POSITION SUMMARY: This position is responsible for the management of one or more public
housing development sites. Duties include leasing and lease enforcement, rent calculation and
collection, property inspection, management and budgeting. Maintain effective landlord-tenant
relationships with residents. This position requires basic knowledge of federal regulations
relating to admissions, eligibility, and continued occupancy for the public housing program.
PARTIAL LISTING OF MINIMUM QUALIFICATIONS: High school diploma or equivalent—
prefer Bachelor’s degree with two to five years’ experience in business/public administration,
general or property management, preferably low-income housing management, accounting,
finance, psychology, sociology, or social services. Must have a valid Missouri vehicle
operator’s license, be bondable and insurable, be willing to travel overnight for a minimum of
15 days annually for training or attendance at conferences/workshops, be able to pass a preemployment drug screen and background check, and able to obtain and maintain a bank
account for direct deposit of payroll.

Position Description
PUBLIC HOUSING MANAGER
REPORTS TO: Director of Public Housing Operations or designee
SUMMARY OF POSITION: This position is responsible for the management of one or more
public housing development sites. Duties include leasing and lease enforcement, rent
calculation and collection, property inspection and management and budgeting. Maintain
effective landlord-tenant relationships with residents. This position requires basic knowledge of
federal regulations relating to admissions, eligibility, and continued occupancy for the public
housing program.
MAJOR DUTIES AND RESPONSIBILITIES INCLUDE:
Coordinating unit leasing, including resident orientation, collection of appropriate security
deposits and calculation of rent, with Intake and Maintenance staff.
Coordinating unit move-in, move-out, annual, special housekeeping, and yard and property
inspections with Maintenance staff.
Submitting transfer requests to the Director of Public Housing Operations and providing this
information to the Intake Coordinator to maintain the transfer waiting list. Coordinating
transfers and lease ups with Intake staff.
Tracking program budgets and expenses and assisting with annual budget development.
Supervising the Assistant Housing Manager. Must be able to perform the Assistant Housing
Manager’s duties in their absence.
Approving purchase orders and reviewing work order processing and tenant charges.
Performing annual and interim re-certifications.
Monitoring the tenant accounts receivables (TARS) and taking appropriate action including
mailing billing notices, counseling of residents, preparing repayment agreements and initiating
termination of tenancy notices and unlawful detainer suits.
Enforcing lease provisions through counseling of residents, preparing written warning letters,
maintaining appropriate documentation in resident files and initiating termination of tenancy
notices and unlawful detainer suits.
Assisting with meeting the goals and objectives as indicated by the CHA’s Annual and FiveYear Plans.
MAJOR DUTIES AND RESPONSIBILITIES (Cont’d):
Preparing and reviewing monthly reports on aged receivables, TARs, security deposits, annual
re-certifications, and next month’s rent-roll.
Attending monthly Tenant Association meetings.
Tracking program budgets and expenses.
Assisting with annual budget development.
Maintaining necessary files and documentation required by federal regulations and local policy.
Coordinating activities with Resident Services staff and others to meet the needs of residents.
Performing other work as assigned by the Director of Public Housing Operations or the Chief
Executive Officer.
OTHER DUTIES WHICH MAY BE ASSIGNED:
Monitoring and providing technical assistance to various public housing staff as assigned.
Guiding and assisting in settling disputes or grievances by residents.
Guiding and assisting in other housing management areas, including admission procedures,
efficacy of unit and site maintenance, office protocol, treatment of residents and coordination of
occupancy functions from vacancy to lease up.
Assisting the Intake Staff to ensure timely lease up of public housing units.
Assisting all public housing management staff as needed in processes and procedures to
complete their daily tasks.
REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES:
Exercises considerable tact, confidentiality, and judgment in working with residents and in
effecting solutions to complex personal and family problems.
Manages multiple projects in a timely and effective manner.
Establishes and maintains effective working relationships with superiors, associates,
administrators, and the general public, as well as the ability to work with a diverse population
that includes families, the elderly and persons with disabilities.
Expresses oneself effectively both orally and in writing with other CHA staff, residents, and the
general public.
Prepares clear, concise, comprehensive reports and effective, accurate correspondence.
REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES (Cont’d):
Possesses knowledge of the policies, procedures and practices of the CHA and the federal
regulations governing the provision and oversight of public housing management.
Implements continuing assignments requiring material organization, report preparation, and
decision making within established guidelines and procedures.
Makes mathematical computations with speed and accuracy.
Possesses knowledge of counseling and problem solving techniques.
Utilizes computer hardware and software required to meet the general responsibilities of the
position.
EDUCATION AND EXPERIENCE:
High school diploma or equivalent.
Bachelor’s Degree in social service, business or public administration is preferred.
Minimum of two years’ experience in property management, preferably low-income housing
management, or five years’ experience and training in business or public administration,
general management, property management, accounting, finance, psychology, sociology, or
social services.
Demonstrable experience with computers and software systems.
SPECIAL REQUIREMENTS:
Must be bondable and insurable.
Must have a valid Missouri vehicle operator’s license.
Must attain Public Housing Management (PHM) certification within one year of employment.
Must be willing to travel overnight for a minimum of 15 days annually for training or attendance
at conferences/workshops.
Must be able to pass a pre-employment drug screen.
Must be able to pass a pre-employment background check.
Must be able to obtain and maintain a bank account for direct deposit of payroll.
