Subject: Andhra Pradesh Reorganisation Act 2014 – Local, District, Zonal, Multi-Zonal and
State Cadre Posts –Final Review and Confirmation Meeting Schedule - Regarding

In the references cited, the Government has issued detailed instructions for compiling
the datarelating to all sanctioned posts in all cadres and of persons serving the State of Andhra
Pradesh in the state and certain multi-zonal cadres. The Government is required to submit the
information relating to all posts and persons serving the State of Andhra Pradesh in certain
cadres (state and multi-zonal with jurisdiction over territories of both States) to Government of
India (GOI) for taking further action in accordance with the provisions of Part-VIII of the
Andhra Pradesh Reorganisation Act, latest by May 17, 2014.

In this background, the Government has decided to conduct a review of the data with
the concerned secretaries and the heads of the related departments between May 13th and 15th,
2014. Accordingly, all Special Chief Secretaries / Principal Secretaries / Secretaries are
requested to attend meetings with the General Administration (SR) and the Finance
Departments - along with the Heads of the Departments, State Level Institutions, and other
entities that would have be divided between the States of Andhra Pradesh and Telangana on the
appointed day of June 02, 2014, under their control–to finalise and confirm the list of posts,
persons and allied matters. The meeting schedule is summarised in the Annexure-I of this
circular.

This meeting will be held under the chairmanship of the Special Chief Secretary,
Planning and GA (SR) Departments in the Cyber Ganga Conference Hall of the Planning
Department (L Block, 5 Floor) between 10 am and 6 pm. All concerned are requested to attend
the meeting with the following information duly verified, authenticated and certified by the
head of the department / state level institutions / corporation, society, cooperative, etc. In
departments having more than one head of the department (financial HoD), the HoD
responsible for the management of the cadre shall furnish this information. Two copies of the
following information duly verified and signed by the secretary of the department and the head
of the department, state level institution should be brought for the meeting, along with electronic
version of the document. Check-Memo to be compiled is enclosed as Annexure-III to this
circular.

Each department is required to submit the following information for onward
transmission toGovernment of India:

iii)
No of sanctioned posts in the local, district, zonal and multi-zonal (falling entirely
within either Telangana or AP) cadres in all offices at all levels from village to district
level, including the zonal / multi-zonal / special / project/ adhoc / temporary state
level offices located in the districts, in ten districts of the States of Telangana and
thirteen districts of Andhra Pradesh State.
Number of multi-zonal posts common to both States along with their current location
and proposal for allocation of these posts between the two States.
Number of State Cadre Posts in ten districts of Telangana and thirteen districts of
Andhra Pradesh, other than the posts in the HOD offices, along with the details of
location of these posts.
iv)
Details of posts in all cadres in the head of the department’s office, along with
vacancies in each cadre.
v)
Details of posts in all cadres in the state level institutions, projects, programmes,
societies, etc., including vacancies.
vi) Details of persons working in the State Cadre posts in the districts in the order of
seniority as on March 01, 2014.
vii) Details of persons working in multi-zonal posts with responsibility over territories that
would form part of more than one State on and after the Appointed Day.
viii) Details of persons working in the office of the head of the department, state level
institutions, etc., in the order of seniority in every cadre.
ix) Details of persons belonging to the department who are working in other departments
on deputationor any other basis with details of seniority.
x)
Details of persons working on deputation in the HOD office on deputation from other
departments.
xi) Details of persons in HOD office and State Cadre posts who are on long leave, extraordinary leave, study leave, foreign deputation, deputation to state / central PSU, lien,
other office duty (OD), work order, absconding from duty, under suspension, etc.
xii) Details of other persons working in the HOD office who are not included in the above
list, including those working on contract, outsourcing, special contract, project
assignment, honorary basis, internship etc.
xiii) A copy of the proposal submitted to the Departmental Restructuring Committee.
xiv) Any other issue that would have a bearing on the allocation of posts and persons
between the two States by the Government of India.

Considering theimportance of this information, it is emphasised that it shall be the
responsibility of the concerned Secretary and the Head of the Department to ensure that the
information is absolutely authentic and that no post or individual is left out. The concerned
Secretaries are instructed to attend the final review and confirmation meetings as per the
schedule without fail along with the heads of departments under their charge.They shall take
necessary action to complete the data entry process and furnish error-free information in the
proforma prescribed well ahead of the meeting. Annexure-II of this Circular provides
clarification to some of the key issues involved in this exercise.

CLARIFICATION
All categories of postsin the office ofthe Head of all
Departments (HoDs), all Secretariat Departments,
institutions notified as State Level Institutions; and
allstate-wide cadre posts, which include all posts other
than local, district, zonal and multi-zonal posts and
therefore are transferable across the state.

Data of employees working in State Cadre Posts i.e.,
all the employees working in Secretariat, HoDs, State
Level Offices and the cadres which are transferable

post. For this purpose, the seniority in each category
as on 1st March 2014 should be taken as the basis duly
ignoring disputes on seniority, pending if any.
