PACK COMMITTEE
These are the 10 recognized committee seats per BSA for Cub Scouting. The descriptions of each seat
were taken from the BSA, as well as varying websites devoted to scouting. Descriptions were combined
together along with some editing to suit the needs of our pack.
COMMITTEE CHAIR












Leads the committee and is responsible for the administration, oversight, and support of the
Cub Scout program.
Maintain a close relationship with the Chartered Organization and the Chartered Organization
Representative.
Work with the Cubmaster on policy matters related to the BSA and the Chartered Organization.
Supervise the Pack Committee.
o Preside at the meetings.
o Assign duties/tasks to members as needed.
o Plan for pack charter review, round-up, and re-registration, work with appropriate
chairs.
o Approve bills before payment by the Treasurer.
Conduct the annual pack planning meeting.
Ask the committee to assist with recommendations and assignments for Cubmaster, Assistant
Cubmaster, Den Leaders, Etc…
If a Cubmaster is unable to serve, assume active direction of the pack until a new Cubmaster is
approved and trained.
Promote fundraising and work with the Cubmaster and appropriate chair.
Work with the Chartered Organization to provide adequate and safe facilities for the pack
meetings.
Appoint a Pack Trainer who‘s primary responsibility is Youth Protection Training.
Develop strong ties to the area BSA Troops to ensure a smooth transition from Webelos to BSA.
Support the policies of the BSA.
SECRETARY








Keep abreast on all literature, materials, records, and computer programs (Trax), and forms to
help leaders function effectively. Help new leaders access these needed tools.
Maintain membership, leadership, attendance, and advancement records on Packmaster.
Show den leaders how to access the council website and Packmaster.
Maintain an inventory of pack property and its location and accessibility.
Handle correspondence for the pack. This could include writing letters of appreciation, making
reservation requests, or ordering supplies.
Keep notes on business conducted at the Committee Meeting and any other special pack
meeting such as New Parent Orientation.
Keep a pack calendar.
Notify leaders of accessibility to the calendar and upcoming events.
TREASURER

Help the Pack Committee and Cubmaster establish a sound financial program for the pack with a
pack budget plan.










Maintain the packs bank account in the name of the pack and arrange for all transactions to be
signed by any two of the following: Cubmaster, Pack Committee Chair, Secretary, or Treasurer.
Approve all budget expenditures. Check all disbursements against budget allowances, and pay
bills by check. The Pack Committee Chair should approve bills before payment.
Keep up-to-date financial records. Give leadership in developing a coordinated recordkeeping
system in the pack.
Encourage scouts in activities to earn money for the pack and for their scout accounts.
Keep and maintain records for individual Cub Scout accounts. Have a plan for the transfer of the
money to another Cub Scout pack if a scout leaves Pack 3014 and have a plan to pass the scouts
account to a BSA Troop upon transition from Webelos.
Work with the leaders on dues collection.
Report on the packs financial condition at the committee meetings and annual planning
meeting.
Assist in explaining the packs budget to parents at designated pack meetings and/or New Parent
Orientation meetings.
Provide petty cash for leaders if needed and keep a record of these expenditures.
Assist in guiding the pack in conducting council-approved pack money-earning projects.
ADVANCEMENT CHAIR














Helps boys move through the ranks of Cub Scouts and make the transition to BSA.
Be knowledgeable of the rank advancement process.
Be aware of changes made to the program and have a plan to implement these changes
throughout the pack. Know which aspects of the program are changing and who is affected and
when they will have to comply with the change (Many new Cub Scout program changes coming
in 2015).
Help plan advancement recognition ceremonies, coordinating as needed with the Cubmaster
and leaders.
Educate parents, guardians, leaders, and the committee on ways to stimulate Cub Scout
advancement.
Promote the use of den tools that chart advancement such as the “Trax” programs. Work with
the Secretary on how to familiarize leaders with its use.
Work with the Secretary on the distribution of “Den & Pack Meeting Resource Guide”
information to assist leaders with guidelines for den meetings which will ensure advancement.
Collect advancement and award information from leaders each month and order and/or pick-up
the requested awards from the local scout council scout shop or scoutstuff.org. Obtain
assurance from the leaders the scouts have met the requirements for the advancements and/or
awards.
Have a working knowledge and promote the Academic and Sports Belt Loop and Pin program.
Have a working knowledge and promote of the NOVA program.
Have a working knowledge and promote the Outdoor Activity Award, National Summertime
Pack Award, Emergency Preparedness Award, World Conservation Award, Leave No Trace
Award (Outdoor Ethics Award), and any other additional awards available through the BSA for
the Cub Scouting program.
Assist the Religious Emblems Coordinator in promoting religious emblem awards.
Promote Boy’s Life magazine as an aid to advancement.
Help build, preserve, and obtain advancement equipment/aids for use in making advancement
ceremonies more effective (Webelos crossover bridge and Arrow of Light plaques).


Be familiar with BSA guidelines for the Cub Scout and leader uniform inspection. Assist with
inspections.
Promote the wearing and proper use of uniform and insignia.
PUBLIC RELATIONS CHAIR












Keep pack activities visible to the Chartered Organization, families, and the public.
Identify, promote, and publicize pack and den service projects in the Chartered Organization (St.
Mary’s), feeder schools (Jeffers/St. Mary’s/West Michigan Academy) and community (Spring
Lake/Nunica/Ferrysburg).
Promote family participation in all scouting events.
Urge pack participation in programs of the Chartered Organization (St. Mary’s).
Along with the Membership and Re-Registration Chair assist in the circulation of Cub Scout
recruiting fliers and brochures to invite boys to join the pack. Promote new membership and
make it aware in the community that Cub Scout Pack 3014 is available to boys.
Along with the Membership and Re-Registration Chair organize the Spring and Fall round-ups
and also have a Cub Scout Pack 3014 booth with a pack representative at the feeder school
open houses at the beginning of the school year.
Assist other committee members in preparing a newsletter/email to families informing them of
pack plans, events, policies and changes, and help to create a feeling of unity among members
of the pack family.
Operate and update the packs Facebook page.
Assist in the operation of the pack website including regular announcements, bulletins,
newsletters, etc. Provide much of the same information to the Chartered Organization for
release in/on their website, announcements, bulletins, newsletters, etc.
Make use of the news media in publicizing pack events.
Be aware, promote, and help organize (with the Outdoor Activity Chair) the participation in
community events for Cub Scout Pack 3014 such as the Memorial Day Parade in Spring Lake
Village, Spring Lake Heritage Festival, Ferrysburg 4th of July Parade, and Coast Guard Festival
events.
Make sure items such as banners promoting Cub Scout Pack 3014 which are carried in parades
are purchased and maintained.
OUTDOOR ACTIVITY CHAIR








Help scouts develop a love for the outdoors.
Help the Cubmaster plan and arrange outdoor activities.
Assist the pack in coordinating all council, district, and pack related activity events including but
not limited to the Outing for Scouting, Belt Loop Bonanza, Halloween Party, sporting events
(Lumberjacks, Whitecaps), Bowling Event, Fishing Derby, Earth Day Hike, Pack Summer Picnic,
Parade appearances, Etc. Make use of sub-committees and in some cases specific dens as
designated in the pack calendar for the organization of these events.
Keep watch on the council website for Cub Scouting activities. When you see activities posted
bring them to the attention of the Pack Committee and leaders.
Arrange for proper permits and associated fees when needed (Property, Fire, Tour, Etc…).
Have a first aid plan for emergencies.
Assist Webelos leaders plan overnight campouts and arrange needed equipment.
Arrange for Safe Swim Defense implementation for all outing involving swimming.





Plan summer outing during the months of June, July, and August to help the scouts in the pack
achieve the National Summertime Pack Award. Work with the Advancement Chair to carry this
task out.
Organize family camp opportunities and inform parents of these. Ensure at least one adult
leader has completed Basic Adult Outdoor Orientation (BALOO) before any pack campout.
Organize and promote resident camps (Camp Gerber Summer Camp) and day camps. You may
set-up a sub-committee (Camp Coordinators) assist with this responsibility.
Be knowledgeable of the requirements for all events including council required items such as
Health Forms and DHS paperwork. Know how to obtain these items and assist leader and
parents in their completion.
Know and carry out BSA outdoor program policy related to Cub Scouting. Review all activities to
ensure that leaders comply with BSA policies in the “Guide to Safe Scouting”.
MEMBERSHIP AND RE-REGISRATION CHAIR






Along with the Cubmaster and Pack Committee, develop and carry out a plan for year-round
membership growth.
o Conduct an annual census of boys in the Chartered Organization for recruitment.
o Work with the Pack Committee members to promote recruitment plans.
o Assist new families with questions and required paperwork upon and after recruitment.
o Organize and conduct the New Parent Orientation Meeting.
o Follow-Up on Cub Scout dropouts to help them return to active membership in the pack.
Organize and carry out the spring and fall round-ups with the assistance of the Public Relations
Chair.
Plan, coordinate and lead the annual re-chartering process.
o Prepare registration papers and an annual report to the chartered organization.
o With the Secretary make sure the pack has an ample supply of youth and adult
applications.
o Secure signatures and registration fees for the coming year.
o Arrange the annual charter review meeting.
o With the assistance of the Chartered Organization Representative submit a charter
application and annual report to the Chartered Organization for approval.
o With the Treasurer collect the appropriate fees and submit payment to council.
o Be responsible for submitting the youth and adult applications to council.
o Work with the Secretary on having Packmaster updated with new scouts and
information.
Along with the Cubmaster and Advancement Chair see that eligible boys transition to the next
rank’s den at the appropriate time, and that Webelos Scouts and parent/guardians have a
smooth transition to a Boy Scout troop.
Along with the Cubmaster, follow-up on former pack members who are now Boy Scouts and
recruit them as potential den chiefs.
Arrange uniform inspections.
FRIENDS OF SCOUTING (FOS) & FUNDRAISING CHAIR

Friends of Scouting Duties
o Work with the district and council to have a presentation at a pack meeting on FOS.
o Build an organization to enroll family members and the Cub Scout leaders in FOS.
o Enroll as a FOS.


o For every five families in the pack, try and recruit one person as an enroller.
o Train enrollers
o Try and attend a FOS kickoff meeting.
o Have an annual report for the Pack Committee.
o Distribute FOS cards. Follow-up until all FOS cards have been accounted for.
o Give recognition to the contributors and enrollers.
o With the assistance of the Public Relations Chair, provide public relations for FOS.
Fundraising Duties
o Attend the annual scouting kickoff meeting.
o Be knowledgeable in the Trails End popcorn sale (Product, Dates, Prizes/Incentives,
Etc.).
o Plan and carry-out the annual Trails End popcorn sale.
o Conduct a fundraising presentation to the leaders and parents at a pack meeting.
o Assume the position of head Popcorn Kernel for the Trails End popcorn sale event.
o Set-up a sub-committee of popcorn Kernels to assist in the Trails End popcorn sale.
o Be the packs communication with council for the Trails End popcorn sale.
o Be responsible for setting up “Show and Sell” events and obtaining product for these.
o Work with the Public Relations Chair in publicizing any fundraising event.
o Be responsible for ordering, obtaining, and distribution of product to pack members.
o With the assistance of the Treasurer ensure collection of all money.
o Keep records of what members sold in the pack and the amount sold.
o With the assistance of the Treasurer ensure the pack receives its percentage of money
raised from the council for the fundraising event.
o Ensure the pack has received and bonuses/incentives for goals reached for fundraising.
o With the assistance of the Treasurer ensure each scout receives their share for their
scout account.
o Prepare a final report for presentation to the Pack Committee.
If other fundraising events are sought make sure they are approved by the local council and the
Chartered Organization. Be responsible for the coordination and execution of the event.
UNIT RELIGIOUS EMBLEMS COORDINATOR









Is appointed to the position by the Committee Chair and serves on the Pack Committee.
Have brochures and resource information on hand for the religious emblems program for
distribution to youth and families.
Assist youth and families in obtaining the necessary book for their faith. Then follow-up with
the youth and family to make sure they are on track for completion.
Acquaints all youth with the religious emblems program and the emblems available for their
faith.
Provides scout families and clergy with an orientation to the religious emblems program and
encourages their involvement. Complete a presentation to the pack.
Urges all youth to earn the religious emblem(s) of their faith.
Disseminates information about any district or council religious emblems activities, retreats,
camps, classes, etc.
Promotes religious emblems usage like BSA promotes other youth advancement. Work with the
Advancement Chair for promotion of the program.
Coordinates establishment of goals and tracks the number of emblems completed each year and
by whom. Records which are kept will be provided in an annual report to the pack committee.

Serves as the packs liaison to the District Religious Emblems Coordinator.









Participate in a Trainer Development Conference.
Remain current with all BSA training materials and training program updates.
Assist in conducting the New Parent Orientation meeting.
Help parents understand the purposes, policies, and procedures of the Cub Scouting program.
Provide Fast Start Training for new leaders. This can be found on the council’s website.
Make sure all leaders become “Trained” in their position.
Make sure all committee members are “Trained” in their positions.
Make sure all adult members of the pack are current with Youth Protection Training.
Attend the monthly committee meeting and give a training update. Including what trainings are
being offered by BSA, who needs further training or is about to lapse; also recognize who has
completed trainings.
Encourage all leaders to pursue training awards (Knot Program).
Encourage all leaders to participate in advanced training (Wood Badge and Powder Horn).
Ensure at least one adult leader has BALOO training for family camp events.
For Webelos overnights ensure at least one leader has Outdoor Leader Skills for Webelos
Leaders.
Encourage leaders to attend:
o Roundtable
o Pow Wow
o University of Scouting
o Kickoff Events
Encourage Den Chiefs to attend Den Chief Training
With the assistance of the Secretary keep records of all the adult leaders.
