of this Constitution and shall determine all
disciplinary actions and when all such disciplinary actions shall take effect, in
accordance with the provisions of Article 11. All disciplinary action taken by the
Commissioner including fines, suspensions, exceptions or other actions will be
reported to the Secretary in writing at the time of the action.
B. Any items not covered in the Constitution will be handled by the Commissioner who
will issue a directive in furtherance of the Constitution. The directive must be sent to
the Secretary and Director of Operations in writing at the time of issuance. Each
directive issued by the Commissioner will be maintained by the Secretary and
presented to the Board in writing for consideration into the Constitution. If the
directive is not affirmatively elected into the Constitution, the Commissioner may not
issue a similar directive without a vote of the entire Board.
6.3. The Assistant Commissioner.
6.3.1. There shall be an Assistant Commissioner who will perform the duties of the
Commissioner in the event of the Commissioner's absence, vacated position, death, or

disability.
6.3.2. The Assistant Commissioner shall perform such other duties as shall be designated by the
Commissioner.
6.3.3. The Assistant Commissioner need not be a member of any Association. The Assistant
Commissioner may not serve as the athletic director (or equivalent position) of any
Association nor serve as a coach for any Association.
6.4. The Director of Operations.
6.4.1. There shall be a Director of Operations of the Board who shall preside at all VAYFL Meetings.
6.4.2. The Director of Operations shall determine, with the Elected Board's approval, any
committees necessary to carry out the purposes of the League, and shall appoint the
Chairperson and committee members of all standing and special committees provided for
in this Constitution.
6.4.3. The Director of Operations shall be an ex-officio member of all Board committees
(including but not limited to the Executive Board), and a ex-officio member of the
nominating committee.
6.4.4. The Director of Operations shall recommend a replacement to the Board for approval for
all other officer vacancies.
6.5. The Assistant-Director of Operations.
6.5.1. There shall be a Assistant-Director of Operations who will perform the duties of the
Director of Operations in the event of the Director of Operations’ absence, death, or
disability.
6.5.2. The Assistant-Director of Operations shall perform such other duties as shall be designated
by the Director of Operations.
6.6. The Secretary and Assistant Secretary
6.6.1. The Secretary will be responsible for maintaining all directives issued by the Commissioner
and reporting them to the Board at the next meeting. The Secretary will also be
responsible for reporting to the Board in writing at the next meeting following such
disciplinary actions, fines, exceptions or other actions taken by the Commissioner or his
designee(s). The Secretary will also be responsible for notifying, in writing, the Board of
an upcoming meeting along with sending out an agenda.
6.6.2. There shall be an Assistant Secretary of the Elected Board who shall fulfill the duties of the
Secretary when he/she is unable to perform.
6.7. The Treasurer.
6.7.1. There shall be Treasurer of the Elected Board who shall receive and disburse funds as

approved by the Board. The Treasurer shall keep an accurate record of the League's
financial transactions and shall present a written report at each VAYFL meeting.
6.7.2. The Treasurer shall be the Chairperson of the Budget Committee.
6.8. Other Officers
6.8.1. There shall be an Assistant Commissioner of Cheerleaders who shall serve as the League's
Chief Executive Officer of Cheerleaders, and such person will answer to the Elected
Board and Commissioner on all actions taken.
6.8.2.
There shall be a Commissioner of Officials who shall serve as the League's Chief
Executive Officer of Officials, and such person will answer to the Elected Board and the
Commissioner on all actions taken, and will act as liaison between the League and the
VHSL.
6.8.3. The Commissioner may, but shall not be required to, appoint Director(s)-at-Large who
shall perform such duties as may be designated from time to time by the Commissioner.
Director-at-Large is a non-voting position and is not a member of the Elected Board. The
Commissioner shall report in writing the appointment to the Board, the assignment of the
Director-at-Large, the duration, provide an explanation for the appointment and it will be
reflected in the next Board minutes.
ARTICLE 7
THE EXECUTIVE BOARD AND ITS DUTIES
7.1
The Executive Board shall consist of no more than seven (7) members and no less than three (3)
members. The Director of Operations will preside over the Executive Committee.
7.2. The Executive Board shall report to the Elected Board.
7.3. The Executive Board shall be appointed per the guidelines or article 8.2.
7.4. The Executive Board shall hear any appeals from a ruling of the Commissioner and or Board. The
Executive Board shall inform the Commissioner of its decision concerning any such appeal and
shall notify in writing the Board, all affected individuals and Associations of its decision.
7.5. The term of office for the members of the Executive Board shall be for life, commencing July 1st.

7.6. The Director of Operations of the Executive Board or the Commissioners may call a meeting of the
Executive Board with at least three (3) days notification.
7.7. A majority of the Executive Board present shall constitute a quorum.

ARTICLE 8
NOMINATIONS, ELECTIONS AND VACANCIES
8.1. Vacancies.
8.1 Vacancies.
A. In the event of a vacancy in any offices then the assistants shall automatically
become the Director. The office of Assistant shall then be considered vacant.
B. In the event of a vacancy in the office of Commissioner, the Assistant Commissioner
shall become the Commissioner. In the event there is no Assistant Commissioner, the
Director of Operations shall assume the duties of Commissioner until such time as a
new Commissioner is appointed.
C. In the event of a vacancy in any Officer office other than the Director of Operations or
the Commissioner, the office shall be filled at the next VAYFL Board Meeting.
Nominations for any such vacancy will be taken from the floor.
8.2. Executive Committee Nominations, Elections and Vacancies.
8.2.1. Each Association may nominate two (2) nominee for election to the VAYFL Board no later
than the May VAYFL Meeting. Biographical information should accompany the
nomination.
8.2.2. An Executive Board member can be a member of any Association. No Executive Board
nominee may be a member of the Board. No Executive Board member may serve as the
athletic director (or equivalent position) of any Association or serve as a coach for any
Association.
8.2.3 The Executive Board members are appointed by the Commissioner, Assistant
Commissioner or the Director Of Operations. The appoints shall be for life. Removal of
an Executive Board member shall require majority vote of the existing Executive board.
8.2.4. If required, a vacancy shall be filled at the next regular or special VAYFL meeting.

ARTICLE 9
VAYFL MEETINGS
9.1. The Board shall meet monthly, with emphasis placed upon regular attendance.
9.2. If an Association is without representation at two (2) consecutive VAYFL Meetings or a total of three
(3) VAYFL Meetings in a calendar year, that Association will be fined one hundred dollars
($100.00) and will lose its voting privilege at its next attended VAYFL Meeting and must pay the
fine at that meeting or until its fine has been paid, whichever period is longer. The Association
will be fined one hundred dollars ($100.00) for each additional VAYFL Meeting missed and
again will lose its voting privilege until its next attended VAYFL Meeting and must pay the fine
at that meeting or until its fine has been paid, whichever period is longer. The League will be
required to notify the Association’s President (or equivalent) and Field Commissioner in writing
of its missed meetings status at least one week before the next regular Board Meeting. The
VAYFL Roll book shall be the only method of determining Association attendance.
9.3. The Commissioner may call special meetings of the Board.
9.4. A majority of the Associations shall constitute a quorum for the transaction of business at any
VAYFL Meeting.
9.5. Each Association shall be entitled to one (1) vote on each matter submitted to the Board for a vote.
9.6. The most recent version of Roberts Rules of Order shall govern the proceedings of all VAYFL
Meetings.

ARTICLE 10
BOARD COMMITTEES
10.1 If need be (by majority vote) there shall be the following standing committees of the Board as
appointed by the Commissioner: the Age Committee, the Scheduling Committee, the Budget
Committee and the Constitution Committee.
10.2 The Age Committee shall consist of no more than eight (8) members with a minimum of one (1)
from each League division. This committee shall review the age structure of the League and shall
submit any recommendations for changes in writing to the Board for approval.
10.3. The Scheduling committee shall consist of no more than eight (8) members
10.4. The Budget Committee shall be chaired by the Treasurer and shall consist of no more than eight (8)
members. This committee shall present a typed copy of a budget in writing to the Board for
approval by the March VAYFL Meeting.
10.5.1. The Constitution Committee shall consist of no more than eight (8) members. This
committee shall review the structure, including guidelines for football rules, of this Constitution
and shall submit any recommendations for changes to the Board for approval.

ARTICLE 11
DISCIPLINARY ACTIONS AND APPEALS
11.1. Disciplinary action shall be taken by VAYFL against any individual and/or Association found guilty
of violating this Constitution. It shall be the responsibility of the Commissioner or his designee to
investigate the alleged violations and determine the disciplinary action, if any, that is warranted.
11.1.1. It shall be the responsibility of the Commissioner, to investigate any alleged violations by the
Field Commissioners and determine disciplinary action, if any, that is warranted. All disciplinary
action taken by the Commissioner must be reported to the Secretary and to the Board at the time
of the action. The Commissioner must notify the Director of Operations in writing of any
disciplinary action at the time of the action.
11.2. An Association may submit a complaint alleging a violation by another Association and/or
individual of this Constitution to the Elected Board. Any such complaint shall be in writing and
shall be submitted within seventy-two (72) hours of the alleged violation otherwise it will not be
accepted. Any such complaint shall be accompanied by a complaint bond of two hundred dollars
($200.00) before the alleged violation can be investigated.
11.3. The Commissioner shall also have the authority to investigate and act upon any perceived violation
of this Constitution he or she witnesses without written notification from an Association.
11.4. During the course of the investigation, the Commissioner shall obtain written statements from the
complainant and respondent, including written statement from all witnesses named by the parties.
Only the Commissioner shall summarize in writing his findings of fact. Once the Commissioner's
investigation or that of his designee's has been concluded, no additional evidence shall be allowed
by any affected party, including all party's witnesses. Based on the evidence or lack of evidence
obtained during the investigation, the Commissioner shall make a written determination whether
a violation of this Constitution has occurred. The Commissioner shall recommend the type and/or
extent of disciplinary action to be taken. This disciplinary action shall not exceed a monetary fine
of four hundred dollars ($400.00) and/or suspension of the team or individual being duly found in
violation of this Constitution. In case of an Association, the Commissioner shall recommend
suspension of the Association, subject to the approval of the Board. The Commissioner shall
notify in writing all affected individuals and/or Associations, the Field Commissioner and the
President (or equivalent) of the affected Association, the Board, and the Executive Committee of
his findings, all disciplinary measures imposed, when all fines shall be paid to the League, the
right of appeal, and by reference, the applicable appeal procedures. The Commissioner may
notify by telephone the Field Commissioner and the President of the affected Association pending
receipt of the written ruling.
11.5. The Commissioner shall rule on all complaints within seven (7) days after receiving the written
complaint, provided that, during the playoffs, this seven (7) day period may be waived so that the
complaint can be resolved prior to the next playoff game.
11.6. Should the complaint be resolved in favor of the complaining Association, the complaint bond shall
be returned in full to the complaining Association. Should the complaint be resolved in favor of
the accused Association, the complaint bond shall be disbursed as follows: One hundred dollars
($100.00) shall be paid to the accused Association and One hundred dollars ($100.00) shall be
paid to the League.

11.7. A party may appeal the Commissioner’s ruling to the Board. The appeal of the Commissioner’s
decision must be submitted in writing within ten (10) days to the Director of Operations of the
Board. An appeal bond of one hundred dollars ($100) must be posted with the Treasurer before
the Board will hear an appeal. The Commissioner shall immediately notify the Board in writing
of any such appeal. The Board will notify the individual and/or Association in writing of its
decision after hearing the appeal. Should the appealed Commissioner’s ruling be upheld in full, it
may be appealed to the Executive Board (see 11.8).
11.8. The Commissioner or any party may appeal a decision of the Board to the Executive Committee.
Any such appeal must be submitted in writing within ten (10) days following the Board’s
decision. An appeal bond of fifty dollars ($50.00) must be filed with the Treasurer before the
Executive Committee will hear any such appeal. Except that if the Commissioner is filing the
appeal, the appeal bond is waived. The Executive Committee will notify in writing the individual
and/or Association, as well as the Secretary of its decision after hearing the appeal. Should the
appeal Board ruling be upheld, the appeal bond shall be forfeited to the League. However, if the
Executive Committee alters the ruling in any manner, all appeal bonds shall be returned to the
party who posted such bonds.
11.9. All appeals must be adjudicated within seven (7) days after receiving appeal. The seven (7) days
will be waived during playoffs so the next game can be played.

ARTICLE 12
PARTICIPANT AND COACH ELIGIBILITY
12.1. Participants
12.1.1. A parent or guardian of each Participant must have their child and themselves, agree to
abide by this Constitution by signing the Participant Code of Ethics.
12.2. Coaches
12.2.1. Each Association coach must agree to abide by this Constitution by signing the Coach
Code of Ethics
12.2.2. Each Association coach must attend a football rules clinic sanctioned by VAYFL.
12.2.3. Any additional alternate Field Commissioners assigned by the Association must attend a
football rules clinic sanctioned by the League and must agree to abide by the rules of this
Constitution by signing the Coaches Code of Ethics.
12.2.4. All coaches will be responsible for their team to have proper equipment on at all times. As
defined by the current edition of the V.H.S.L rule book.
12.3 Compositions of Associations.
12.4. Rosters.
12.4.1. In order for any Association Team to be eligible to participate in any League game, such
Association shall submit to the League on Roster Night a Roster of the Participants on
such Team. If an Association has not timely submitted all of its completed rosters by
roster night that Association shall forfeit all of its games until all team rosters are
complete.
12.4.2. Prior to submission of Rosters on Roster Night, the Commissioner shall assign a designee
to review and approve each Association's Rosters, Proof of Age for each Participant, a
current facial photo of each Participant (in the form of a current DMV ID or any other
approved documentation as deemed acceptable by the Commissioner), and properly
signed Code of Ethics for each Participant. An approved roster is defined as the
designee's initials in each of the participant's Proof of Age column, initials in the Code of
Ethics column, the printed name and signature of the designee as well as the VAYFL seal
(the Proof of Age and Code of Ethics columns must be initialed for all players) submitted
on the Official VAYFL approved Roster Form for that year. A designee shall be defined
as an Elective or Executive board member only, assigned at the start of the season by the
Commissioner.
12.4.3. In order for a child to be a Participant on a Team, he or she must be on such Team's
Roster by the first League scheduled game or sanctioned scrimmage. A child may
become a Participant on a Team after the first League scheduled game or sanctioned
scrimmage but only with the Commissioner’s approval. The involved Association may
appeal the Commissioner's decision on behalf of such child.
12.4.4. Notwithstanding the foregoing provisions of this Section 12.4., any child wishing to

become a Participant on a Senior division Team may do so prior to the third game of the
season, but only with the approval of Commissioner. The involved Association may
appeal the Commissioner's decision on behalf of such child.
12.4.5 An Association wishing to form a J.V. team within a League division must first register at
least thirty-five (35) participants within that division. (Example 10U majority all 9s, new 10s with
the commissioner approval)
12.4.6. If a child plays school football other than tryouts during the current school year, such
child cannot be a Participant. A child "cut" by a school team will receive credit for all
days practiced prior to being cut. The same conditions apply for cheerleaders. Senior
level football players may play both VAYFL and school ball. All other VAYFL level
players may NOT. Any other VAYFL level player may try out for his/her local school
team but must declare his/her intentions no later than 5PM on the Friday preceding the
second scheduled varsity football game. School cut and/or school rostering dates will not
apply. Every rostered school football player and parent must sign a letter of
understanding with regards to this rule (See Addendum #9). This letter must be attached
to participants VAYFL Roster night paperwork.
12.5. Ages: Check-in.
12.5.1. In order to compete at a certain division, each Participant must satisfy the age
requirements for such division set forth on the Age Schedule.
12.5.2. Any child wishing to be a participant for a particular League season must be at least five
(5) years of age as of August 1 of the calendar year which includes such season, and no
older than fourteen (14) years of age as of August 1 of the calendar year.
12.5.3 Check-in.
A. Check-in shall be conducted in accordance with this Section 12.5.3.
B. The Field Commissioners or other Association director of each competing
Association will administer check-in.
C. All coaches on the Commissioner's Roster shall report to Check-in prior to his or
her Team reporting to Check-in, and shall then step away from the Check-in. A coach
may report for Check-in with the opposing Association's Field Commissioner up
until game time.
D. Each football participant will report to check in prior to the game in which he or
she will be participating in by providing and original D.M.V. ID CARD or a league
approved photo I.D. worn around his or her neck so it can be seen by the Field
Commissioner conducting check in. He or she must also recite his or her name and
jersey number.
E. A participant may check in for a particular game after the kickoff of that game
with proper checking procedures.
F. A participant who not eligible in that scheduled game, He or she must remove all
equipment except game jersey be allowed along the sidelines.

12.5.5. During a season, once a Participant progresses to a higher team division, he may not
return to a lower team division. A move is from one level to the next level.
12.5.6. During a season, a Participant in the Midget division may not progress to a higher League
division.
12.5.7. During a season, once a Participant is listed in a Junior Varsity Roster such Participant
may not participate on the Varsity team without the Commissioner's approval. Likewise,
during a season, once a Participant is listed on a Varsity Roster such Participant may not
participate on the Junior Varsity team without the Commissioner's approval.
12.6. Transfers
12.6.1. After registering with a particular Association for a particular season, a Participant may
transfer and register with another Association for such season only if the Participant and
such Participant’s parents or guardian change residence, which necessitates the
Participant's transfer to another school or release from the original Association, is granted
in writing. Special cases may be brought to the Board for consideration.
12.6.2. During a regular season, a coach or Field Commissioner for one Association may not
transfer to a second Association if such coach or Field Commissioner has participated in
any practice sessions or games on behalf of the first Association unless the first
Association agrees in writing to the transfer, and the Board approves such transfer.

ARTICLE 13
RULES
13.1. All League games and activities shall be governed by the current edition of the National Alliance of
Football Rules as published and distributed by the National Federation of State High School
Athletic Associations, except where otherwise specifically provided in this Constitution. If there
is a conflict between any provision set forth in the National Alliance of Football Rules and any
provision set forth in this Constitution, the provision set forth in this Constitution shall prevail.
13.2. Equipment Rules.
13.2.1. The official game football shall be a youth football model sanctioned and purchased by
VAYFL. The home team shall furnish a sanctioned football for each game; provided that,
the Team on offense has the choice of using its own choice of sanctioned football while it
is on offense. No official can change this rule. The following shall be the only sanctioned
footballs:
Midget, Pee Wee and Minors - Rawlings R5 PW; Wilson K2, Baden
FC500PW,
Juniors - Wilson TDJ - Rawlings PRO JR; , Baden FC500JR
Seniors - Rawlings R5Y; Wilson TDY, Baden FC500Y
Any others can be approved by the Board.
13.2.2. A football Participant shall be required to use the following equipment:
A. Mouthpiece. Any child losing his mouthpiece must leave the field.
B. For all levels a NOCSAE approved helmet and facemask with a NOCSAE warning
label.
C. Cleats. However, no metal cleats are allowed.
D. An Association game uniform consisting of a jersey, football pants, and team socks.
The uniforms for all Participants on a Team must be matching and contain the
Association Team colors. Socks must be worn inside the cleats. An Association's
game jersey must be tucked in.
E. For all levels, the football pants shall contain kneepads, thigh pads, hip pads and spine
pads.
13.3. Extreme Heat Exhaustion
13.3.1 All associations may practice up to six (6) days a week excluding Sundays until Labor
Day. After Labor Day, all associations will be limited to three (3) practices per week. If
the temperature is 90 degrees Fahrenheit or more according to 804-345-1212 at practice
time, limit practice to a light workout without helmets and shoulder pads. If the
temperature should go down you may resume your normal practice. By not complying
with this directive your association will be fined up to $500.00 and suspension of the
head coach.
13.3.2. It takes the body 10 -14 days to acclimate to working out in the heat Acclimatization is

complete when the body sweats sooner, loses less salt in the sweat and increases its blood
flow to the skin to dissipate body heat. Therefore, in the first Seven (7) days of practice
your players may only wear shorts, shirts and helmets. No man-to-man drills, nor
blocking sleds are allowed during the first Seven (7) days of practice. The use of
blocking and tackling dummies during the first week of practice is permissible.
Provide them with free access to water or give them a sports drink. Symptoms of Heat
Illness Associated with Dehydration:
Heat cramps: Painful cramps of the abdominal muscles, arms or
legs. Heat syncope: Weakness, fatigue or fainting after exercising in
heat. Heat exhaustion: Profuse sweating, fatigue, headache,
dizziness, loss of appetite, nausea, vomiting, chills, weakness,
excessive thirst, muscle aches and cramps, vision problems,
flushing, agitation or irritability and sometimes unconsciousness.
Heat Stroke: High body temperature (often it's 104F-105F or
higher) and rising, nausea and vomiting; seizures; disorientation or
delirium; hot, dry skin; shortness of breath; decreased urination;
blood in urine or stool; unconsciousness; or coma.
Heat stroke is an EMERGENCY; for a child, who appears to have a heat stroke, cool the
body while awaiting the ambulance by removing clothing and placing ice bags on the
neck, in the armpits and the groin areas. Fan the child and spray with cool water. If he is
awake and able to swallow, give fluids. Get him to an emergency facility quickly.
13.4. Game Rules.
13.4.1. All game fields shall be regulation width and shall be one hundred (100) yards in length.
If a one hundred (100) yard field is not available an eighty (80) yard field may be used.
13.4.2. Playoff and Championship games shall be played on a one hundred (100) yard field with
working scoreboard, goal post, clock and lights.
13.4.3. All fields shall be marked in accordance with the rulebook and both sides roped off the
entire length of the field, goal line to goal line. Spectators cannot stand behind goal line
to goal line unless approved by Field commissioners or Board Officials. Board approved
variations are acceptable. Failure to comply with this Section 13.4.3. will result in a fine.
13.4.4. There will be a minimum of three (3) and a maximum of four (4) Virginia High School
approved officials on hand to officiate before any league game can be played except
midgets. If there are less than three (3) officials on hand, the Commissioner of VAYFL
and the Commissioner of Officials are to be contacted immediately by the Field
Commissioners on site.
13.4.5. Each Midget game shall consist of four (4) ten minute quarters and a Ten (10) minute
halftime with no VHSL clock stoppages unless injured player.
Each Pee Wee and Minor game shall consist of four (4) Eight minute quarters and an
Eight (8) minute halftime with VHSL clock stoppages.
Each Junior game shall consist of four (4) nine minute quarters and an nine (9) minute

halftime with VHSL clock stoppages.
Each Senior game shall consist of four (4) ten minute quarters and an ten (10) minute
halftime with VHSL clock stoppages.
13.4.6. All Games will proceed in the following order: Pee Wee, Minor, Junior, Seniors and
Midgets.
Pee Wees – 10:00
Minors – 11:30
Juniors – 1:00
Seniors – 2:30
Midgets – 4:00
Director of Operations may adjust times depending on scheduling.
13.4.7. Only the Commissioner or his designee may cancel games. No individual Association
has control of cancellations and rescheduling of games. If for any reason Saturday games
cannot be played, games will be played, when possible, on Sunday with a 1:00 start time
at the same location as the Saturday schedule. If site conditions or scheduling conflicts
interfere with this, the Commissioner shall be responsible for finding alternative locations
and or dates to play the games. The rescheduling of games will be determined by the
Commissioner and played in such an order and at whatever locations and or dates as
determined by Commissioner. If the Commissioner determines that games cannot be
rescheduled within that week, the games can be rescheduled to be added to the end of the
season.
13.4.8. The ball shall be placed on the two (2) yard line for extra point attempts and shall count as
one (1) points for a pass, and one (1) point for a run. In addition, extra points and field
goals may be scored by kicking method which would be two (2 points). Extra point is an
free kick (from Midgets to Juniors). Seniors are using VHSL rules.
13.4.9. No games should end in a tie, and any games with a tie score at the end of regulation shall
proceed into overtime; provided that regular season games shall not go beyond three (3)
overtime periods. All playoff games will be played until a winner is determined, with no
limit on overtime periods.
13.4.10. For All divisions except Midgets, the VHSL penalty infractions rule be the standard.
13.4.11. In each game, each football Participant shall play a minimum of four (4) plays in
addition to kickoff and punt teams.
13.4.12. Offensive players not wearing eligible numbers do not need to report to the game
officials upon entering a game.
13.4.13. Chain crew and clock operator must be responsible and must be in place before the coin
toss. Clock Operators should be certified.

13.4.14. The Commissioner of Officials and the Assistant Commissioner of Officials will be oncall for all games every game day. They are to be contacted only when there is a blatant,
unwarranted or incorrect implication that adversely affects the game in progress. They
are also to be contacted when officials fail to appear at the start of the game. Both Field
Commissioners must be in agreement prior to contact of either Commissioner of Officials
or Assistant Commissioner of Officials. The requirement for either position is that they
must be thoroughly knowledgeable of all VAYFL and VIISL rules and a member of a
Virginia High School Association.
13.5. For additional rules, which pertain solely to Junior Varsity (JV) Teams, see Addendum 6. If, with
respect to a JV Team, there is a conflict between any provisions set forth in this Constitution and
any provision set forth in Addendum 6, the provision set forth in Addendum 6 shall prevail.
13.6. For additional rules, which pertain solely to Midget football, Teams, see Addendum 8. If, with
respect to a Midget Team, there is a conflict between any provisions set forth in this Constitution
and any provision set forth in Addendum 8, the provision set forth in Addendum 8 shall prevail.
13.7. Coaching Rules.
13.7.1. Only the following persons shall be allowed in the coaches' box during a League game:
A. Coaches listed on the official Association team roster.
B. Up to two (2) water personnel.
C. A first aid person.
D. A designated team representative.
No cell phones shall be carried or used while on the field or in the coaches’ box.
13.7.2. Each Association coaches and designated team representatives shall be identified by
matching team colors (i.e. shirts, hats) worn properly. Each squad will be uniformly
matched.
13.7.3. No coaching remarks from the chain crew on the sideline. No cell phones shall be carried
or used while on the field.
13.8. Scouting Rules.
13.8.1. Scouting will be allowed only at scheduled league games. Any non-participating
association coach or board member must be identifiable by wearing association/ team
logo or identification. Scouting must check in with both teams Field Commissioners.

A. A player who is rostered with one organization may not actively or intentionally
observe another association’s practices without approval of that association Field
Commissioner. The must identify themselves. If a player is found to be in violation,
they will be asked to leave the vicinity of the practice.
13.8.2. The only acceptable scouting tools are paper/pen or pencil.
13.8.3 No scouting from the announcing/press box.
13.8.4. There shall be no scouting at practice sessions or controlled scrimmages.
13.8.5. There shall be no swapping or giving of film between Associations for any reason unless
the Commissioner has given approval.
13.8.6. Filming of games by an Association member, in which his/her team is playing, is
permissible.
13.8.7. Filming of a game by anyone other than members of the two (2) Associations involved in
said game is prohibited, unless one of the participating Associations has engaged an
outside photographer to film the game or any portion thereof, to include the use of
camera phones. In this case the opposing team shall be notified prior to the game in
which a professional photographer is used. Any individual or outside photographer must
have written permission from the Commissioner before filming a complete game to be
shown on TV.
13.8.8. Disciplinary Actions.
A. First offense shall result in the forfeiture of the potentially affected game.
B. Second offense shall result in a four hundred dollar ($400.00) fine in addition to
forfeiting the potentially affected game and removal from playoff contention.
C. Third offense shall result in the Association being dismissed from the League unless
the Board rules otherwise.
13.9. Playoffs.
13.9.1. Division standings shall be determined in the following manner:
A. The team that has the highest number of overall wins within a division shall be the
division champion.
B. If two (2) or more teams within a division have the same number of overall wins, the
division champion will be determined by head to head competition during the regular
season.

13.9.2. Seeding for playoffs will be conducted as follows:
A. The four division champions shall be seeded first, second, third and fourth.
B. The division champion with the best overall record will be seeded first, the division
champion with second best overall record shall be seeded second, the division
champion with the third best overall record shall be seeded third, and the division
champion with the fourth best overall record shall be seeded fourth.
13.9.3. Any tie for a seeds/seeding will be resolved by using the following tie breakers, ties will
be broken in the following order:
A. Head to head competition during the regular season only if all teams involved
have played each other during regular season.
B. Least number of divisional losses.
C. Playoff game held in the week prior to the next scheduled game.
D. Coin flip/drawing straws can be used to break a tie.

VIOLATIONS AND FORFEITURES
14.1. The following definitions shall apply solely for purposes of this Article 14:
14.1.1 A participant shall be deemed to have "participated" with a Team in a game if the
Participant appears in uniform with the team at any time from pre-game/warm-up until
the end of the game. A player must have played in at least 4 regular season games to be
eligible to "participate" in that teams play-off games(s). Unless a registered player has
incurred an injury or sickness during the season making it unsafe to play during the
regular season, which he or she must prove by a Doctor's note before check-in to any
play-off or championship game.
14.1.2. A Participant shall be deemed to have "played" in a particular game if he or she been on
the field for one offensive play or one defensive play.
14.1.3. A coach shall be deemed to have "participated" in a particular game if he or she is
involved with any coaching activities with his or her respective Team the week preceding
such game.
14.1.4. A coach or participant who has been suspended may not be involved in practice the week
preceding the suspended game or be allowed on the sideline during the suspended game.
14.2. Class A Violations. An Association team shall forfeit a particular game if such Association has nine
(9) or fewer players prior to such game or at any time during such game. The Association which
caused the forfeit will be charged a one hundred dollar ($140.00) fee for each game forfeited
(such fee to be paid at the next VAYFL Meeting to the opposing association) and will pay
officials for all games not played.
14.3. Class B Violations. An Association team shall forfeit a particular game if:
14.3.1. Such Association permits a Participant who has falsified any document or misrepresented
himself or herself to participate in such game.
14.3.2 An association allows a participant to play in a game without proper documentation
provided at check in IE... DMV ID CARD OR ANY OTHER LEAGUE APPROVED
PHOTO ID that is deemed acceptable by the Commissioner.
14.3.3. A Participant who has not reported to Check-in for a game participates in such game.
.
14.3.5. A Participant who has participated on a higher League division Team participates in a
game with a lower League division Team.
14.3.6. A Participant who has registered with one Association participates in a game with another
Association and that child has not changed schools unless the provisions of 12.6.1 have
been met.
14.3.7. A coach who has not attended a rules clinic participates in a game.

14.3.8. A coach who has not signed a Coach Code of Ethics participates in a game.
14.3.9. A coach who has transferred from one Association to another without written permission
and League approval participates in a game.
14.3.10. During a game a Team does not use a League sanctioned ball.
14.3.11. A participant plays school football during the current year.
14.3.12. No approved Roster is provided by an Association Team at Check-in (during half-time
of preceding game).
14.3.13. A Participant who is ejected from a game one week plays the following week. The
Commissioner must be notified of all ejections when the scores are called in. The visiting
team will also notify the Commissioner of ejections on game day.
14.3.14. Any person who has not satisfied all requirements to be a coach pursuant to this
Constitution is found in, or coaching from the coaches' area on the football field during
any game.
14.3.16. No tobacco products (cigarettes, cigars, chewing tobacco, etc.) are to be used in any
manner while actively engaged during practices, games or other VAYFL sanctioned
events by any coaches or other representatives of VAYFL. The purpose of this provision
is not to prohibit tobacco use by the general public, but rather to ensure that all
representatives of the various associations and VAYFL set an appropriate example for the
children participating in and watching the event.
14.3.17. No alcohol products are to be used in any manner during any practices, games or
VAYFL sanctioned events. No person under the influence of alcohol or drugs shall be
present at any practice, games or VAYFL sanctioned event. Any party who violates this
policy shall be banned for 1 year from all practices, games and VAYFL sanctioned
events.
14.3.18. The Association, which caused the forfeit, will be charged a one hundred and forty dollar
($140.00) fee for each game forfeited (such fee to be paid to the opposing Association at
the next VAYFL meeting).
14.4.
Class C Violations. An Association will forfeit a potentially affected game with another
Association if:
14.4.1. It scouts a practice session or a controlled scrimmage of another Association.
14.4.2. It films a scheduled game of another Association and it’s not involved in the game.
14.4.3. It swaps or gives game films to another Association without the approval of the Board.
The second violation of Section 14.3., will result in a four hundred dollar ($400.00) fine

in addition to the forfeiture of the potentially affected game and removal from playoff
contention.
14.5. A coach who receives a bench penalty during the Season:
14.5.1. For the first violation, the Commissioner shall assess the coach's Association a one
hundred dollar ($100.00) fine.
14.5.2. For the second violation, the Commissioner shall assess the coach's Association a two
hundred dollar ($200.00) fine and suspend the coach for two (2) weeks from the date of
the second violation.
14.5.3. For the third violation, the Commissioner shall assess the coach's Association a three
hundred dollar ($300.00) fine and suspend the coach for twelve (12) months from the
date of the third violation.

CHEERLEADERS (Subject Board’s Approval)
Hereafter, cheerleading will be governed by this Constitution. Any violations shall be subject to review
and action by the Commissioner.
15.1. Introduction.
15.1.1 The purpose of the cheerleading directors, coaches and squads of the League is to provide
a positive team sport spirit through the development and implementation of a program
that offers fundamental, intermediate and advanced training through instructional
guidance based upon the age levels of the participants.
15.1.2. Cheerleading squads will be formed based on the criteria outlined in Article 3 with the
exclusion of the Age Schedule. Any/all exceptions must be submitted in writing to the
Assistant Commissioner of Cheering for approval prior to roster night. The League does
not recognize mascot auxiliary groups; therefore, younger children will not be permitted
to be part of cheerleading squads.
15.1.3. The League's Assistant Commissioner of Cheerleading shall preside over cheerleading
matters. The Assistant Commissioner of Cheering shall oversee the compliance to this
Constitution via Association cheerleading directors, coaches and squads.
15.1.4. Any child wishing to be a participant for a particular League season must be at least five
(5) years of age by September 30th of the calendar year and no older than fourteen (14)
years of age as of September 30th of the calendar year.
15.2. Conduct and Responsibilities.
15.2.1. All cheerleading coaches must be in uniform and identifiable by either Association cap,
shirt/jacket or whatever is established by the Association as "The Coaches Uniform".
15.2.2. Coaches are to spot for all routines that involve a cheerleader leaving the ground.
15.2.3. Coaches are to remain in close proximity' of her team/squad during practices and games,
especially during half-time performances. (Go to mid-field with squads).
15.2.4. All Cheering Directors and Coaches must attend the cheerleader mandatory rules clinic
sanctioned by the League.
15.2.5. All directors will distribute copies of the Serious Incident Report for Cheerleaders to their
coaches. Forms are to be completed and returned to the respective directors within a
maximum of 48 hours of incident occurring. SIR forms shall be maintained at the
Association level for a period of not less than 1 year. The purpose of said form is for
reference to any/all insurance claims made to the League. Forms should be completed for
bee sting, ankle twists and major accidents.
15.2.6. Cheerleaders/coaches and any director having direct contact with the team/squads are not
permitted to wear jewelry (watches, earrings, necklaces, chains, bracelets, leg ornaments,

etc.) during practice and/or at a game. Exception: Individuals who are married/engaged to
be married.
15.2.7. Cheerleaders caught smoking, drinking or using other drugs shall be removed from the
squad and appropriate action should be taken by the respective Association. This
includes practice and at games.
15.2.8. Cheerleader's hair must be worn away from the face and off the shoulders during practice
and at games.
15.2.9. Chewing gum and candy during practice or game is prohibited.
15.2.10. Fingernails must be kept at a short length at all times (not to exceed the tip of the finger).
15.2.11. Cheerleaders are not allowed to have anything on their nails. This includes but is not
limited to polish, tips, sculptured nails etc.
15.2.12. Lace up athletic/tennis shoes with socks must be worn for practice and games. No
heeled, platform soles, or slip on shoes are to be worn. Cheerleaders should wear shoes
designated for cheerleading only. (Ex. Kaepa pyramid, Power Edge n, Nike, Zephz,
Hanes, Reebok, Asics, Saucony, Adidas, Converse, etc.) Any cause for an exception is to
be submitted to the Assistant Commissioner of Cheering.
15.2.13. Cheerleaders are expected to be respectful at all times.
15.2.14. Each head coach/designee is encouraged to maintain a first aid kit at every game in close
proximity to the squad.
15.2.15. Pyramids over two (2) levels high are not permitted.
15.2.16. All basket tosses shall have a minimum of three catchers, one (1) of which must be a
coach.
15.2.17. Water bottles are allowed in close proximity of the cheerleaders in an area that does not
cause a safety hazard.
15.2.18. Cheerleaders must be in complete and matching uniforms. Any exceptions must be
submitted to the Assistant Commissioner of Cheering.
15.2.19. Cheering coaches, Cheerleaders and Directors are prohibited from wearing jeans, jean
skirts, or any type of jean clothing at any time.
15.2.20. Cheering Coaches may wear pocketed pants, however, their coaching shirts must be on
the outside covering the pockets.
15.2.21. All cheers and dances must be respectful, no explicit lyrics.
15.2.22. All music used for cheering must be clean, no explicit lyrics.

15.2.23. Cheerleaders should not have temporary tattoos on or visible while in uniform, unless
the tattoos are provided by the league. Any cause for an exception is to be submitted to
the Commissioner of Cheering.
15.3. Practices. All Cheerleading squads shall be limited to a maximum of three (3) practices per week
during the regular season.
15.3.1 Cheerleading coaches and directors must allow ample time for cheerleaders to complete a
warm-up regimen before practices and games.
15.4. Certification of Rosters.
15.4.1. In order for each squad within an Association to be eligible, the Commissioner shall
assign another Association or designee to verify a copy of the original birth certificate for
all first time cheerleaders and to verify the birth dates and names listed on the rosters for
age-squad agreement. Rosters will also be cross-referenced to ensure completeness and
the proper signatures on the Participant Code of Ethics agree with the name listed on the
form, in addition to parental/guardian signature.
15.4.2. All Association's Cheerleader Rosters are to be typed and submitted to the Commissioner
in duplicate. Computer generated rosters will be accepted if the format of the roster has
been replicated and only from the official VAYFL roster and only that information is
submitted at roster night to the Commissioner or designee.
15.5 Cheering Expo
15.5.1 All Associations must be a part of the Mandatory Cheering Expo.

ARTICLE 16
INSURANCE
A designee, subject to approval by the Board, shall negotiate a group insurance contract covering the
league. Each Association shall be responsible for reviewing the insurance contract and obtaining such
other insurance as it deems appropriate. Every two years there must be a minimum of 3 quotes presented
to the board no later than July 1st to be voted on by the Board.
ARTICLE 17
AMENDMENTS
This Constitution may be amended by two-thirds vote of the Board and voting at a VAYFL Meeting. The
proposed amendments shall be presented in writing to each Association at least fifteen (15) days prior to
the VAYFL Meeting at which the amendment will be voted on.
ARTICLE I8
DISSOLUTION
If at any time the Executive Committee recommends a proposal to dissolve as a Virginia Non-Stock
Corporation to the Officers, pursuant to Virginia Code Section l3 .1-902, the Associations entitled to vote
